Abstract:
Despite Hanoi's repeated assertions of its commitment to reform, the gap between the government's stated policies and what happens on the ground remains as wide as ever. The root of this problem is the diffusion of power throughout the multiple layers of government and bureaucracy. There are no quick-fix solutions which will centralise political power. A combination of continued global economic integration and exposure to outside ideas, allied with the government's own initiatives in areas such as administrative reform, provide the most likely route to strengthening the central administration's power.

The perception that the disintegration of the Soviet Union constituted a major challenge to Russia's security is of a political and psychological, rather than an economic nature. The countries of the Caucasus and Central Asia—Georgia, Armenia, Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kyrgyzstan, and Tajikistan—are neither an irreplaceable resource base for the Russian economy nor the only available market for its non-competitive products. Any efforts to see it otherwise will induce the region to strengthen its economic and military security with the help of outside powers as a buffer against Russia's ambitions for greater control.

The devaluation of the Russian ruble this year was predictable, especially considering Russia's poor monetary history. State-manipulated money has been a Russian hallmark since the time of Peter the Great and shows that the country's money problems are endemic and do not depend on who controls the central bank. Czarist, Soviet, and post-Soviet governments have used the central bank printing press to finance deficit spending, resulting in high inflation, confiscation of savings, capital controls, or a combination of the three.

Abstract:
China is perhaps the most important variable in East Asian security, not only because of its growing power but also because of the great uncertainty over its future. Therefore, to assess China's impact on regional security, one question should be tackled first: what will China look like in the future? There are three different schools of thought concerning China's future: the “implosion" school holds that China, unable to cope with a wide array of social, economic, and political challenges created by its rapid economic growth, will follow in the footsteps of the former Soviet Union and “implode" the “expansion" school argues that as China gradually builds up its material strength, Beijing will wield its weight and seek to establish hegemony in the region; and the “integration" school believes that as China's economy further merges with the world economy, Beijing's internal and external behaviors will slowly but inevitably conform to international norms, and China will become a more responsible and more cooperative member of the world community.

Abstract:
For American conservatives, this is a strange period of anticlimax and indecision. Crime rates are down, welfare rolls are shrinking, the federal budget is in surplus, and there are fewer Democratic senators, congressmen, governors, and state legislators than in decades. Even more miraculously, the Soviet Union lies in history's dustbin. Yet despite these glad tidings, conservatives are not rejoicing or even gloating. Nor are they aggressively following up their successes, pressing liberalism on all fronts and striving for a decisive political breakthrough. Like General McClellan outside Richmond, conservatives are proud to have come so far — but, uncertain of the kind of victory they seek and feeling an infinite need for reinforcements, they are afraid to risk going much farther.

The EastWest Institute is interested in the issue of banking supervision as one of the primary goals of our Economics Program since 1990 has been to support the establishment of a reformed, market-based banking system in Central and Eastern Europe (CEE) and the Former Soviet Union (FSU). As an integral component of our broader work in providing expert support to commercial bank managers and economic policymakers on the concrete aspects of implementing reform-oriented practices and strategies, we see the underlying stability and transparency of the banking system to be of critical importance. In Hungary as elsewhere, banks are indispensable to the smooth functioning of the economy, and the EWI has long subscribed to the view that the banking sector (e.g. in the context of privatisation) is a 'special' sector and requires special treatment.

Ideological disputes about the respective domains of the state and the market have convulsed much of the twentieth century. Yet recent research and experience suggest that the interaction between politics and economics, between the state and the market, is complex and systemic. An understanding of these systemic properties is crucial for effective democratic reconstruction. This is especially so in countries with a legacy of communism - such as the transition states of the former Soviet Union and East-Central Europe - where not only the market but the state, and indeed society, may have to be reconstructed, if not reinvented.
