31. Indonesia: The Deadly Cost of Poor Policing

Abstract:
Indonesian communities are increasingly turning to violence to retaliate against the police for abuses, real or perceived. Some 40 attacks on police stations and personnel since August 2010 are clear evidence that community policing, the centrepoint of the police reform agenda, is not working; police are too quick to shoot, usually with live ammunition; and little progress has been made toward police accountability. In the absence of urgent reforms and mechanisms to address local grievances, public hostility is likely to grow. Police are supposed to be helping prevent conflict but too often they are contributing to its outbreak.

Abstract:
This paper, focusing on the 1968-1976 institutional changes of ASEAN, a Third World Security-Oriented Institution (SOI), attempts to develop a theoretical model of institutional transformation by utilizing a punctuated equilibrium model. This theoretical model illustrates interactions between structure and agent to explain both why and how institutional transformation occurs: first, changes in the external security environment foster or hinder SOI's functions, and thus, they trigger internal political discussions among member states; and second, internal political discussions define the direction of SOI's institutional transformation. Focusing on changes in the regional balance of power in Southeast Asia from 1968 to 1971 and from 1972-1976, this paper examines the process of ASEAN's creation of the Zone of Peace, Freedom, and Neutrality (ZOPFAN) in 1971, and the Treaty of Amity and Cooperation (TAC) and the Bali Concord in 1976.

Abstract:
Migration and displacement are among the range of pressures on people and their communities likely to arise from the economic, social and environmental consequences of climate change. Despite fragmented data, the climate security literature has focused on the potential for climate change-induced migration to trigger social tensions and conflict within states and across borders. A human security approach seeks to ensure that people are placed at the centre of concerns about mobility and migration in response to climate change. This requires more than identifying those who are vulnerable to migration pressures. It necessitates an understanding of how migration and mobility choices are made, how vulnerabilities can be managed in ways that are participatory and responsive to local needs and circumstances, and how local, national and regional policy responses can strengthen the knowledge base and improve collaborative platforms for action.

34. In search of food security: Addressing opacity and price volatility in ASEAN's rice sector

Abstract:
Given that volatility in rice prices is expected to continue, governments in Southeast Asia should consider policy measures to address the factors that impact price formation and stability. The non- transparent nature of the way rice is traded in Southeast Asia is contrary to the free-trade rationale of ASEAN agricultural trade policy and food security frameworks. The underlying dynamic of opacity (of information) is the reason for policy decisions that contribute to instability in rice price formation. In particular, limited information on the availability of rice and composition of trade deals results in misinformed purchasing behaviour, particularly during price shocks. The lack of transparency perpetuates distrust in the regional rice market, leading countries to disengage from the market and instead pursue economically inefficient self- sufficiency strategies.

35. Reflections on Defence Security in East Asia

Abstract:
This paper recounts the East Asian experience with the construction of Defence-related architecture to date. It recalls some earlier history of the ARF, viz: the adoption of a Concept Paper, containing a large menu of possible confidence building measures and other proposals for security cooperation, including numerous Defence-related measures, in 1995. It also describes in some detail the recent history of the ASEAN-led forums for Defence dialogue and cooperation which contributes to the identification and elucidation of at least some of the principal elements of a 'Southeast Asian Defence Model' which frames the agenda for prospective cooperation. The paper discusses recent developments in the North Atlantic Treaty Organisation (NATO) and European Union (EU), and argues that the purposes, structures, operational modalities and achievements of these organisations are not central to any consideration of East Asian security architecture. On the other hand, their recent experiences in important areas such as peace-keeping, missile defence and cyber security warrant serious reflection. The paper offers some proposals concerning half a dozen areas for substantive future consultation and cooperation by the constituent mechanisms of the Defence component of the East Asian security architecture. They involve a composition of the unremitting security challenges requiring regional resolution and the principal elements of a Southeast Asian Defence Model, as manifested in the record of achievements to date. Construction of the Defence part of the architecture sufficiently robust to effectively address the regional security challenges will require both reform of the Defence pieces into a more integrated, coherent and efficient structure and also disposal of some of the more! dysfunctional aspects of the Southeast Asian Defence Model.

