71. NATO's Posture after the Wales Summit

Abstract:
The recent NATO Summit in Wales has been viewed as a watershed event not just because of the particular moment at which it took place, but because of the pledges taken by heads of states and governments. For sure, the still ongoing Ukraine crisis and the rising insurgency in Syria-Iraq might have acted as true “wake-up calls”, calling the Alliance to step up its posture and show its determination, especially in terms of commitments towards bolstering the main pillars of the Alliance. The initiatives announced in terms of readiness and defence posture, the Readiness Action Plan in particular, belong to a series of reassurance measures towards Eastern allies, but also revitalize the NATO Response Force through an expeditionary spearhead, the Very High Readiness Joint Task Force. Although some might consider these measures as “too little too late”, they prove the Alliance's cohesion and the commitment to the transatlantic link.

The report entails the findings of the fifth annual survey conducted by TESEV Foreign Policy Programme in collaboration with KA Research between August 15- September 13, 2013. As in previous years, the public opinion survey reveals interesting insights into the recent Middle Eastern viewpoints, perceptions and expectations. 2800 Respondents from 16 countries (Egypt, Jordan, Lebanon, Palestine, Saudi Arabia, Syria, Tunisia, Yemen, Libya, Bahrain, Kuwait, United Arab Emirates, Qatar, Oman, Iraq and Iran) of the region reflect on Turkey’s role and regional challenges in the light of current happenings.

Abstract:
The number of foreign fighters is high, 12,000 and counting, and the spread of countries they come from covers much of the globe. Two recent events involving foreign fighters show the radicalizing influence of the war. With the support to bolster Syria's more secular rebel forces at times inconsistent and tepid, the lack of an alternative has accelerated a natural gravitation towards extremist elements. It will be hard to know which returnees pose a threat, and harder still to deal with them. Given that the number of foreign fighters already exceeds those that went to Afghanistan, government resources will be severely strained to monitor all returnees and will have to rely on the help of local communities.

The Turkish parliament's vote to authorize the deployment of military forces in Syria and Iraq provided a legal and official framework for such action It may appear to be a positive step in degrading and destroying the putative Islamic State (IS), however, the parliament in its vote used the broader term "terrorist organizations," thus the landscape for Turkey, Syria-Iraq, and regional states and interests remains exceptionally complex Though there is nearly universal and implacable opposition to IS among all actors in Syria and Iraq, Turkey's future role-depending on steps taken-could aggravate tensions not only with Arab Gulf states and Kurdish elements in Syria and Iraq, but Iran, Russia, and the Iraqi government Turkey's desire to create a buffer zone on the Syrian side of its common border remains one of the most sensitive issues Amid reports of increased IS pressure on Kobani, Kurdish PKK has insinuated Turkey will be to blame-not IS-for creating conditions for the refugee crisis, and threatens to resume opposition activity in Turkey. The Turkish parliament's vote Thursday to authorize use of its army and military facilities in the fight against the so-called Islamic State (IS) may appear at first look to be a positive step for the broader coalition. The measures-to be determined-are in addition to any financial, diplomatic, humanitarian, and support activities for the anti-IS coalition. However, parliament's vote did not entail Turkey's officially joining the coalition. After the recent deal-details yet to be revealed-to bring home over 40 hostages IS had taken from Turkey's consulate in Mosul, Iraq, in June 2014, pressure increased for Turkey to take military steps in the anti-IS fight. A factor increasing the possibility of military action is Turkish special operations forces' guarding the tomb of Suleyman Shah, a Turkish enclave in Syria reported to be increasingly surrounded by IS. Though there is almost universal animus toward IS in the region, there is also nearly uniform resistance to Turkey's perceived unilateral military involvement in Syria and Iraq, outside the framework of the anti-IS coalition. Turkey's next moves may cause more conflict than benefit in the anti-IS fight. Indeed, the political landscape for Turkey's moves at home and abroad remains extraordinarily complex.

