141. Afghanistan: A View from Moscow

Abstract:
The Afghanistan problem has many angles, but a view from the North—the perspective of Russia—has been missing from many previous analyses. The ten-year-long Soviet military involvement in the country is too often dismissed as having little in common with NATO's current mission. The Soviet Union, after all, has failed, and NATO still plans to succeed. For the Russians themselves, the “Afghan syndrome” continues to be very powerful and warns against any new engagement in Afghanistan. While many in Russia still see developments in Afghanistan in a historical context, however, Russia is entwined in a complex web of relationships with the Afghan parties, neighboring states, and the West. Moscow is an important part of the Afghan equation.

Abstract:
Russia has the world's largest share of fossil energy resources. During the Soviet era, because this wealth of resources insulated the country from global energy crises, citizens never had to worry about conserving energy, and much was squandered. Since the collapse of the Soviet Union, the situation has improved in western, urban Russia, but great expanses of this vast country continue their inefficient ways. Indeed, recognizing that minimizing waste helps preserve Russia's resources, Russian President Dmitry Medvedev successfully urged the Duma to pass sweeping new energy-efficiency legislation. But more remains to be done to identify how energy resources are used and wasted, and where efficiency might be improved.

143. Managing the Challenge of Russian Energy Policies

Abstract:
Following the breakup of the Soviet Union and the Warsaw Pact, the leaders of Russia, including then-President Boris Yeltsin, searched for new methods of continuing to exert influence over the former Soviet-controlled region. The Kremlin at first used an energy blockade to the Baltic States in 1990 in an attempt to prevent their breakaway from the Soviet Union. After that failed, it then focused on the growing opposition in the former republics of the Soviet Union and in East Central Europe to its foreign and economic policies, and in particular on demands that Russian military forces withdraw from the newly independent states. The Kremlin leadership quickly recognized that short of military action, its major foreign policy tool was the denial or threat of denial of access to Russia's vast oil and gas resources. The economies of East European and Central Asian countries, and especially their rail and pipeline infrastructures, had been hardwired by Soviet leaders to assure total dependency on Moscow for their raw materials, including oil, gas, coal, and nuclear fuel.

Abstract:
This is the third edition of the Economist Intelligence Unit's democracy index. It reflects the situation as of November 2010. The first edition, published in The Economist's The World in 2007, measured the state of democracy in September 2006 and the second edition covered the situation towards the end of 2008. The index provides a snapshot of the state of democracy worldwide for 165 independent states and two territories—this covers almost the entire population of the world and the vast majority of the world's independent states (micro states are excluded). The Economist Intelligence Unit's Index of Democracy is based on five categories: electoral process and pluralism; civil liberties; the functioning of government; political participation; and political culture. Countries are placed within one of four types of regimes: full democracies; flawed democracies; hybrid regimes; and authoritarian regimes.

Abstract:
Getting the strategy right does not guarantee a successful outcome, but all other things being equal it certainly stacks the odds in favour of one. The Soviet Union was strategically prepared for war in June 1941, but poor operational-strategic deployment and operational and tactical failings allowed the Wehrmacht to achieve far more through operational and tactical competence than perhaps need have been the case. Nonetheless, despite poor operational-strategic deployment and operational and tactical inadequacies during Operation Barbarossa, the Red Army was able to survive the summer and autumn of 1941, after which a combination of improvements at the operational and tactical levels and superior resource mobilization stemming to a large extent from strategic planning made German victory increasingly improbable.

Abstract:
During the 1970s and 1980s, the land, air, and maritime spaces above the Arctic Circle were considered by allied planners to be of immense strategic importance. The possibility of a nuclear exchange between the super-powers transiting over the polar regions spurred efforts to maintain a robust early warning and aerospace defence posture. The need to counter Soviet naval and air movements in the Norwegian Sea and the North Atlantic likewise prompted NATO allies to adopt defence strategies that would proactively engage Soviet forces close to their bases, while reinforcing NATO's northern flank with rapidly-deployable ground and air units. Although the non-aligned Nordic states firmly maintained their status, there is some evidence to suggest that they were not aloof from the East-West stand-off, and were consulted on territorial defence planning by their NATO neighbours.

The development of military linguistics, a field similar to military anthropology or military history, would benefit the disciplines of linguistics and strategic studies. For linguists interested in society, the military offers another cultural group with which to contrast civilian society and a format for examining how institutions shape communication. Linguistic studies can aid strategic studies by explaining how discourse reinforces military culture and hierarchy, as well as the interaction between military and civilian society.

