71. SIPRI Yearbook 2004: Armaments, Disarmament and International Security (Pocket-size Summary Edition)

Abstract:
There were 19 major armed conflicts in 18 locations in 2003. The number of major armed conflicts and the number of conflict locations were slightly lower in 2003 than in 2002, when there were 20 major armed conflicts in 19 locations. Four of the 19 conflicts in 2003 were in Africa and eight in Asia. In the 14-year post-cold war period, there were 59 different major armed conflicts in 48 different locations. The number of major armed conflicts in 2003 was the lowest for the entire period except for 1997, when there were 18 major armed conflicts. Two interstate conflicts were active in 2003: the conflict between Iraq and the multinational coalition; and the conflict between India and Pakistan. The majority of the major armed conflicts today are intra- state. The persistence of intra-state wars, and their resistance to quick solutions, was reflected in 2003 by the continuation of the Colombian and Israeli–Palestinian conflicts. The potential for sudden and rapid escalation of intensity was evident in conflicts such as Burundi, Côte d'Ivoire, Indonesia, Liberia and Sudan (Darfur). The current international focus on the threat of terrorism is affecting the strategies, intensity and course of intra-state conflicts such as those in Indonesia and the Philippines. Outside actors cannot enforce a quick peace, as demonstrated in Afghanistan, Côte d'Ivoire, Iraq and Sri Lanka. The year demonstrated that intra-state conflicts can be brought to an end only through sustained and comprehensive external engagement. As illustrated by the peace agreements in 2003 in Liberia and Sudan, external assistance, mediation and support are vital to help bring warring parties to a negotiated end to conflict.

Abstract:
The record of formal efforts to negotiate peace in protracted ethno-national conflicts (Balkans, N. Ireland, Sri Lanka, etc.) is not encouraging. Israel needs a serious insurance policy, in the form of unilateral separation, to minimize vulnerability to another and potentially more deadly terror campaign, should the "roadmap" fail. The construction of a separation barrier is supported by over 70 percent of the Israeli public, representing a broad consensus from across the political spectrum that favors a physical barrier blocking access to Israeli cities in order to prevent a resumption of the Palestinian terror campaign of the past three years. Political separation will also promote a two-state solution, allowing Israel to remain a culturally Jewish and democratic society while fostering Palestinian sovereignty. Key policy issues concern the pace of construction and the route to be taken for the remaining sections. While options range from a minimalist 300 km line to a 600 km alternative that would include most Israeli settlements, a pragmatic middle route including settlement blocs like Ariel and Gush Etzion may provide the optimum mix under present circumstances. If the Palestinian security framework proves its capabilities in preventing terror, and political negotiations on borders progress, the barrier can be relocated.

In the teeth of its modern despisers, religion has made a comeback in our time — for good or ill. Too often, the negative side is in the limelight. What Gilles Kepel has called the “revenge of God” on inspection usually turns out to be the ill will and vengefulness of religious communities and their leaders. The litany of contemporary religious clashes — or conflicts in good part spawned by religious motives — is long and depressing: Christians pitted against Muslims in Africa and the Balkans; Jews against Palestinians in the Near East; Hindus against Muslims in India and Kashmir; Hindus against Buddhists in Sri Lank, not to forget the old feud between Catholics and Protestants in Northern Ireland.

Abstract:
Sri Lanka appears to be entering the final chapter of the 20-year civil war between the Government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE). Although it may be too early to assess, and the peace process is currently stalled, it does seem that the LTTE is more serious about a sustained peace process than at any time since the violence erupted in 1983.

Gilles Bousquet, Dean of International Studies and Director of the International Institute, welcomed guests to the event. Ambassador Vollebæk was introduced by Alfred Defago, former Swiss ambassador to the United States and currently International Institute Visiting Professor. Professor Defago, who invited Ambassador Vollebæk to the UW–Madison campus in conjunction with his International Studies seminar on “Evolving European Perspectives on American Politics and Society,” described Ambassador Vollebæk as one of Europe's top diplomats and as one of the most influential and intellectually brilliant leaders of the diplomatic community in Washington, D.C. Ambassador Vollebæk, a career diplomat, served as Foreign Minister of Norway from 1997–2000 and in that capacity was chairman of the Organization for Security and Cooperation in Europe. A tireless advocate for international human rights, he was a leader in efforts to stop the atrocities in Kosovo and played key roles in monitoring conflicts and brokering negotiations in Chechnya, Sri Lanka and the Middle East.

Three weeks after the terrorist attacks in New York and Washington, D.C., five journalists—from India, Fiji, Japan, Indonesia, and Sri Lanka—visiting the East-West Center on an exchange program accepted an invitation to write about the attacks and "America's War on Terrorism" from the perspective of their own country. Their responses are frank and sometimes anguished. "As global terrorism evolved into a beast out of control, America enjoyed the good life," writes a Sri Lankan. The United States has declared a war on terrorism but, an Indian asks, is it only because now "the grief pours out of American eyes"? In Japan, resentment over America's increasing "unilateralism" coexists with an unprecedented willingness to send troops overseas, says a writer for The Mainichi Newspapers. A Fijian broadcaster notes that calls for international action are accompanied by "unease over violent retaliation." The mixed emotions described by many are dramatically evident in predominantly Muslim Indonesia where, says a newspaper editor, anti-American demonstrations defied President Megawati's assurances of support for the United States.

Since the end of the Second World War, millions of immigrants have arrived on French shores. Although such an influx of foreigners has not been unusual in French history, the origin of the postwar migrants was of a different character than that of previous eras. Prior to World War II, the vast majority of immigrants to France came from within Europe. Since 1945, however, an important percentage of migrants have come from non- European sources. Whether from former colonies in North Africa, Southeast Asia, or sub- Saharan Africa, from overseas departments and territories, or from countries such as Turkey or Sri Lanka, recent immigration has created a new ethnic and cultural pluralism in France. At the end of the 1990s, the visibly nonwhite population of France totals approximately five percent of all French residents. With millions of ethnic-minority citizens and denizens, the new France wears a substantially different face from that of the prewar era.

Sri Lanka's troubles are rooted in the practices of its former colonial power and in unaddressed political and economic grievances following independence. This is a war that takes few prisoners; both parties practice blatant disregard for international humanitarian law, causing ongoing civilian suffering and massive internal displacement. The war has eroded Sri Lanka's social achievements in health and education.
