Abstract:
MISREADING CHINA'S INTENTIONS Shyu-tu Lee According to Charles Glaser, the prospects for avoiding war between the United States and China are good ("Will China's Rise Lead to War?" March/April 2011). But by ignoring China's history and economic policy and other relevant factors, Glaser arrives at policy prescriptions that would increase the chance of a Chinese nuclear attack on the U.S. homeland. Glaser misjudges Chinese motives. China's military modernization is not primarily motivated by insecurity, as he asserts. China is not threatened by the United States or any of its neighbors. It is advocating its model of governance -- managed capitalism combined with one-party authoritarianism -- as a more efficient alternative to a free-market economy and democracy. China's mission is to regain its place as the dominant superpower so that the country can cleanse itself of the humiliation it has experienced at the hands of the West. The rise of China poses grave challenges to U.S. security. Beijing implements a mercantilist trade policy and artificially sets a low value on its currency to promote exports, thus creating a large U.S. trade deficit with China year after year. Its army has been modernizing at a rapid pace, developing anti-access, area-denial weapons and cyber- and space-warfare capabilities. Meanwhile, China wants to integrate Taiwan because its democracy threatens Beijing's autocratic and repressive rule. In addition, Beijing needs Taiwan as a military base from which to project power into the Indian and Pacific oceans. To keep the peace, the United States must discard the culture of excessive deference to Beijing and implement policies to maintain U.S. military superiority, stanch the flow of U.S. wealth to China, steer China toward democratization, strengthen its alliances with Japan and South Korea, and engage China in an economic and strategic dialogue to promote fair trade and avoid misunderstandings.

Abstract:
The good news out of the Koreas is that President Barack Obama, as no other president before him, has recognized that South Korea is America's most reliable and active ally in Asia. The President mentioned South Korea in his January 25 State of the Union speech far more than any other country, praising its teachers, its technical prowess, its growing economic status, and urging quick ratification of the Korea-US Free Trade Agreement. If any further proof of Seoul's current status was needed, David Sanger in The New York Times of February 20, 2011, said flatly, “South Korea…is now Washington's favorite ally in Asia.”

253. Western Aid: The Missing Link for North Korea's Economic Revival?

As the leadership of the Democratic People's Republic of Korea (hereafter DPRK, or North Korea) looks to the future, economic development figures centrally in its officially proclaimed agenda. This year, as it has done every year over the past decade, the government's joint New Year editorial stressed the imperative of economic construction, broadly outlining the sorts of improvements that are to be achieved over the remainder of the current calendar year, and intoned that "The present grand onward march for the improvement of the people's standard of living demands that a full-scale offensive be launched in the overall economic front." But economic growth and development has just taken on a whole new importance in North Korean policy, one that extends beyond rhetoric: this past January, for the first time in over two decades, Pyongyang has formally unveiled a new multi-year economic plan: a 10-year "strategy plan for economic development" under a newly formed State General Bureau for Economic Development. The new economic plan is intended not only to meet the DPRK's longstanding objective of becoming a "powerful and prosperous country" [Kangsong Taeguk] by 2012 (the 100th anniversary of the birth of Kim Il Sung), but also to promote North Korea to the ranks of the "advanced countries in 2020."

Abstract:
The Korean Peninsula, despite its size, is one of the most critical areas of the world. A land that bears a bitter legacy of the Cold War, and that is still heavily militarized, Korea shows a striking contrast from North to South. These two opposite political systems cohabit under a fragile peace that could be broken at any moment. This has led to a massive military development and the deployment of a wide array of troops on both sides. The future of North Korea is crucial for the entire region and could affect the EU's economy as well. Many issues remain to be solved in order to achieve a durable peace in the region or, at the very least, to avoid the resumption of war. The European Union could play a role in this unfolding crisis in a manner that could also help its ailing economy.

Abstract:
The summer months saw a potentially new cycle of US-DPRK dialogue. Secretary of State Hillary Clinton's invitation to DPRK Vice-Minister Kim Kye Gwan to visit New York for two days of official talks raised the specter that the North may be ready for re-engagement. Meanwhile, South Korea named a new unification minister, which some perceive to be the harbinger of a shift in its North Korea policy. But reliable sources say that President Lee Myung-bak will not cave so easily on his principles. Elsewhere, the Korea-US free trade agreement remains in limbo as it remains caught in partisan strife within the legislatures of both countries and the US received another lesson in Korea's preferred terminology for Asian geography.

Just for once, Comparative Connections' deadline chimed neatly with events on the Korean Peninsula. Late on the evening of Aug. 30, South Korean President Lee Myung-bak, as part of a mini-reshuffle affecting four Cabinet positions, finally replaced his long-term hard-line unification minister, former academic Hyun In-taek. With Lee's characteristic cronyism, the man nominated to replace Hyun was another of his close advisers – geography professor Yu Woo-ik, once Lee's chief of staff in the Blue House and latterly ROK ambassador to China.

