101. Estonia and the Euro: They Just Did It

Abstract:
Estonia is remarkable. On January 1 of this year, Estonian Prime Minister Andrus Ansip fulfilled one of his government's most fervent policy goals by changing his nation's currency to the euro. At the stroke of midnight he withdrew 20 euros from an ATM in the heart of Tallinn's Freedom Square. It marked the latest (and one of the most important) milestones on Estonia's two-decade journey from occupied Soviet republic to a prosperous, stable and democratic example for others to follow. The mechanics of the switch-over were handled flawlessly. Not only the Prime Minister's ATM worked—all of the machines worked all over Estonia. Why was I not surprised?

The new democracies of Central and Eastern Europe are increasingly engaging in international democracy support, especially in the former Soviet Union and the Western Balkans. They have leveraged their membership in a number of Euro-Atlantic international organizations and used their bilateral diplomatic ties with democratization laggards to motivate and pressure them to observe democratic norms and practices. They are also been supplying small but growing amounts of democracy assistance.

Abstract:
The Cambridge history of the Cold War is a three-volume work by 75 contributors, mostly from the United States and the United Kingdom, and is intended as 'a substantial work of reference' on the subject. The bulk of the text deals, in frequently overlapping chapters, with the main protagonists of the conflict—viz. the United States, the Soviet Union and the People's Republic of China—and the areas in which they clashed. At the same time, it aims to go 'far beyond the narrow boundaries of diplomatic affairs', although it is not always successful in doing so. In analysing the origins of the Cold War, the contributors pay perhaps too much attention to ideology as opposed to geopolitics, a flaw which is made easier by the absence of sufficient historical background. On the other hand, the duration of the conflict and the failure of various attempts at détente is more successfully explained in terms of the zero-sum game nature of the conflict and its progressive extension from Europe across the rest of the world. When it comes to the end of the Cold War, the overall conclusion is that this came about through both a shift in the international balance of power following the Sino-Soviet split and the political and economic problems of the Soviet bloc. It is generally agreed that Mikhail Gorbachev's willingness to abandon old shibboleths both at home and abroad was a major factor in bringing about the end of the conflict. The three volumes, while not always an easy read, are the outcome of considerable research and expertise in both primary and secondary sources and will repay careful study.

Abstract:
Why did the United States and Iraq and themselves in full-scale conflict with each other in 1990–91 and 2003, and in almost constant low-level hostilities during the years in- between? We suggest that the situation was neither inevitable nor one that either side, in full possession of all the relevant information about the other, would have purposely engineered: in short, a classic instance of chronic misperception. Combining the psychological literature on perception and its pathologies with the almost unique firsthand access of one of the authors— Charles Duelfer—to the decisionmakers on both sides, we isolate the perceptions that the United States and Iraq held of each other, as well as the biases, mistakes, and intelligence failures of which these images were, at different points in time, both cause and effect.

The paper presents a comparative analysis of the resource-rich transition economies of Mongolia and the southern republics of the former Soviet Union. For Uzbekistan and Turkmenistan, the ability to earn revenue from cotton exports allowed them to avoid reform. Oil in Azerbaijan and Kazakhstan was associated with large-scale corruption, but with soaring revenues in the 2000s their institutions evolved and to some extent improved. Kyrgyzstan and Mongolia illustrate the challenges facing small economies with large potential mineral resources, with the former suffering from competition for rents among the elite and the latter from lost opportunities. Overall the countries illustrate that a resource curse is not inevitable among transition economies, but a series of hurdles need to be surmounted to benefit from resource abundance. Neither the similar initial institutions nor those created in the 1990s are immutable.

More than six decades after the end of the Second World War it is hard to imagine the political, social, and human landscapes of Europe in the aftermath of hostilities. In reconstructing this recent past, we can rely on a large bibliography regarding the events from the Western part of the continent. But for what concerns the territory to the east of the Iron Curtain, the appropriate and single case-study documentation remains problematic and thus, topics such as the political, economic and social effects of the first year of the Cold War reconfigurations are still insufficiently explored. It is, for example, the everyday life of the displaced person or the consequences of displacement on the identity reconfiguration of ethnic minorities.

Stable Outside, Fragile Inside is one of the newest books in search of the distinctive development, erratic trends and widely perceived failure of Central Asian republics to make a successful transition to democracy after the disintegration of the Soviet Union. The volume seeks to explain the region's specific trajectory to independent statehood, focusing on processes of socialization with competing external norms, emanating not only the main protagonists of the Cold War, Russia and US, but also an increasingly influential EU, a myriad of international organizations and European countries, as well as regional powers such as Turkey, China, Iran, and Pakistan. At the same time, the book draws attention to the specific domestic context of awkward statehood of Central Asian polities – a set of authority structures and state society relations as well as unpredictable international behavior – which makes it difficult for the conventional frameworks to capture the current state of affairs. Opting for a flexible and comprehensive analysis of practices of statehood, the analysis claims to go beyond mainstream understanding of compliance and delve into intricate processes of 'localization', which unfold at the intersection of local conditions and the larger world system.

The social contract in Soviet and post-Soviet Russia has concerned not classical political rights but socio-economic issues. Loyalty is accorded to the powersthat-be partly from fear of repression, but also in return for new opportunities of advancement—whether resulting from social upheaval or from educational expansion—and for modest improvements in living standards. The Soviet era Abstracts ended when such benefits could no longer be delivered, on account of lower oil prices, arms-race burdens and lagging productivity and innovation. After the turmoil of the 1990s, the contract was re-established under Putin in the early 2000s. Public opinion accepts relatively authoritarian rule if economic stability appears guaranteed in return. Moreover, world events from 2008 onwards have dampened economic expectations. Nonetheless, the sustainability of the present contract is doubtful, with economic modernization likely to prove elusive in the absence of effective democratic institutions.

Abstract:
December marks the 20th anniversary of the end of the Soviet dictatorship and the beginning of Russia's postcommunist transition. For Russians, the intervening years have been full of elation and promise but also unexpected trouble and disappointment. Perhaps of all the painful developments in Russian society since the Soviet collapse, the most surprising -- and dismaying -- is the country's demographic decline. Over the past two decades, Russia has been caught in the grip of a devastating and highly anomalous peacetime population crisis. The country's population has been shrinking, its mortality levels are nothing short of catastrophic, and its human resources appear to be dangerously eroding. Indeed, the troubles caused by Russia's population trends -- in health, education, family formation, and other spheres -- represent a previously unprecedented phenomenon for an urbanized, literate society not at war. Such demographic problems are far outside the norm for both developed and less developed countries today; what is more, their causes are not entirely understood. There is also little evidence that Russia's political leadership has been able to enact policies that have any long-term hope of correcting this slide. This peacetime population crisis threatens Russia's economic outlook, its ambitions to modernize and develop, and quite possibly its security. In other words, Russia's demographic travails have terrible and outsized implications, both for those inside the country's borders and for those beyond. The humanitarian toll has already been immense, and the continuing economic cost threatens to be huge; no less important, Russia's demographic decline portends ominously for the external behavior of the Kremlin, which will have to confront a far less favorable power balance than it had been banking on.
