31. Benefits of Regional Integration: What Sri Lanka Can Learn From Poland

Abstract:
Although Poland and Sri Lanka are distant and differ significantly, a comparison of their experiences with regional cooperation reveals a few interesting observations. Poland's accession to the EU proves the economic and political benefits of deeper integration, may mitigate fears of marginalisation and domination by regional hegemons, and can disperse concerns over lost sovereignty. The EU integration model and the Polish experience could serve as an inspiration for Sri Lanka and other members of SAARC, the South Asian Association for Regional Cooperation, and encourage them to revive their own integration process.

32. The Consequences of Failed Mediation in Civil Wars: Assessing the Sri Lankan Case

Abstract:
While mediation efforts in violent conflicts often fail, the academic literature on mediation has long ignored both this phenomenon and its consequences. This paper aims to fill this significant knowledge gap by examining the conditions under which the failure of mediation leads to an escalation of civil war. Based on the literature on bargaining, we argue that the degree of negotiability of the conflict parties' strategic objectives, as well as the relative weight of hardliners and moderates within those conflict parties, influence the likelihood of escalation after mediation failure. A plausibility test carried out for Norway's failed mediation in the Sri Lankan civil war confirms the usefulness of our model. In particular, the suspension of negotiations in April 2003 led to a shift towards less negotiable strategic objectives for both conflict parties and to a strengthening of hardliners within the government. This contributed to the escalation of the conflict, up to its eventual termination in May 2009.

Abstract:
The Sri Lankan government’s refusal to negotiate seriously with Tamil leaders or otherwise address legitimate Tamil and Muslim grievances is increasing ethnic tensions and damaging prospects for lasting peace. The administration, led by the Sri Lanka Freedom Party of Mahinda Rajapaksa, has refused to honour agreements with the Tamil National Alliance (TNA), broke n promises to world leaders and not implemented constitutional provisions for minimal devolution of power to Tamil-speaking areas of the north and east. Militarisation and discriminatory economic development in Tamil and Muslim areas are breeding anger and increasing pressure on moderate Tamil leaders. Tamil political parties need to remain patient and keep to their moderate course, while reaching out more directly to Muslims, Upcountry Tamils and Sinhalese. International actors should press the government more effectively for speedy establishment of an elected provincial council and full restoration of civilian government in the north, while insisting that it commence serious negotiations with elected Tamil representatives from the north and east.

Abstract:
Through the inclusion of human rights and democracy clauses in the trade and association agreements of its common external trade policy, the European Union seeks to promote and transmit the values of human rights, democracy, and the rule of law globally. However, trade partners from the developing world often feel that these clauses offend their national sovereignty, and sometimes resort to alternative agreements offered by countries notorious for cutting corners. This working paper offers an assessment of the motives for non-compliance and sketches out how the EU could engender compliance. The paper concludes that there is a pivotal role to be played by education, civil society, business, and political parties in the nexus between economic growth, democracy, and the respect for human rights. The EU must target these factors directly, as they largely determine the domestic enforcement of HR clauses. In addition, the EU should develop a human rights strategy coordinated with global, regional, and local actors.

36. Organizing Insurgency: Networks,Resources, and Rebellion in South Asia

Abstract:
How do material resources influence the behavior of insurgent groups? Do diamonds, drugs, state sponsors, and diasporas turn insurgents into fractious, loot-seeking thugs? Or do they help insurgents build disciplined and cohesive organizations? These questions have occupied a central focus in recent research, but no consensus has emerged on the answers to any of them. Some cases suggest that resource wealth encourages the degeneration of armed groups into greed and criminality. For instance, right-wing paramilitaries in Colombia, the Union for the Total Independence of Angola (UNITA), and the Revolutionary United Front (RUF) in Sierra Leone are clear examples of large-scale resources being associated with indiscipline or civilian victimization. Other evidence, however, shows that external sponsorship and criminal activity can help leaders build organizations in the face of state repression. The Taliban in Afghanistan, the Tamil Tigers in Sri Lanka, and the Sudan People's Liberation Army (SPLA) forged, and indeed improved, their organizational effectiveness while relying heavily on external support and illicit economic gain.

