Abstract:
This is the ninth edition of the Global Terrorism Index (GTI). The report provides a comprehensive summary of the key global trends and patterns in terrorism over the last decade. The calculation of the GTI score takes into account not only deaths, but also incidents, hostages, and injuries from terrorism, weighted over a five-year period. The GTI report is produced by the Institute for Economics & Peace (IEP) using data from TerrorismTracker and other sources. TerrorismTracker provides event records on terrorist attacks since 1 January 2007. The dataset contains over 60,500 terrorist incidents for the period 2007 to 2021.

Abstract:
The middle of a pandemic that has stopped the world in its tracks may seem like a surprising time to focus our attention on Africa’s future. Covid-19 has triggered lockdowns and school closures, caused job losses, postponed elections (1) and forced us to fix our gaze on the here and now: on staying healthy today, on putting food on the table today, on protecting people’s rights and dignity today. However, a shock like this pandemic also creates an imperative for strategic foresight. As Africa prepares for a post-Covid world, we must take stock of people’s lived experiences and expectations if we are to build back better. What are Africans’ aspirations for their lives and those of their children? How are they thinking about the future and what can they do to shape it? What assets are citizens willing to invest to further their collective ambitions, and how can governments and development actors best harness them? This policy Brief taps into Afrobarometer (2) survey data to map people’s aspirations for the next decade and their willingness to take action to achieve their goals (detailed information on Afrobarometer surveys and methods can be found in endnote 2). Rather than using abstract scenarios or models to build a vision of the future, we asked people directly where they want to go and how they think they can get there (3). Our analysis is grounded in the perspectives of ordinary citizens, their views on the interactions they have with their governments and their reports of the actions they take to participate in policy processes and influence their governments, defined as ‘citizen engagement’. The responses to the surveys show that Africans’ aspirations go well beyond economic and social security: they evince a desire for self-sufficiency and autonomy as well as democratic, accountable and responsive governance. Citizens are largely ready and willing to take action and even to put their own financial resources into the pot in order to realise their ambitions. Examples abound of citizens joining together to do everything: from fighting corruption in the management of local natural resources in Ghana (4), to initiating local awareness-raising and relief campaigns in response to Covid-19 in Cameroon, Kenya, South Africa and South Sudan. (5) Yet too often, governments resist and fail to listen to citizen voices, respond to popular expectations and build the governance systems their people demand. This leaves an enormous resource— the energy and will of millions of citizens — untapped, a luxury that African governments cannot afford as they look to the future and consider how to achieve the ambitious targets of the United Nations’ Sustainable Development Goals (SDGs) and the African Union’s Agenda 2063. If they are to make effective use of their people’s assets, decision-makers will need to increasingly engage with their publics by opening doors to information sharing and real collaboration. By expanding the space for African voice and agency in all arenas, from problem-solving to policymaking, the power of citizen actions can be unleashed across the continent. In this opening Brief of the Imagine Africa series, we consider what Africans want their future to look like 10 years down the road and then review current trends in what they say they are getting. The growing gap between ambition and reality discussed in the second and third sections highlights the need for changes in how governments and citizens interact. The fourth section showcases what African citizens can bring to the table in terms of resources, energy, activism and engagement, but also reveals that African governments are not always receptive to these inputs. We conclude with a discussion of what African decision-makers and international supporters can do to more effectively leverage the power of citizen action and engagement.

3. One Year After: Has the COVID-19 Pandemic Increased Violence in Sub-Saharan Africa?

Abstract:
In spring 2020, observers and practitioners warned that COVID-19 would increase violence in sub-Saharan Africa by creating an economic shock that would lead to distributional conflicts and government repression. Compared to before the pandemic, violence did increase in 2020, rising by 40 and 60 per cent in terms of fatalities and events, respectively. Controlling for important confounders, COVID-19 proves significant to the increase in violence in many models; however, a robust effect can be found only for “COVID-19 unrest,” which forms a fraction of the violence and stems from the stringency of government reactions rather than the pandemic itself. Pre-pandemic fragility accounts best for the region’s rise in violence. Expert assessments confirm these findings but also yield evidence warning against prematurely announcing an all-clear. The fallout of the pandemic on conflict is likely to have a longer period of incubation, and there are initial indications that conditions will worsen.

Abstract:
The Covid-19 crisis has affected nearly all elements of the global economy, including the landscape of land-based investment (LBI). In addition to increased demand for land-based investment, especially among low- and middle-income countries which saw decreasing revenue and increasing spending in the first year of the pandemic, the crisis has also caused changes in the ways of doing business among host governments, home governments, and private sector actors involved in LBI. This report details and reflects on select Covid-19--related LBI developments in the short term, and potential longer-term shifts relevant to land-based investment practices in Sub-Saharan Africa and Southeast Asia. It also suggests possibilities for how a post-Covid economic recovery could improve practices for sustainable and responsible LBI.

Abstract:
The COVID-19 pandemic challenged public health and migration management infrastructures in sub-Saharan Africa, like elsewhere, as never before. While many countries in the region had experience dealing with infectious disease outbreaks, including Ebola and yellow fever, the nature of transmission under COVID-19, among other factors, forced governments to reassess many of their public-health strategies and adopt strict guidelines to prevent pushing fragile and over-burdened health-care systems over the edge. However, border closures and other mobility restrictions brought unintended consequences, including stranding large numbers of people, imperiling the supply of essential goods and services, and cutting off income for border communities and prospective migrants. In addition, unilateral containment and mitigation policies prevented a coordinated approach to both public health and migration management. The policy brief examines the different strategies employed by governments in sub-Saharan Africa during the first year of the pandemic, and the limitations of unilateral action. It offers recommendations on how states and the international community can work together to restart migration and mobility and, looking forward, build capacity to respond to COVID-19 and future public health emergencies.

