Sept. 30, 2010: The Koreas hold their first direct military talks (at colonel level) in two years, at Panmunjom. They founder on the wreck of the Cheonan. The South insists on an apology, while the North still demands to send its own inspectors to examine the wreckage. [Ed. Note: Our apologies for incorrectly reporting them as occurring on Oct. 1 in our last issue.] Oct. 1, 2010: At a meeting of their Red Crosses, the two Koreas agree to hold family reunions at the North"s Mt. Kumgang resort Oct. 30-Nov. 5. Oct. 1, 2010: ROK National Assembly confirms Kim Hwang-sik as premier two months after an earlier nominee withdrew. Oct. 2, 2010: North Korea proposes working-level talks on Oct. 15 to discuss ways to restart regular tourism to Mt. Kumgang. Oct. 3, 2010: An unnamed ROK official tells the daily JoongAng Ilbo that in 2007 a senior DPRK diplomat, Ri Gun, inadvertently admitted North Korea"s responsibility for the 1987 bombing of KAL 858, with 115 deaths. Oct. 4, 2010: In Germany for the 20th anniversary of reunifcation, ROK Unification Minister Hyun In-taek says North Korea must change its stance on the Cheonan if it wants the South to consider resuming cross-border tourism.

East Asia is home to some of the most important trading partners of the Union. China is foremost among these, ranking second only to the US - in 2009, EU-China trade totalled a massive €296 billion - while the EU is China's most important trading partner. Japan is the sixth-largest trade partner of the EU - in 2009, EU-Japan trade was almost €92 billion. South Korea is the EU's eighth-largest trade partner and the EU has become South Korea's second largest export destination - total trade in 2009 was above €53 billion. Furthermore, on 6 October 2010 the EU and South Korea signed a Free Trade Agreement (FTA) which is the most ambitious bilateral trade agreement ever negotiated by the EU, and the first with an Asian country.

Abstract:
Since its momentous formation in 1979, the Islamic Republic of Iran has perplexed the United States and its policymakers. Sanctions have been a cornerstone of U.S. policy toward Iran throughout this period, but have proven scarcely effective in changing Iran's behavior on the key issues they target: nuclear proliferation, sponsorship of terrorism, and human rights abuses. Yet, with every successive dispute, the United States has expanded the breadth and depth of its sanctions. U.S. policy recently culminated in the July 2010 Comprehensive Iran Sanctions, Accountability, and Divestment Act (CISADA), by far the most exhaustive measure of its kind. Like any sanctions regime, the effect of CISADA was enhanced by multilateral support: the United Nations Security Council, the European Union, Japan, South Korea, Norway, Canada, and Australia have imposed unilateral sanctions as well.

Abstract:
South Korean President Lee Myung-bak's state visit to the US was a big event that attested to the strength of the two countries' relationship and the personal ties between Presidents Obama and Lee. The timely passage of the KORUS FTA in the US was the big deliverable for the summit. Final ratification of the FTA in both countries clears one longstanding issue and lays the foundation for greater economic integration and a stronger alliance. Meanwhile, the most shocking news for the final third of the year was the death of North Korean leader Kim Jong Il in late December. His death disrupted US-DPRK bilateral talks as North Korea observed a mourning period for its late leader. The US and South Korea spent the last two weeks of December quietly watching developments in North Korea as the reclusive country accelerated its succession process to swiftly transfer power to the anointed successor, Kim Jong Un.

Abstract:
Beijing underscored maintaining peace and stability on the Korean Peninsula following Kim Jong Il's death. DPRK leadership succession raises questions about the future direction of China's Korea policy, which was most recently reaffirmed during an October visit to the two Koreas by Vice Premier Li Keqiang, the presumed successor of Premier Wen Jiabao. Prior to Kim's death, China and North Korea maintained regular contacts with senior national, party, and military officials. There have also been mutual efforts to stabilize Sino-South Korean relations despite many differences that have risen in the aftermath of North Korea's 2010 provocations. The fourth China-ROK high-level strategic dialogue was held on Dec. 27 in Seoul.

Abstract:
The last four months of 2011 were dominated by two leadership changes – the mid-December death of Kim Jong Il and the election of Noda Yoshihiko in September. Kim's death is a watershed event that could mean changes in DPRK policies with repercussions around the region. South Korea and Japan reacted cautiously to the news of Kim's death and the rise of his son, Kim Jong Un, as the new leader of North Korea. Beyond this event, however, Korea-Japan relations showed little change. Economic relations between South Korea and Japan continue to move slowly forward, even as they remain firmly stuck arguing the same issues that have aggravated diplomatic relations for decades. North Korea-Japan relations also showed little change as both sides repeated the usual accusations, but neither showed any inclination to change. Meanwhile, there were three main trends in relations. First, external forces drove state behavior as evidenced by the almost domino-like efforts at free trade agreements. Second, there was growing recognition of the high domestic political costs associated with non-pliable issues such as the comfort women/sex slaves. Third, there was a realization that change could mean opportunity as Seoul and Tokyo contemplate the post-Kim Jong Il landscape in North Korea.