Abstract:
I am grateful to Professor Gabriella Blum for her thoughtful response to my article. Blum's response invites further consideration of three principal issues. She notes my use of the terminology of 'internal' as opposed to 'non-international' armed conflict and its juxtaposition with 'international' armed conflict and queries whether my 'methodological approach as well as specific suggestions would remain equally compelling in other types of non-international armed conflicts'. The choice of terminology was deliberate. I find the descriptor 'non-international' to be somewhat misleading as it unhelpfully defines the category by what it is not. It suggests that there is but one armed conflict and, if it is not international in character, by default it is non-international. However, in practice, an internal/non-international armed conflict is identified in a rather different manner. For example, in order for an internal/non-international armed conflict to exist, the violence must reach a certain level of intensity; yet, for an international armed conflict to exist one dominant view is that there is no such requirement. The category of internal/non-international armed conflict is thus in no way a default category which serves to catch those conflicts which are excluded from the international category. Yet this is what is suggested through the use of the terminology of 'non-international' armed conflict. What the terminology of 'internal' may suggest is that it is limited to those conflicts which are fought entirely within the territorial boundaries of a state. However, even this may be true only up to a certain point. Abstract:
India has long been the country with the greatest influence over Sri Lanka but its policies to encourage the government there towards a sustainable peace are not working. Despite India's active engagement and unprecedented financial assistance, the Sri Lankan government has failed to make progress on pressing post-war challenges. Government actions and the growing political power of the military are instead generating new grievances that increase the risk of an eventual return to violence. To support a sustainable and equitable post-war settlement in Sri Lanka and limit the chances of another authoritarian and military-dominated government on its borders, India needs to work more closely with the United States, the European Union and Japan, encouraging them to send the message that Sri Lanka's current direction is not acceptable. It should press for the demilitarisation of the north, a return to civil administration there and in the east and the end of emergency rule throughout the country.

In the decade since the 9/11 terrorist attacks there have been countless books and articles published that have sought to explain Islamist terrorism and explore policy responses to terrorism from the Muslim world. A smaller sector of the literature has sought to place Islamist terror in its international political context, drawing parallels with terrorism in the Basque country, Northern Ireland and domestic groups in the United States. A smaller sector again seeks to explore not only to describe such terrorism and explore policy responses to it but also to dig deeper and uncover the motivations that drive terrorists and those that respond to acts of terrorism to. Such works are, by necessity, interdisciplinary, drawing, of course, on political science and international relations but also sociology, psychology, economics and public policy studies, among many other fields. This sub-segment of the much broader field of terrorism studies offers the reader a chance to understand all aspects of terrorism in a variety of contexts, from what motivates a Tamil Tiger suicide bomber in Sri Lanka to what explains Irish Republican Army tactics in the mainland United Kingdom, from how military power is used to counter sub-state terrorist elements to how those terrorist actors are recruited in the first place. Broader in its conception of the notion of terrorism and wise to the complexities that terrorism should engender in policy debates, books that fall into this sub-segment of the field are both the most challenging to read and, when well executed, the most rewarding for the scholar of international politics.

Abstract:
Women in Sri Lanka's predominantly Tamil-speaking north and east are facing a desperate lack of security in the aftermath of the long civil war. Today many still live in fear of violence from various sources. Those who fall victim to it have little means of redress. Women's economic security is precarious, and their physical mobility is limited. The heavily militarised and centralised control of the north and east – with almost exclusively male, Sinhalese security forces – raises particular problems for women there in terms of their safety, sense of security and ability to access assistance. They have little control over their lives and no reliable institutions to turn to. The government has mostly dismissed women's security issues and exacerbated fears, especially in the north and east. The international community has failed to appreciate and respond effectively to the challenges faced by women and girls in the former war zone. A concerted and immediate effort to empower and protect them is needed.