148. Polyphonic Country: A Peace Zone in Georgia and South Caucasus

Abstract:
Since the breakup of the Soviet Union the South Caucasus region has been plagued with ethnic conflicts—some of them remnants from Soviet times. Armenia and Azerbaijan are in- volved in a lengthy confrontation over the region of Nagorno-Karabakh, and Georgia struggles with Russia over the two separatist regions of Abkhazia and South Ossetia. These conflicts have caused multiple military confrontations between different parties and are still unresolved even today. In June 1997 Johan Galtung, founder of Peace Research Institute of Oslo (PRIO), vis- ited three South Caucasian countries in his tour to promote the “Transcend Method” of conflict transformation and to conduct collaborative workshops with the students of Tbilisi State Univer- sity, Georgia; Yerevan State University, Armenia; and Khazar University, Azerbaijan. He held a large meeting with civil society representatives at the Caucasian Institute for Peace and Demo- cratic Development (CIPDD) in Tbilisi. It was at that roundtable discussion, chaired by CIPDD director Dr. Ghia Nodia, that Galtung proposed creating a Peace Zone and a new international airport at the border area between Georgia, Azerbaijan and Armenia—namely at the Red Bridge area, one of the centers for regional trade for the last fifty years of the 20th century. Dr. Galtung has suggested that creating a Peace Zone in the South Caucasus was the only viable alternative to the continuous state of war and ethnic conflict. Three years later, Ambassador John W. McDonald, Chairman and CEO of the Institute for Multi Track Diplomacy, attended a conference in Tbilisi, Georgia organized by the Georgia- America Business Development Council. At the conference, Ambassador McDonald also sug- gested creating a Peace Zone in Georgia, around the Baku-Tbilisi-Ceyhan pipeline, as a way of protecting Western energy interests through peace-building and economic development. Throughout the following nine years Ambassador McDonald continued to work with different Georgian governments on the formation of Peace Zones in Abkhazia and South Ossetia. In 2003 the Vice-Speaker of the Georgian Parliament, Vakhtang Rcheulishvili, came to Washington, DC to support the idea of Peace Zones in conflict regions. He met various U.S. officials like Senator Tom Harkin, Congressman Dennis Kucinich, and Matthew Bryza of the National Security Coun- cil at the White House. In 2004 the new Prime Minister of Georgia, Zurab Zhvania, endorsed Ambassador McDonald’s plan for Peace Zones in conflict regions. State Minister Bendukidze and former Minister of Conflict Resolution Khaindrava were also very much supportive of this plan. After the Rose Revolution, when nonviolent protests brought down the corrupt government of Eduard Shevardnadze in November 2003, the idea of Peace Zones became a grassroots con- cept popular with certain segments of civil society and university students in Georgia. Proposals for establishing Peace Zones faced a setback when the militaristic policies of Georgian, Russian, and separatist governments led to renewed violence, and in August 2008, a full war between different parties in South Ossetia. They still remain however, one of the most promising means of breaking the cycle of violence in the South Caucasus. The purpose of this paper is to present the case for a Peace Zone in Georgia.

Abstract:
A country rarely fights the same war twice in one generation, especially from opposite sides. Yet that in many ways describes the U.S. role in Afghanistan today. In the 1980s, the Central Intelligence Agency, working from a safe haven in Pakistan, engineered the largest covert operation in its history to help defeat the Soviet 40th Red Army in Afghanistan. Today, the United States is fighting a Taliban-led insurgency in Afghanistan that operates from a safe haven in Pakistan. Many suggest that the outcome will be the same for the United States as it was for the Soviet Union—ultimate defeat at the hands of the insurgency. Pakistan's role as a safe haven is remarkably consistent in both conflicts, but focusing exclusively on that similarity misses the fundamental differences between the two wars. This article will address those differences, and will also assess how Pakistan's role is impacting the United States' possibilities for success today.

150. Whither The Bush Doctrine? Out of sync: Bush's expanded national security state and the war on terror

Abstract:
The US national security state was fashioned at the beginning of the Cold War to contain the global threat of the rival superpower, the Soviet Union. However, this security framework did not wither away with the end of the Cold War and the disintegration of the USSR. The events of September 11 starkly exposed the limitations of a state-centric approach to international security in a globalizing world. But the Bush administration falsely assumed that the traumatic events of 9/11 came out of a clear blue sky, and that a rejuvenated national security state would eventually overwhelm the 'new' threat of terrorism. The dangers of persisting in this direction were shown by the US-led invasion of Iraq. Far from closing the gap between the US approach to security and the operation environment of a post-Cold War world, Bush's war on terror undermined the international reputation of the US and presented the American taxpayer with a huge and probably unsustainable burden. All this highlighted the need for a more multilateral direction in US security policy in the post-Bush era. Such an approach would not only correspond better to the realities of today's interconnected world, but also serve as a buffer against the extension of the power of government that had been witnessed in America during the Bush years.