Abstract:
Across the globe, particularly in urban areas, the gap between the demand and supply of affordable and adequate housing is growing rapidly. This is particularly the case on the African continent, which is currently undergoing the most rapid urban transition recorded in our history. Housing, particularly when it constitutes a home, is the cornerstone of our social, economic, and emotional lives. Having a roof over one’s head epitomizes stability and security for an individual as well as their family. The current COVID-19 pandemic gave housing a new level of importance and also exacerbated inequalities between those with and without adequate housing. In this context, access to affordable and adequate housing is increasingly being recognized not only as a necessity, but rather as a fundamental human right.

Abstract:
South-South cooperation has been a fundamental pillar of the Cuban government’s foreign policy, based on the principles of solidarity and internationalism. Since the 1960s, Cuba began to support not only the progressive forces of Latin America but also the national liberation movements of the African continent that were consolidating their path towards decolonization, as well as other progressive governments and political forces of Sub-Saharan Africa in: Ghana, Guinea-Bissau, Guinea, Mali, Ethiopia, Tanzania, Angola, Zimbabwe, Mozambique, Namibia and South Africa. This support covered a wide range of spheres that ranged from political-diplomatic support in international forums to concrete support in vocational training, the transfer of resources and even military support to anti-colonial and anti-imperialist movements that were struggling to achieve or maintain the independence of their countries.

8. Taxation in sub-Saharan Africa after Covid-19: Challenging but far from impossible

Abstract:
In the aftermath of the Covid-19 pandemic, the need in poor countries in Africa for more revenues is obvious and growing - also because aid agencies are quite stingy in assisting them in this crisis. The pandemic’s negative impact on revenues is especially pronounced in countries that are most dependent on international trade, tourism and petroleum exports. The good news is that sub-Saharan African tax collectors have performed almost as well as their peers in the much wealthier Latin America and substantially better than in South Asian countries. Increased domestic revenue mobilisation (DRM) in poor African countries is possible depending on the country’s specific situation and political economy - but it will not be easy: The IMF’s position is that increasing the tax-to-GDP ratio by five percentage points by 2030 is a reasonable aspiration for poor countries. That was unrealistic before Covid-19: it is even more so now. No silver bullet ('tax the rich'!) will generate substantial additional revenues on its own. Better utilisation of a range of revenues sources is needed. A stop for Illicit Financial Flows will clearly help, but is not the golden egg that many believe. Inequality may increase due to Covid-19. However, major redistribution through domestic taxation (as in the Danish welfare state model) is unrealistic in countries with low revenue-to-GDP ratios. Nor is there strong organised political support for such redistribution in poor African countries. Donor support to DRM in poor countries can provide manifold returns on investments if targeted strategically. Support to relevant local and international civil society organisations is also important to help to foster public engagement in tax reforms and improved fiscal accountability. The Sustainable Development Goals in poor countries are strongly under-financed. The progress and sustainability of the SDGs will increasingly depend on poor countries’ own revenues. Hence the centrality of strategically relevant donor support to DRM.

Nelson Mandela once said, ‘do not judge me by my successes, judge me by how many times I fell down and got back up again.’ Economists have warned that the Covid-19 pandemic will have a substantial economic impact on Sub-Saharan Africa, and the economic costs could be devastating. The June 2020 Regional Economic Outlook for Sub-Saharan Africa projects that real GDP will contract by 3.2 per cent, and per capita income will fall by 5.5 per cent in 2020, levels last seen a decade ago. Lockdowns have affected informal sector workers, and small and medium enterprises in service sectors, resulting in more poverty and income inequality. The International Monetary Fund (IMF) has said that Africa’s regional policies should remain focused on safeguarding public health, supporting people and businesses hardest hit by the crisis, and facilitating recovery. The magnitude of the economic crisis in Africa can be gauged from the slowdown being witnessed in the larger economies. In South Africa, economic activity is projected to contract by 8 per cent in 2020, in Nigeria, the economic contraction is projected at 5.4 per cent in 2020, in Angola, economic activity will fall by 4 per cent, and in Ethiopia, economic growth is projected at 1.9 per cent, which is still 1.3 per cent below 2019 growth rates.

10. COVID-19 and Canada’s Development Assitance in Sub-Saharan Africa

Abstract:
COVID-19 has created unprecedented challenges for governments around the world. In March 2020, the World Health Organization (WHO) declared the global outbreak of COVID-19 a pandemic. In addition to a worldwide health crisis, the pandemic has had far-reaching socioeconomic impacts that have been severest for the most vulnerable people and have exacerbated existing inequalities. This presents wealthy countries like Canada with a challenge: addressing the health crisis and economic fallout at home, while simultaneously supporting a global COVID-19 response and continuing to tackle existing development priorities. This report explores the implications of COVID-19 for Canada’s development assistance efforts in Sub-Saharan Africa (SSA). Given that 27 of the 28 poorest countries in the world are located in SSA and half of Canada’s Official Development Assistance (ODA) budget is expected to go to countries in Africa by 2021-22, it is a priority region. To date, Canada has maintained ODA spending levels, while also providing additional funds in support of global efforts to address COVID-19. Evidence suggests that pre-pandemic priorities in the region, such as gender equality, health, and food security, have not been derailed. Rather, the impact of the pandemic has reinforced the importance of core development objectives such as achieving the United Nations (UN) Sustainable Development Goals (SDGs). In particular, Canada’s Feminist International Assistance Policy (FIAP) is fit for purpose to address the gendered impact of the pandemic. It is clear that the pandemic does not affect men and women equally. While the right policy tools are in place, building back better will require Canadian resolve and leadership to stay the course and ensure the most vulnerable are not left behind.