High-level exchanges between China and South Korea's foreign and defense ministries appeared to recover momentum as the two countries marked their 19th anniversary of diplomatic relations on Aug. 24. The first China-ROK “strategic defense dialogue” was held in Seoul on July 27 following talks between Defense Ministers Liang Guanglie and Kim Kwan-jin in Beijing on July 15 and in Singapore on June 4 on the sidelines of the Shangri-La Dialogue. Foreign Ministers Yang Jiechi and Kim Sung-hwan met June 6 ahead of the Asia-Europe Foreign Ministers Meeting in Budapest and held another round of talks July 21 in Bali on the sidelines of ASEAN regional meetings. But efforts to consolidate the China-ROK strategic partnership have exposed policy differences over North Korea and the ROK alliance relationship with the US.

South Korea and Japan are neighbors that are advanced, technologically sophisticated capitalist economies with capable and well-educated populations, and are fully consolidated liberal democracies. They share an alliance with the US, and generally view themselves as stalwart regional allies. As has been the case for many years, relations between them during the past four months were relatively stable, with increasingly deep economic relations, voluminous cultural flows, and general agreement on a strategy of isolation toward North Korea. They also share a tendency to provoke each other over their shared history and the ownership of several islets that sit between them. When this happens, the media goes into a frenzy, breathlessly reporting the latest incident. But which is reality? Do the historical disputes meaningfully affect their bilateral relations? On the one hand, yes: they could cooperate more closely on issues such as military coordination and a free-trade agreement. On the other hand, no: it's not at all clear that historical issues are holding up cooperation and relations are deeper across a range of issues.

Abstract:
At the beginning of Lifting King Kong, a South Korean film based on a true story, a weightlifter readies for his third attempt to lift 195 kilograms (429 pounds). As he walks onstage, viewers see the Seoul crowd waving their flags and cheering. But the man seems unaware. He closes his eyes, takes in a breath, and then—as he opens his eyes—breathes it out. He shakes his arms, appears ready, and with a scream, “Hyaa!,” steps to the barbell. The weightlifter kneels down into a squat, places his hands on the bar around shoulder-width apart, and stops. “Hyaa!” He pushes up, sweeping the barbell as he stands and holding it at his collarbone, parallel with the ground. As he prepares to raise it above his head, the camera pans the crowd roaring their approval. The weightlifter squats a bit, the muscles in his neck drawn tight. Then, with a slight bounce, his left leg comes forward and his arms push the weight up until it balances triumphantly but precariously above his head. Again, we see the crowd cheering like mad and hear his coach shouting, “You've got the gold!” But there's a problem. His right foot seems to want to give. Again, his coach shouts encouragement: “You're almost there Jibong! Just a little more!” But rather than his foot failing, Jibong's left elbow does. The camera shows the barbell as it drops behind him, pulling him backward and onto the ground with it. The weightlifter screams in pain, looking to his left at his deformed elbow. “This,” says a Korean announcer, “is a shocking and unfortunate turn of events.” As viewers watch medics rush the stage, he continues: “Korea's top weightlifter, Lee Jibong, will unfortunately have to settle for bronze because of an injury.” Things do not get much better for Jibong (played by Lee Beom-soo). In fact, they quickly get a lot worse. His elbow requires surgery. But much worse, he learns that his heart is overactive and he will have to give up lifting weights permanently. That means he will not get another chance for a gold medal; he is stuck with the bronze. It is a moving introduction to one of the movie's main characters. After the opening credits that follow, Lifting King Kong introduces the other main character. It is now 2008, twenty years after Jibong's failed attempt at the gold, and another weightlifter lies facedown on a mat, receiving a massage. “You should go to the hospital,” says the masseuse. “You can't just ignore the pain.” The weightlifter responds, “I'd have to give up if I didn't.” Continuing, the masseuse warns, “You could damage your back permanently like this . . . You lost your last competition because of your back. You can't keep hiding this.” At that, the weightlifter swings around, says a few sharp words, and storms out. . . .

On August 15, 1974, South Korea's Independence Day, I lost my mother, then the country's first lady, to an assassin acting under orders from North Korea. That day was a tragedy not only for me but also for all Koreans. Despite the unbearable pain of that event, I have wished and worked for enduring peace on the Korean Peninsula ever since. But 37 years later, the conflict on the peninsula persists. The long-simmering tensions between North and South Korea resulted in an acute crisis in November 2010. For the first time since the Korean War, North Korea shelled South Korean territory, killing soldiers and civilians on the island of Yeonpyeong. Only two weeks earlier, South Korea had become the first country outside the G-8 to chair and host a G-20 summit, welcoming world leaders to its capital, Seoul. These events starkly illustrated the dual reality of the Korean Peninsula and of East Asia more broadly. On the one hand, the Korean Peninsula remains volatile. The proliferation of weapons of mass destruction by North Korea, the modernization of conventional forces across the region, and nascent great-power rivalries highlight the endemic security dilemmas that plague this part of Asia. On the other hand, South Korea's extraordinary development, sometimes called the Miracle on the Han River, has, alongside China's rise, become a major driver of the global economy over the past decade. These two contrasting trends exist side by side in Asia, the information revolution, globalization, and democratization clashing with the competitive instincts of the region's major powers. To ensure that the first set of forces triumphs, policymakers in Asia and in the international community must not only take advantage of existing initiatives but also adopt a bolder and more creative approach to achieving security. Without such an effort, military brinkmanship may only increase -- with repercussions well beyond Asia. For this reason, forging trust and sustainable peace on the Korean Peninsula represents one of the most urgent and crucial tasks on Asia's list of outstanding security challenges.