For over thirty years (1960-90), the Indus Water Treaty has proved to be an outstanding example of conflict resolution between India and Pakistan. Due to the increase in water stress in the basin states since the early 90s, the Treaty has come under strain. It may find it difficult to survive into the next decade, even though there is no exit clause in the Treaty. Rising Pakistani demand and the continued building of hydro-power and other dams by India on the western rivers may further threaten the Treaty. What is the reality behind the emerging debates between the two basin states on water access and usage?

Abstract:
Many nations in Southeast Asia view their growing energy needs as a looming crisis, one that could potentially be averted by development of civil nuclear programs. Timetables for nuclear development in the region are ambitious, but these ambitions often do not correspond with practical investment plans that are economically viable or logistically feasible. The feasibility and viability of nuclear development in these states is becoming even more complex when nuclear security and nonproliferation concerns are taken into account. While the events in Fukushima have cast a shadow over the pace of this expansion, several countries in Southeast Asia continue to show interest in nuclear power as a means to meet future energy requirements. For this reason, Southeast Asia remains a salient region in any global effort to manage nuclear security risks.

Abstract:
The concept of Responsibility to Protect (R2P) is relatively new to many Southeast Asians, who have traditionally relied on the state for security and therefore faced a sense of hopelessness when such protection was lacking. While the state represented the only institution ensuring human security for the masses in the past, civil society organisations (CSOs) and non-governmental organisations (NGOs) have today emerged as indispensable non-state actors campaigning for humanitarian interventions in situations where the state has failed in the provision of human security. Indeed, CSOs and NGOs are playing crucial roles in advocating and championing the cause of R2P despite encountering extensive obstacles, which range from an overwhelming sovereignty- conscious mentality, and an exploitation of cultural pretexts such as Asian values on the part of the state for a justification of its apathetic attitude toward R2P, to a lack of awareness among the people about the significance of R2P to their own security.

39. Armed Clash in the South China Sea

Abstract:
The risk of conflict in the South China Sea is significant. China, Taiwan, Vietnam, Malaysia, Brunei, and the Philippines have competing territorial and jurisdictional claims, particularly over rights to exploit the region's possibly extensive reserves of oil and gas. Freedom of navigation in the region is also a contentious issue, especially between the United States and China over the right of U.S. military vessels to operate in China's two-hundred-mile exclusive economic zone (EEZ). These tensions are shaping—and being shaped by—rising apprehensions about the growth of China's military power and its regional intentions. China has embarked on a substantial modernization of its maritime paramilitary forces as well as naval capabilities to enforce its sovereignty and jurisdiction claims by force if necessary. At the same time, it is developing capabilities that would put U.S. forces in the region at risk in a conflict, thus potentially denying access to the U.S. Navy in the western Pacific.

40. Indonesia: Dynamics of Violence in Papua

Abstract:
A spate of violence in Papua in May and June 2012 exposed the lack of a coherent government strategy to address this multidimensional conflict. Shootings of non-Papuans in the provincial capital Jayapura in June, likely involving pro-independence militants, were followed by the death of one of those militants at police hands, highlighting the political dimension of the problem. In Wamena, a rampage by soldiers after the death of a comrade shows the depth of distrust between local communities and the army, and the absence of mechanisms to deal with crises. The shooting of five Papuans by newly arrived members of a paramilitary police unit (Brigade Mobile, Brimob) in a remote gold-mining area of Paniai highlights the violence linked to Papua's vast resource wealth and rent-seeking by the security apparatus with little oversight from Jakarta. While these events are still under investigation, they signal that unless the Yudhoyono government can address these very different aspects of the conflict, things may get worse. An overhaul of security policy would help.
