291. Trump, the Middle East, and North Africa: Just Leave Things to the Proxies?

Abstract:
When Trump says that he wants NATO to take more responsibility in the Middle East, what he means is that he wants the European allies to do more. He is campaigning for re- election and has promised to bring the boys (and girls) home for Christmas. And of course, in Iraq American troops are less than welcome these days, after the targeted assassination of Iranian General Soleimani near Baghdad airport (3 January 2020). In late 2019, Trump had already withdrawn most troops from Syria, and now the peace agreement with the Taliban (29 February 2020) will allow him to draw down the US military presence in Afghanistan too. And the US is considering pulling its troops out of the Sahel as well. What does this mean for Europe?

292. Framing Russia’s Mediterranean Return: Stages, Roots and Logics

Abstract:
Russia’s return as a major geostrategic actor in the Mediterranean is one of the most significant trends characterising this area over the past few years. Part of a broader geopolitical pluralization of this space, Russia’s 2015 intervention in Syria marked a new phase in Moscow’s Mediterranean engagement. Based on a stringent logic of intervening where other powers leave strategic vacuums, Russia has succeeded to carve out an increasingly central role in Mediterranean equilibria, despite its limited resources. Russian diplomatic and economic support for the Syrian regime in Damascus had steadily increased since the outbreak of the Syrian revolution in 2011. Yet, it was Moscow’s direct military intervention in September 2015 that signalled a decisive upgrade in engagement. Moscow’s military involvement shifted the tide of the conflict, proving decisive in avoiding the collapse of the Syrian regime, which is also backed by Iran and the Lebanese group Hezbollah.

293. Lebanon as a Test Case for the EU’s Logic of Governmentality in Refugee Challenges

Abstract:
Prior to 2011, Lebanon was no traditional gatekeeper in managing migrant and refugee flows to the EU. Following mass refugee influx from Syria, the small Middle Eastern state acquired key importance in the EU’s architecture of externalisation, alternatively framed as the set of norms and practices that the EU crafts to govern migration from a distance. Lebanon currently hosts more than 1.5 million Syrian refugees and since 2012 the EU has been the key funding power seeking to help the refugee-hosting state cope with the spillover effects that mass displacement brought about on the country. The EU’s recently published New Pact on Migration and Asylum reiterates support to refugees and refugee-hosting countries – including those in Syria’s neighbourhood – as one of the central elements of cooperation with third countries on migration and displacement. After nearly a decade of cooperation between the EU and Lebanon in this area, and ahead of the EU’s new budgetary and policy-planning cycle (2021–27), now is a key moment to critically assess EU-Lebanon cooperation on displacement from Syria.

Abstract:
As Russia has become a major external player in the Middle East and North Africa (MENA) region due to its military engagement in Syria since 2015, it has acted as a balancer and mediator in several regional controversies and has continued to serve as a security guarantor for the Syrian state. This course has brought Moscow some practical dividends, such as growing economic and military-technical cooperation with select MENA countries, and has spurred its broader international profile. However, entering the 2020s, the risks of more active engagement in the Middle East have also mounted, making Russia’s balancing act more difficult. In three cases where Russia’s involvement has been visible (Syria, Libya and the Israeli-Palestinian problem), evolving developments challenge Moscow’s acquired influence and multi-vector approach, but also create new opportunities for its engagement and mediation. Above all, the 2020 US–Iran crisis catalysed the urgent need for structured regional dialogue, especially across the Persian Gulf. While this requires direct interaction between the region’s main antagonists, the initial impulse to unlock the trans-Gulf impasse might need to come from the outside. A process-oriented blueprint for inclusive multilateral security in the Gulf proposed by Russia in 2019 is a step in the right direction, but to be activated it may need to come as part of some broader international initiative.

Abstract:
June 2014 to December 2017 represented the high tide of radical Islamist (Salafi-jihadist) territorial control under the authority of the Islamic State in Iraq and Syria. This monograph analyzes and provides policy response options for US national security and Army planners concerning the potential for postterritorial caliphate battlefield migration by the sizable contingent of battle-hardened Islamic State foreign fighters situated within various enclaves in Syria and Iraq. The monograph achieves these ends by discussing Islamic State territorial eras and demographics; offering an overview of the initial inflows of these fighters into the territorial caliphate, outflows to the United States, and lateral transfers to new battlefields, as well as mentioning special issues related to Islamic State women and children; highlighting and analyzing the four strategic options available to the Islamic State in its postterritorial caliphate phase; and offering senior US policy makers and planners options for counterbattlefield migration policy responses. These options pertain to policies focused on extremists and the Islamic State as an organization and embedded within the context of higher-level US foreign policies toward Syria and Iraq. Additionally, recommendations for counterforeign terrorist fighter programs and the Joint force are provided.

On March 23, 2020, as COVID-19 was first appearing in many conflict-affected areas, U.N. Secretary-General António Guterres issued a call for warring parties to cease hostilities and instead wage battle against the pandemic. Drawing on an examination of conflicts in Afghanistan, Colombia, Cameroon, Israel and Palestine, Libya, the Philippines, Syria, Ukraine, and elsewhere—this report looks at how COVID-19 has affected conflict parties’ interests, positions, and capacities, and provides recommendation for how the international community leverage the pandemic to promote peace.

Abstract:
In addition to economic and legal insecurity, many refugees and IDPs suffer from the immediate and long-term effects of PTSD and other mental health issues resulting from their experiences with conflict, displacement, and discrimination in their new environments. While government and NGO initiatives exist in Jordan, Iraq, and other host countries to promote mental health awareness and services in refugee communities, these resources are insufficient to address this dire need. How can aid and development programs prioritize mental health as a key component of refugee support? What are the gaps in the regional mental health systems that must be bridged in order to serve refugee communities? What initiatives exist to empower refugee communities at the grassroots level to advocate for mental health services?

Abstract:
On June 17, the long-awaited Caesar Syria Civilian Protection Act came into force, imposing the most comprehensive set of sanctions against Syria’s Assad regime to date. Aimed principally at preventing further war crimes by preventing any foreign investment into the Syrian regime, the sanctions will almost certainly have a consequential impact on Syria’s politics and economy. As the act comes into force, Syria is already beset by a spiraling economic crisis, the effects of which have generated unusually defiant and persistent anti-regime protests in the Druze-majority governorate of Suwayda and rising levels of discontent within regime-held territories. Southern Syria faces an expanding insurgency, ISIS is slowly resurging in the central desert, Turkey is doubling down on a permanent presence in the northwest and for now, U.S. troops appear to be staying. How will the Caesar Act’s sanctions be enforced and with what goals in mind? What effect are they likely to have within today’s context? Does a policy of escalating pressure on the Assad regime promise diplomatic progress or humanitarian suffering?

Abstract:
The already bleak prospects of the Syrian economy have worsened in recent months with the Lebanon crisis, the enactment of the Caesar Act and now the coronavirus pandemic. This paper examines their impact on the Syrian economy and the population at large. While the cumulative impact is hard to assess at this stage, Syria’s population will remain heavily dependent on the international humanitarian effort. The future of this effort will itself depend on major donor countries whose own economies are likely to emerge weakened from the coronavirus pandemic.
