241. Mapping Syrian Skills in the Gulf: The Case of Qatar

Abstract:
The paper begins with a review of the stages of Syrian emigration to the Arab oil-producing countries, before and after the outbreak of the Syrian revolution, as well as the trends of Syrian emigration to the Gulf states, and size of Syrian immigrant communities in each. Despite the lack of sources on the number of Syrians in these countries, and the lack of accuracy of the sources that are available, the paper estimates the number of Syrians in these countries at fewer than 600,000 immigrants in 2011. The figure rose to between one million and 1.5 million across years of conflict. About 14% of these work in the top professions, and 11% as specialists and technicians. The study also examines the characteristics of the Syrian emigration to the Gulf states (the temporary nature of the immigration, the difficulty of organization, and having to work in other areas of specialties than their own, etc.). The study concludes with the presentation of the most important results of a questionnaire in which seven Syrian elites took part.

Abstract:
This paper addresses the situation of Syrians in the UAE, and their readiness to contribute to the reconstruction of Syria. It has two parts: The first part begins with a look at the history of the Syrian community in the UAE, and then examines the influx of “new Syrians” into the UAE after 2011. It also sheds a light on Syrian groups and organizations assembled by Syrians in the UAE before and after the 2011 Revolution in response to political change in Syria. Finally, it examines the cracks within the Syrian community and its organizations. It concludes by examining the volume of Syrian capital in the UAE, and the economic sectors in which it is located. The second part is based on a survey, conducted by the researcher on a selected sample of Syrian economic, academic, and professional elites residing in the UAE, that conveys their views on the issue of reconstruction in Syria.

Abstract:
This paper addresses the dynamics generated, since 2011, by the influx of 673000 people who have fled the repression of the Syrian regime, and the deterioration of living and security conditions in Syria. By focusing on the new representation of Syrians in Jordan as situation deteriorated into a civil war, the study targets three main topics: 1) the rooted presence of Damascene presence in Transjordan, and its historical role in the Jordanian administration, polity, and economy; 2) the emergence of “Syrian refugees” as a new social category, stigmatized by public policies and discourses, that plays an significant role in the political and social equations of host countries; 3) the vital input of Syrian investors, skilled and/ or qualified people, and manpower, in transforming Syrian tragedy into dynamic opportunities that impacts positively both host and newcomer societies, these opportunities being meant to play an key role when the conflict in Syria will come to an end.

Abstract:
This paper describes Syrian emigration to Turkey since 2011, and the forms of organization in which Syrian refugees have engaged. It provides figures on the number of Syrian refugees in Turkey inside and outside the camps and the places of their distribution in Turkey, by province. The paper also studies this distribution according to three factors: the nature of asylum (individual/group), the ethnic factors for the groupings, and investment associations. It examines the fissures in the relations between the Syrians in Turkey (based on the region, class, or profession within the Syrian institutions). In addition, it addresses forms of solidarity within Syrian communities in Turkey and inside Syria. These forms of solidarity are classified into three categories: economic, relief, and cultural and political. The paper concludes that the Syrian elite, with its various specializations, was not immune from the situation in Syria; rather the elite also continues to provide support within Syria, and looks forward to the post-conflict phase, in which it can participate in all aspects of reconstruction.

245. The Syrian Diaspora, Old and New

Abstract:
Eight years of a high intensity conflict in Syria resulted in the forcible displacement of over half of the population of the country, some internally, while over six million others fled outside, causing the most severe refugee crisis the world has known since World War II. Little is written however on the estimated 18 million Syrians who have been living abroad for years, often decades. These Syrians emigrated in waves and settled in some 30 different countries worldwide, including in the most remote lands of South America and the Caribbean islands. Together with the refugees who fled as a consequence of the conflict, the number of Syrians outside the country is now three times higher than those living inside. This is not specific to Syrians. The number of Palestinians, Lebanese, Armenians and, of course, Jews scattered across continents is also three to four times higher than those inside Palestinian occupied territories, Lebanon, Armenia or Israel. But the Syrian conflict and its toll on civilians has undoubtedly triggered a new awareness of the existence of a strong Syrian diaspora which had, so far, kept a rather low profile. To the stories of suffering and misery about refugees, diaspora communities oppose inspiring stories of the successful integration of individuals and families in their host societies. The Syrian diaspora is no exception. Its story contrasts with the dire situation of desperate boat people and helpless refugees. In general, the Syrian diaspora is economically self-sufficient and composed of well-integrated communities spreading across the Americas, Europe, the Middle East and Africa. This report is the result of a collective effort to draw the first comprehensive picture of the de-territorialized Syrian people encompassing the old diaspora and the recent refugees. Co-authored by 13 experts, it describes the socio-economic and cultural features of the old diaspora communities (a subject largely under-researched by scholars) and captures the fast moving but very uneven process of transformation of recent refugees into a new component of the Syrian diaspora. Scholarly research and interviews with key members of the diaspora in their different living contexts reveal the considerable effort that the diaspora has mobilized to support Syrians during the conflict and its potential to be a major player in the reconstruction and development of Syria when the conflict ends.

