121. Criminal Enterprise in the Political Economy of Middle Eastern Terrorism

Abstract:
At least five terrorist suspects who entered the United States illegally from Canada during the Christmas holidays are now the subjects of an international manhunt. The suspects' international travel was apparently facilitated by Pakistani criminal elements engaged in the production of false documents, including forged visas and passports. The nexus between criminal and terrorist activity is not new. Indeed, international terrorism is facilitated and financed by an array of states, groups, fronts, individuals, businesses, banks, criminal enterprises, and nominally humanitarian organizations. Since the attacks of September 11, experts and decisionmakers have focused much attention on charitable and humanitarian organizations, as well as official and unofficial banking systems in the network of terrorist financing. The political economy of terrorism, however, relies just as heavily on legitimate businesses and, increasingly, criminal activity.

122. Coalition Dynamics in the War Against Terrorism

Abstract:
“Coalition” may be an inappropriate term to describe the constellation of state and non state actors cooperating in the global struggle against terrorism. The term coalition implies a certain agreement on strategy and objectives, short of a formal alliance. In fact, to the extent that NATO plays an active role in counter-terrorism, the current pattern of cooperation does have elements of an alliance. But the vast bulk of international cooperation on counter-terrorism, before and after September 11th, has involved the routine, sometimes intensive, coordination of intelligence, police and judicial activity. Contributions to large-scale military operations in Afghanistan, or elsewhere – although important to current objectives – are exceptional. Most counter-terrorism cooperation has been, and will almost certainly continue to be, of a more prosaic nature. The sheer range of activity – from the most intensive cooperation among European allies, to the ad hoc and often arms length relations with states such as Libya, Syria and Iran, not to mention Russia and China, makes it difficult to speak of a single grand coalition against terrorism.. The reality is a highly diverse pattern of cooperation; some limited, some extensive; some sustained, and some on a case-by-case basis.

Abstract:
Reasons for proliferating outweigh disincentives,and motivation is growing. Arms control regimes harass proliferators without stopping stem and fail to offer non-proliferators security. War fighting concepts are likely to lack clear structure and be highly volatile in terms of enemy, targets, and crisis behavior. Only a few leadership and military elites -- such as Egypt and Israel -- have shown a concern with highly structured strategic planning in the past. Iran-Iraq and Gulf Wars have demonstrated missiles and weapons of mass destruction will be used. Israeli actions in 1967 and attack on Osirak, Egyptian and Syrian attack on Israel in 1973, demonstrate regional focus on surprise and preemption. Iraq has already demonstrated regional concern with launch on warning, launch under attack options. Syria probably has some option of this kind. Concentration of population and leadership in single or a few urban areas makes existential attacks possible.

124. Old Games, New Rules: Conflict on the Israel-Lebanon Border

The Israel-Lebanon border is the only Arab-Israeli front to have witnessed continuous violence since the late 1960s and it could become the trigger for a broader Arab-Israeli conflict. Yet, in recent times it has been the object of very little international focus. Amidst raging warfare between Israelis and Palestinians and mounting war-talk surrounding Iraq, there is scant energy to devote to a conflict that, since Israel's May 2000 withdrawal from Lebanon, appears devoid of justification and which neither of its principal protagonists seems interested in escalating. But ignoring it could be costly. Neither its roots nor its implications have ever been purely local. Israel's withdrawal has lessened the immediate costs but in some ways rendered the problem more unpredictable. Stripped of its cover as an Israeli-Lebanese border dispute, it has laid bare both the underlying Israeli-Syrian confrontation and Iran's involvement in the conflict.

Abstract:
With its longstanding support for terrorism, Syria poses an exceptional challenge to U.S. antiterror policy. On September 20, 2001, President George W. Bush declared that "from this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime." This declaration implicitly offered state sponsors a virtual amnesty for previous actions if they would cease sponsoring terror, an offer that Syria has thus far rejected. In June 2002, the president directly called on Syria to "choose the right side in the war on terror by closing terrorist camps and expelling terrorist organizations."

With its longstanding support for terrorism, both pre- and post-September 11, Syria poses a unique challenge to U.S. antiterror strategy. Unlike Iran — whose leaders orchestrate public chants of "Death to America, death to Israel" and thereby provide rhetorical context to their sponsorship of terrorism — Damascus proclaims its desire for warm ties with the United States and its commitment to a "comprehensive" peace with Israel. Specifically, Syria has benefited from its role in the Arab-Israeli peace process and its suzerainty over Lebanon. These factors have for years combined to provide Syria with a measure of protection against U.S. (and Israeli) antiterror initiatives.

Abstract:
UN Security Council Resolution (UNSCR) 1441, adopted after weeks of diplomatic aerobics, authorized renewed weapons inspections in Iraq and outlined a timetable for the inspections process, with mandatory deadlines for Iraqi compliance. UNSCR 1441's popularity is remarkable: the United States, Russia, France, and Syria all like it, and even Iraq seems somewhat amenable to its terms. This popularity may stem from the possibility that each of these countries has a different understanding of the resolution's implications. If so, the disarmament effort may eventually reach a fork in the road, with two possible paths forward.

Today's southeast Turkey has historically been the homeland of a large number of diverse ethnic groups. Nowadays, in many town and villages of the region the largest ethnic group is Kurdish. Turkish officials under Turgut Özal in the 1990s for the first time admitted there may be around 10 million Kurds living in Turkey. Other estimates indicate a Kurdish population of around 15 million. Adding to this figure the additional 10 million or so Kurds living in Iran, Iraq, Syria and the former Soviet Union, the Kurdish people represent the largest ethnic group in the world without a state of their own.
