Abstract:
The wave of popular protests engulfing the Arab Middle East has yielded markedly different results. While the revolts in Egypt and Tunisia prompted meaningful, and immediate, political change, the regimes of Syria, Bahrain, Libya and Yemen are able to put up a fight. The violent stalemates in the latter countries may eventually give way to political reform, but for now the fate of their popular uprisings is anything but certain. What explains this outcome divergence between the two sets of nations? What makes one autocratic Arab regime stronger than another? What roles do societies and militaries play in shaping the future of the Arab Spring? This article suggests that authoritarian regimes with established networks of social patronage and unwavering military loyalty are better able to withstand calls for change.

Abstract:
The unrest in Syria offers the Gulf States an opportunity to weaken or even dislodge an Assad regime aligned with Iran, but their ability to project power or shape events in Syria is limited. Dislike of the Assad regime doesn't necessarily align Gulf interests and long-term vision for Syria. Moreover, cooperation on diplomacy and strategy is lacking. Sectarianism, most evidenced in media commentary and clerical statements, is already a major feature of Gulf discourse on Syria. Parts of the Syrian opposition have approached and have been courted by Gulf governments. Still, a degree of unease and mistrust continues to define their relations.

Abstract:
Israel has been generally quiet regarding the recent turmoil in Syria, a reflection of the issue\'s relative low priority, as well as Israel\'s limited influence on internal Syrian matters. Israel\'s preferred outcome would be a stable Syrian regime that disassociates itself from the “axis of resistance,” poses no bilateral threats, and controls the border area—though Israel sees no clear path for achieving these aims. The view in Israel is that the basic structure of deterrence still holds vis-à-vis Syria and the regime—even in its desperate circumstances—is unlikely to provoke Israel in dramatic ways.

Ten years ago this Fall, al-Qaeda carried out the most devastating attacks on the U.S. homeland in our country's history. That brazen attack propelled the United States—and the world—into a qualitatively new kind of global conflict. Ten years on, the anniversary of the 9/11 attacks provides the opportunity to reflect upon where we are in this effort. To do so, The Journal convened a symposium of seventeen of the country's premier counterterrorism specialists. These experts—drawn from Congress, the U.S. military and the Beltway policy community—have shared their unique insights into how far we have come in the past decade in our struggle against terrorism, and how far the United States and its allies still need to go. From there, we turn to the other pressing topic of the day: the so-called “Arab Spring.” The past half-year has seen unprecedented change sweep over the Middle East and North Africa. Long-standing regimes in Egypt, Tunisia and Libya have fallen. Others (such as Syria) continue to struggle against widespread domestic discontent. Still others—Saudi Arabia, Bahrain, Jordan and beyond—have felt their fair share of grassroots ferment. What does this geopolitical earthquake augur for the Middle East? What should America's role be in these changes? And how will the region change in the months ahead? We start to answer some of those questions with six cutting-edge articles. Barry Rubin, one of Israel's leading commentators on Mideast affairs, outlines in damning detail the misconceptions that animate the Obama administration's approach to the region—and explains how these flawed ideas have wreaked havoc on America's stature there. Indiana University's Jamsheed Choksy provides a tantalizing glimpse into the high-stakes political conflict now taking place between Iran's firebrand president, Mahmoud Ahmadinejad, and the country's entrenched clerical elite. Brent Talbot of the U.S. Air Force Academy then examines Israel's strategic options for dealing with Iran's persistent nuclear program, and argues that the Israeli government is likely to take decisive action in the not-too-distant future. The Henry Jackson Society's Julia Pettengill and Houriya Ahmed sketch the motivations behind—and implications of—the attempted “unity” deal between the Hamas movement and the Fatah faction of Palestinian Authority President Mahmoud Abbas. Robert Freedman of Baltimore Hebrew University and Johns Hopkins University outlines how the Russian government of Dmitry Medvedev and Vladimir Putin has attempted to weather the changes taking place in the region so far. And Daniel Jackman and Daniel Wagner, two geopolitical risk experts with the consulting firm Country Risk Solutions, provide a masterful tour d'horizon of the economic and social ferment that has accompanied the region's revolutions. Abstract:
The Government of Jordan is deeply concerned about the turmoil in Syria, fearing the spillover effect and knowing Syria's historic capacity to undermine Jordanian internal stability. Initial official Jordanian reaction has been cautious, to avoid antagonizing Syria and provoking retaliation. There is great anxiety over what may follow the collapse of the Assad regime. Jordan is under increased pressure from both internal elements and external powers to toughen its public posture toward Damascus. Ultimately, Amman will react carefully to events in Syria, taking actions that best ensure the security of the state and the survival of the monarchy.