Abstract:
The revolutions of the Arab Spring have had profound implications for global security generally and for U.S. security specifically. In most cases, these implications are only beginning to reveal themselves in the various countries affected across the region. Most obviously, the future of Syria—indeed, whether it remains a unified political entity—remains an open question. Whether and how the Syrian civil war is resolved is bound to impact significantly U.S. efforts to help Israel maintain its security. Meanwhile, in Libya, weak governmental institutions and rival power centers have made it difficult for the authorities in Tripoli to gain full control over the entire country. Particularly along Libya's borders, this has magnified the risk of transnational terrorists and traffickers exploiting the poorly governed spaces of the Pan Sahel. Elsewhere, the unfinished revolution in Egypt holds implications for Israel and the Palestinian Authority, for the balance of regional power vis-à-vis Turkey, Saudi Arabia, and Iran, and for the global trade—especially energy resources—that passes through the Suez Canal every day.

Abstract:
This paper presents the Foreign Policy Circumplex (FPC) coding framework and the (FPC-TR) to identify aspects of Turkish foreign policy behavior between 2002 and 2011. The findings show an increase in cooperative foreign policy behavior and relational third party engagements in the second term of the AK Party administration. Turkey increased its third-party role in the context of crises with Iran and Syria. In relations with Iraq, Iran, Afghanistan and Israel/Palestinian and Russia/Georgia conflicts, the same role, albeit with a decreasing tendency, continued. There were a number of decreased interactions related to issues, such as EU-Cyprus, Cyprus, Greece, Iraq, and Israel-Palestine. That said, we see an increase in relations with North Africa, the Balkan countries, Syria, the Middle East, Armenia and Israel. There is also greater cooperation in the context of Turkey's high priority bilateral relations, such as with the US, the Middle East, Iran, Iraq, Syria and Russia, as well as with the UN and European Council. With the EU and Israel, however, a reverse trend is observed.

Abstract:
This article examines US President Barack Obama's foreign policy rhetoric on Syria, specifically in relation to the threat of chemical weapons and the prohibitionary taboo surrounding their use. It contends that Obama's rhetorical construction of the taboo is not simply a commitment to the control of these horrific weapons (where such arms have been comprehended as so extensively vile as to preclude their employment), but that this also represents the strategic linguistic exploitation of these normative ideals in order to directly shape policy. By analysing of presidential speeches made during the conflict, it demonstrates that Obama has manipulated pre-existing conceptions of chemical weapons as taboo, and also as forms of weapons of mass destruction, to deliberately construct policy in line with his own political ambitions—most notably as a way of forcing a multilateral solution to the situation in Syria. This article challenges existing perceptions of the chemical weapons taboo as an inherently normative constraint, arguing that this instead comprises a more agency-driven construct. Static notions of the taboo must be abandoned and subsequently replaced with a framework of understanding that recognizes how the taboo can be used as a deliberate driver of foreign policy.

As if sustaining an effective coalition against the anti-Islamic State coalition weren't complicated enough, increasingly open Iranian support for Syrian and Iraqi Kurds has the potential to further destabilize the situation Geopolitical machinations have excluded Iran from the international coalition but geographical realities will ensure the country has a significant role to play in the future of both Iraq and Syria Iran is seeking to leverage its support for the Kurds as a way to bolster its beleaguered ally in Damascus, Bashar al-Assad, and increase Iranian influence in Kurdish regions at the expense of Turkey and the West Overt Iranian support for the Kurds-while reaffirming support for Assad-will further stress the coalition, inevitably increasing sectarian tensions among members already grumbling that Assad and not IS is the true enemy; all while the West remains focused on IS and how to avoid entanglement in Syria As a sign of Iran's surprising Kurdish influence, Turkish and Iranian officials met on October 9 to discuss the unfolding events in Kobani, remarkable in that neither country is a member of the coalition but both hold most of the cards to resolve the immediate crisis.