278. Asia’s Space Race: National Motivations, Regional Rivalries, and International Risks

In contrast to the close cooperation practiced among European states, space relations among Asian states have become increasingly tense. If current trends continue, the Asian civilian space competition could become a military race. To better understand these emerging dynamics, James Clay Moltz conducts the first in-depth policy analysis of Asia's fourteen leading space programs, concentrating especially on developments in China, Japan, India, and South Korea. Moltz isolates the domestic motivations driving Asia's space actors, revisiting critical events such as China's 2007 anti-satellite weapons test and manned flights, Japan's successful Kaguya lunar mission and Kibo module for the International Space Station (ISS), India's Chandrayaan lunar mission, and South Korea's astronaut visit to the ISS, along with plans to establish independent space-launch capability. He investigates these nations' divergent space goals and their tendency to focus on national solutions and self-reliance rather than region-wide cooperation and multilateral initiatives. He concludes with recommendations for improved intra-Asian space cooperation and regional conflict prevention. Moltz also considers America's efforts to engage Asia's space programs in joint activities and the prospects for future U.S. space leadership. He extends his analysis to the relationship between space programs and economic development in Australia, Indonesia, Malaysia, North Korea, Pakistan, the Philippines, Singapore, Taiwan, Thailand, and Vietnam, making this a key text for international relations and Asian studies scholars.

279. Ambivalence toward North Korea: South Korean Public Perceptions Following the Attack on Yeonpyeong Island

Abstract:
In 2010 there were two major North Korean provocations against South Korea as tensions mounted on the Korean Peninsula and in the broader region. Following both the sinking of the ROK Navy corvette Cheonan and the artillery attack on Yeonpyeong Island, there has been a process within South Korean society to clarify where the responsibility lies and to find an appropriate direction for coping with a more aggressive North Korea. The way that politicians and the media have analyzed the situation has mostly been based upon a dichotomy of ‘war vs. peace.’ Public opinion on the other hand has displayed ambivalent attitudes toward war or peace, preferring to allow for both concepts to exist rather than choosing one over the other. The South Korean public does not support either appeasement policies that hold back from retaliation or hard line policies that could lead to a full-scale war. In the short term, the public shows mixed views toward improving inter-Korean relations. For the long term, however, the majority of the public favors that the government redirects its tough stance against North Korea toward more dialogue and cooperation. However, it should be noted that there is a growing opinion for maintaining hard-line policies against North Korea even for the long term. The EAI and Hankook Research, as part of its monthly Public Opinion Barometer, surveyed eight hundred people from around South Korea on November 27, 2010, four days after the attack on Yeonpyeong Island. The results of the November Public Opinion Barometer survey formed the basis of the EAI Issue Briefing on Public Opinion entitled “The Impact of North Korea’s Artillery Strike on Public Opinion in South Korea” which summed up the characteristics of public opinion after the incident . This Issue Briefing will use the results from that survey to provide analysis of the shifting public perceptions on policies toward North Korea.

280. Stuck in the Middle? U.S.-China Relations and the Korean Peninsula

Not since the visit of Deng Xiapoing in 1979 has a Chinese state visit attracted so much attention as President Hu Jintao’s visit to the United States on January 19, 2011. After a rocky year in U.S.-China relations following President Barack Obama’s visit to Beijing in November 2009, attention naturally focused on the future direction of the relationship between the two countries. Further attention imbued with curiosity also centered on how a relatively declining United States and a rapidly rising China would shape the world order in the long-run. Also following North Korea’s provocations in 2010, the world carefully looked for any strong emphasis on the issue of the Korean Peninsula as a regional challenge. There have been two different interpretations in regards to the results of the U.S.-China summit: an optimistic outlook that the two countries will become cooperative partners and move forward as underscored in the Joint Statement, and pessimistic views that the two powers will merely continue the repeated pattern of conflict and check that they have been doing since November 2009. A similar mix of opinions prevails in regards to the Korean Peninsula. Some expect immediate improvement in inter-Korean relations and the resumption of the Six-Party Talks, while others criticize the U.S.-China summit for barely papering over the cracks. However, neither hasty optimism nor gloomy pessimism is appropriate at this time. There is a need to utilize a comprehensive response strategy, which goes beyond narrow political understandings, based on a precise analysis of the results of the summit.
