Abstract:: Can peace and stability be measured? If so, what are some of the most helpful indicators for determining at-risk countries and regions? What is the significance of resulting rankings and changes from year to year? On September 17, 2007, USIP hosted a public event to explore these and related questions. The panel featured three indices that attempt to quantify aspects of countries' peacefulness, conflict, and instability: the Failed States Index, the Peace and Conflict Instability Ledger, and the Global Peace Index. The panel examined the meaning, methodologies, and utility for policymakers and researchers of these and other indices. This USIPeace Briefing summarizes the discussion at this event.

Abstract:: On August 31, 2006, the United Nations (UN) Security Council passed Resolution 1706, authorizing the deployment of a robust UN peacekeeping force to provide protection for the people of Darfur. This proposed force would transition from the current African Union Mission in Sudan (AMIS), which has had neither the resources nor the numbers to ensure security in the region. Africa Action welcomed the passage of this Security Council Resolution as an important step forward. It recognized the need for an international intervention in Darfur and the responsibility of the international community to take new action on this crisis.

Abstract:: The summer of 2006 was open season for political sniping at United Nations peace operations, bookended by wrangling over the Darfur conflict and the Israel/Hizbollah conflict in the Lebanon. In early June, a delegation of Security Council ambassadors visited Sudan to negotiate the deployment of around 15,000 troops to Darfur. They were promptly followed by the organisation's Under-Secretary General for Peacekeeping, Jean-Marie Guéhenno. But a combined total of a month's negotiations failed to deliver any deal.

Abstract:: The Beja people, who inhabit Eastern Sudan, have consistently been politically, socially, and economically marginalized by successive governments in Khartoum. As a consequence, the Beja have recently joined forces with other disenfranchised groups from eastern and western Sudan, and violence in the region has escalated despite the Comprehensive Peace Agreement (CPA) between the Government of Sudan (GOS) in Khartoum and the Sudan People's Liberation Movement/Army (SPLM/A).

Abstract:: April 2004 marked ten years since genocide ravaged Rwanda. The anniversary recalls the horrific way in which some 800,000 Rwandans lost their lives and serves as an unforgettable reminder of the international community's failure to prevent that genocide. This failure pervades the current consciousness as the tenor rises over how to react to credible reports of ethnic cleansing in Sudan.

Abstract:: Secretary of State Colin Powell will visit Sudan on Tuesday, June 29, stopping first in Khartoum before visiting the war-torn western province of Darfur. Powell will be the first U.S. secretary of state to visit Sudan since Cyrus Vance in 1978. In addition to meetings with Sudanese officials, Powell will confer with UN secretary-general Kofi Annan, who will be in Sudan as part of a three-week tour of Africa, the Middle East, Asia, and Europe.

Abstract:: With the signing on 25 September 2003 of a framework agreement on security arrangements, the Sudanese government and the insurgent Sudan People's Liberation Movement/Army (SPLA) are closer to peace than at any time in the past twenty years. However, considerable hurdles remain before any final deal is signed, and a separate, intensifying war in the west already threatens to undermine it. As the parties press forward with the last phases of negotiation, the international community's engagement should intensify in support of the final deal, in preparation for helping with implementation if successful, and in ensuring coordination between the main peace process and the conflict in the west.
