Abstract:
For a country with Malaysia's size and population, it certainly does not punch within its weight class in merchant shipping. As of 1 January 2009, Malaysia ranked 25th in the list of the most important maritime nations by way of its 0.79% contribution (9.39 mil. DWT) to the global merchant shipping tonnage (UNCTAD, 2009). MISC is the world's largest owner / operator of LNG tankers and a key player in international seaborne energy transportation. A growing number of Malaysian owners/operators of offshore service vessels (OSV) provide their services abroad, and Malaysian captains and officers are coveted for their skills and experience are sought by shipping lines worldwide.

The tremendous growth of shipping activities in Malaysia over the years underlines the value of the maritime sector to its economic well-being and the importance of the seas to the lives of its people. Malaysia has emerged as a leading maritime nation in terms of merchant shipping capacity. United Nations Conference on Trade and Development (UNCTAD) ranked Malaysia 18th in a list of 35 most important maritime countries and territories as of 1 January 2008 in terms of deadweight tonnage (DWT) of its merchant vessels (including national and foreign flagged).

Malaysia\'s re-election as a member of Council C of the International Maritime Organisation (IMO) in November 2009 presents an excellent opportunity for this ambitious maritime nation to shine on the international stage. The re-election can be seen as the international community\'s vote of confidence for Malaysia to be the voice of developing nations at the IMO - the United Nations body that oversees the use and management of the world\'s oceans - and promote their interests. Having been given the thumbs-up by IMO members to assume the coveted IMO Council membership once again, expectations are now higher for Malaysia to make a mark at the international maritime platform.

Vietnamese and Americans joined together in Hanoi last December for a happy celebration, commemorating the tenth anniversary of the entrance into force of the US-Vietnam Bilateral Trade Agreement signed in December, 2001. The gathering of current and former trade negotiators, diplomats, and business leaders exchanged witty anecdotes about who had been the toughest negotiator. However, the main focus for both American and Vietnamese participants was on the positive prospects for future US-Vietnam relations across the spectrum of trade and strategic common interests.

Abstract:
In services markets, there may be legitimate reasons to regulate. Integration efforts should target regulatory restrictions that explicitly limit competition, and those that are intended to meet legitimate objectives, but are clearly more burdensome than need to be. In health and maritime, ASEAN is already relatively liberal by international standards, although there is still scope to promote cross-border trade and ease costly cabotage restrictions. In telecommunications, the residual foreign equity limits are hard to understand, given that past reforms and current technologies have ensured that most markets are already relatively competitive. In finance, there is substantially more to do, despite progress made during the Asian financial crisis. And in air transport, despite commitments to open skies, there is a need to further align the content of bilateral air services agreements with regional integration objectives.

Turtles are vital for the health of the marine and coastal ecosystems. Where green turtles graze on seagrass and algae, the sea bottom habitat is healthier and more productive, hence commercially important species such as shrimps, lobster, and fish thrive. This translates to better sea harvest, boosting the income of the fishing industry. Besides that, by depositing their eggs on the shore, turtles transport vital nutrients from the ocean to nutrient-poor coastal and inshore areas.

Abstract:
A contract of insurance must impose an obligation upon the insurer to indemnify the assured in the event of a loss from an insured risk provided that other contractual provisions have been fulfilled. In other words, there must be a legally enforceable agreement in order to properly refer to it as a 'contract'. Accepting that the contract between a member and his club is a contract of insurance, a further issue to consider is whether the contract of insurance amounts to a contract of marine insurance.

The implementation of National Single Window (NSW) as an electronic trade platform augurs well with Malaysia\'s intention to provide the infrastructures and processes to facilitate more efficient trade and generate bigger trade volumes. This commentary argues in favour of conducting trade in an online environment using this platform to enhance the efficiency of the trade supply chain and to increase Malaysia\'s trade competitiveness. It also provides several recommendations to ensure smooth and successful implementation of the NSW.