Abstract:
The Arab Republic of Egypt has attracted displaced Syrians despite difficulties in accessing the country. Syrian investment activity began to expand and spread over the past two years in a variety of different fields: companies, restaurants, factories, and other professions in the areas in which Syrians reside. Syrians mostly live in the cities of Obour, 6th of October, Alexandria, and 10th of Ramadan, and the Egyptian government therefore allocated Syrians a piece of land to build a Syrian industrial zone. Sisi’s rise to power in Egypt has played a role in changing the official discourse towards Syrians, and in framing their political and cultural activities. The evolution of the situation in Syria also played a role in reshaping the mechanisms of interaction between the owners of capital, which will shape the forms and mechanisms of investment in Syria after the end of the conflict.

Abstract:
This paper examines the stance taken by the Syrian diaspora in Latin America vis-à-vis the war in Syria and how it envisions its aftermaths. It builds on an ethnographic field research and analysis carried out between 2011 and 2014 in Argentina and Brazil, and expands its scope by including a questionnaire prepared by ARI on the diaspora’s future role in the reconstruction Syria in a post-conflict scenario. The questionnaire has been sent to Syrian immigrants and descendants from Chile, Argentina, Brazil and Mexico. The first section examines the patterns of Syrian emigration to Latin America and its diasporization process under the influence of the Syrian Social Nationalist Party and the Ba’ath. The second section shows how those historical elements have impacted the diaspora’s attitude towards the conflict in Syria. The last section analyzes the answers to the questionnaire and identifies the main topics of shared interest.

This paper is an attempt to monitor the situation of the Syrian diaspora in Lebanon from 2011 until today, without claiming full coverage of all aspects of the subject. It focuses on four diaspora categories as well as the reflection of the Lebanese-Syrian historical relationship and the internal political situation in Lebanon on the Syrian diaspora there. The paper relies on reports from international and human rights organizations and articles on Syrian asylum in Lebanon, and on interviews with Syrian residents living in Lebanon from a variety of backgrounds.

Abstract:
The Syrian American diaspora has been actively engaged in the Syrian uprising through the provision of humanitarian assistance and the entry into political advocacy work. Yet, the Syrian diaspora in the U.S. does not represent a homogenous population group nor a unified political position. On the contrary, assessing the dynamics of the diaspora since 2011 reveals important transformations within diasporic groupings, with the 2011 uprising acting as a catalyst for the emergence of new fractures. Through a mixture of desk research and interviews with key members of the Syrian American diaspora, this paper investigates the evolution of the community and discusses the potential role of the diaspora in a post-conflict Syria. By assessing current and evolving trends within the diaspora from 2011, it is possible to shape future reconstruction plans to effectively include the Syrian American diaspora.

Abstract:
Islamic State (IS) has demonstrated unprecedented capabilities in attracting foreign fighters, particularly from Western countries. Between 2011 and 2015, Western foreign fighters coming from North America, Europe, and Australia traveled to Iraq and Syria in order to join IS and the Al-Qaeda affiliate Jabhat Al-Nusra. As IS has been significantly weakened, authorities in many western countries are increasingly worried that returning fighters will come back to their home countries radicalized, battle hardened, and eager to commit terrorist attacks. This concern is clearly manifested in Phil Gursky’s book cover which features a striking image of a Belgian returnee from Syria, Abdelhamid Abaaoud, who has been named by security officials as one of the architects of the attacks in Paris in 2015. ​ In Western Foreign Fighters: The Threat to Homeland and International Security, Phil Gursky, a former analyst at the Canadian Security Intelligence Service, elaborates on the phenomenon of ‘Western Foreign Fighters.’ This book aims at addressing two fundamental issues: “why people leave their homeland to join terrorist groups?” and “do they pose a threat upon their prospective return?”[1] To answer those questions, Gurski relies not only on a detailed analysis of the excerpts and statements by the fighters recently engaged in violent extremism at home and overseas, but also on accounts that delineate historical parallels and differences with previous conflicts sharing similar dynamics. ​ Gurski divides his analysis into eight substantive chapters, an appendix, a glossary and a suggested reading list, using accessible, non-academic prose. He conducts the majority of his historical analysis in chapter three. His discussion of western volunteers—mainly Canadians and Americans—and their involvement in previous conflicts such as the Spanish Civil War and the Boers Wars provides informative and engaging insights, mostly for a general readership.[2] It also sets the stage for shedding light on why Westerners join terrorist groups like IS, and what threat they pose to homeland/international security.