The Syrian crisis may or may not have entered its final phase, but it undoubtedly has entered its most dangerous one to date. The current stage is defined by an explosive mix of heightened strategic stakes tying into a regional and wider international competition on the one hand and emotionally charged attitudes, communal polarisation and political wishful thinking on the other. As dynamics in both Syria and the broader international arena turn squarely against the regime, reactions are ranging from hysterical defiance on the part of its supporters, optimism among protesters that a bloody stalemate finally might end and fears of sectarian retribution or even civil war shared by many, through to triumphalism among those who view the crisis as an historic opportunity to decisively tilt the regional balance of power.

Abstract:
As expected, Egypt's first parliamentary election after the overthrow of longtime leader Hosni Mubarak confirmed the popularity and organizational strength of the Muslim Brotherhood and Freedom and Justice Party, which won 77 of the 156 parliamentary seats contested in the first electoral round. Surprisingly, it also revealed the unexpected strength of the Salafi alliance, dominated by the al-Nour party, which secured 33 seats. Much to the discomfort of secular Egyptians and Western governments, Islamist parties now dominate the Egyptian political scene.

Abstract:
This article explores the Turkish-Iranian rivalry and the conflicting interests of the two countries in the region with respect to the impact of the Arab Spring on the Syrian regime. It first looks into the background of the rivalry between Turkey and Iran. It then examines the reasons of the Turkish-Iranian rivalry, particularly over Syria. It posits that the rapprochement between Turkey and Syria, which had taken place as a result of the change in Turkish foreign policy in the last decade, faced a rupture with the breaking of the Arab Spring. It then argues that the rupture in Turkish-Syrian relations increased the Iranian influence on the Syrian regime owing to the long Iranian-Syrian alliance and their converging interests in the region. Finally, the article argues that while Turkey is in favor of a change of regime in Syria towards democratization of the country, Iran is in favor of the Syrian status-quo

Abstract:
The last four months of 2011 were both ordinary and extraordinary for Beijing and Moscow. There was certainly business as usual as top leaders and bureaucrats frequented each other's countries for scheduled meetings. The world around them, however, was riddled with crises and conflicts. Some (Libya and Syria) had seriously undermined their respective interests; others (Iran and North Korea) were potentially more volatile, and even dangerous, for the region and the world. Regardless, 2011 was a year full of anniversaries with symbolic and substantive implications for not only China and Russia, but also much of the rest of the world.

Abstract:
In January and February 2011, populist uprisings toppled the authoritarian governments of Tunisia and Egypt, and similar revolts began to emerge in other Arab states, including Bahrain, Libya, Morocco, Syria, and Yemen. An article in the 18 March 2011 issue of the Chronicle Review by Ursula Lindsey, "The Suddenly New Study of Egypt," addressed how these events had turned the study of persistent authoritarianism in the Arab world on its head. No longer, for example, could scholars point to how Egyptians and other Arabs tend to engage in one of two extremes: political apathy or political violence. Lindsey also suggested that scholars shift their focus away from the power of elites to the strength of ordinary people and grass-roots movements, or retool their scholarship to allow for, in the case of Egypt, more emphasis on groups other than the Muslim Brotherhood as significant sources of opposition.
