Abstract:
Growing dependence on ever evolving information technology and continuous occurrence of cyber- attacks against nations demonstrate the need for solid security strategy in cyberspace. South Korea, a country keen to explore benefits brought by the Internet, has suffered a heavy blow from a series of North Korea's cyber-attacks in the past. This paper analyzes the 2013 March 20 cyber-attack against South Korea in detail and sheds light on the fast developing cyber capabilities of North Korea. The severity of the March 20 attack which simultaneously targeted major banks and broadcasters in the country spread panic through South Korea. The malware used in the attack was later nicknamed "DarkSeoul" because of the repetitive use of the term in the malware programming source. The attack illustrates the changing nature of the conflict on the Korean Peninsula, reflecting the need for a new concept of national security in which cyberforce plays a critical role.

President Xi Jinping's July 2014 visit to Seoul indicates that the strategic partnership between China and the Republic of Korea is moving forward against a backdrop of growing power competition and instability in the region. Both Seoul and Beijing have strong interest in close cooperation: Beijing wants to prevent a full-fledged trilateral alliance between the US, Japan and South Korea aimed at containing China's rising power Seoul needs Chinese support in its efforts to reach out to Pyongyang and work towards future reunification.

Abstract:
As a result of a speech delivered by Republic of Korea (ROK) president Park Geun- hye in Dresden, Germany, on March 28, 2014, the topic of unification of the Korean peninsula has been on the minds of many. This is, of course, not the first time that unification has been in the news. During the Cold War era, unification was defined as the absolute military victory of one side over the other. In Korean, this was known as “songgong t'ongil” or “p'ukch'in t'ongil” (“march north” or “unification by force”). In political science literature influenced by the European experience, it was defined as the perfect integration of the two countries. After the reunification of Germany on October 3, 1990, unification was seen as the economic and political absorption of one side by the other. And yet at other times, it was defined, by both North and South Korea, as the imperfect operation of one country, two systems. For a decade during the period of “sunshine” policy, 1997–2007, unification was defined as something to be avoided for generations. It was framed as an outcome that was too difficult to contemplate, too dangerous to suggest, and too expensive to afford.

Abstract:
South Korea is in a unique position. It is an economic powerhouse and a thriving democracy that faces the most ­ominous and imminent threat on its borders of any democracy in the world. Moreover, this is a threat that continues to evolve, with increasing missile, cyber, special operations, and nuclear capabilities and a new leader who shows no signs that he will be any less ruthless or belligerent than his father. To meet this threat, Seoul has undertaken a number of efforts to better deter and defend against North Korean capabilities and provocations, including increasing the defense budget, upping training with US forces, creating new command elements, and establishing plans for preemptive strikes against imminent North Korean missile launches. However, in part because of administration changes in Seoul, the South Korean effort has been uneven. And decisions remain to be made in the areas of missile defense, tactical fighter aircraft, and command-and-control arrangements that will be significant for not only South Korea but all states that have an interest in Northeast Asia's peace and stability.

Abstract:
The Northeast Asian region has attracted at least two types of international relations analyses. A first type focuses primarily on military and hard security and investigates changes in states' power and the politics of coercion, balance of power, and alliances. A second type is interested in cross-border economic activities, regional interdependence, and institutionalization and then examines the states' policies of development, trade, money, and technology, as well as the politics of institutional building and reform. T.J. Pempel's edited volume synthesizes the two approaches by viewing the mutually shaping interactions between economics and security as a major feature of regional politics. The book is a fruit of collaborative efforts by American, Japanese, South Korean, and Chinese scholars who provide in-depth analyses of recent developments in the region.

Abstract:
In March 2009, the South Korean National Assembly approved the first foreign deployment of South Korea's naval forces to join the U.S.-led Combined Task Force (CTF-151). The purpose of CTF-151 is to conduct antipiracy operations in the Gulf of Aden and off Somalia's east coast by the Horn of Africa. South Korea joined the navies of twentyfour other countries that participate in the Combined Maritime Forces (CMF) through one of three combined task forces, CTF-150, CTF-151, and CTF-152, to help ensure maritime security in this region. The CMF is an international effort to conduct maritime security operations in the Gulf of Aden, the Arabian Sea, and the Indian Ocean.

27. Inching Forward at the Seoul Nuclear Security Summit

A few days before Seoul hosted the official Nuclear Security Summit in late March, experts met to discuss progress on nuclear security. The keynote speaker, Dr. Graham Allison from Harvard University, suggested a strategy of three “No's” to reduce future nuclear risks: no loose nuclear weapons or materials; no new national enrichment or reprocessing facilities; and no new nuclear weapon states. This strategy links traditional “nuclear security”—physical protection of nuclear material—with nuclear nonproliferation and fuel cycle management. Yet at the summit a few days later, the 52 heads of state, along with leaders of four international organizations on nuclear terrorism, focused on doing exactly the opposite: separating out nuclear security from nonproliferation, and putting as much distance between the growth of nuclear power and nuclear risks as possible. The result: underwhelming progress and no surprises.

28. The New U.S. Defense Strategic Guidance and Its Implications for South Korean Security

On January 5, 2012, U.S. President Barack Obama paid a rare visit to the Pentagon and unveiled his guidelines for the Department of Defense to set the goals and priorities of its defense strategy for the next ten years. The resulting eight-page-long guidelines, entitled Sustaining U.S. Global Leadership: Priorities for 21st Century Defense (hereafter DSG), contain the administration’s assessment of changing global security conditions and propose the roles and shape of the U.S. armed forces for the coming decade. Prepared through “unprecedentedly” close consultations between the President himself and senior leaders in the U.S. defense department and military including both service chiefs and combatant commanders, the DSG defines the present as a historic “inflection point” and envisions the future U.S. military as “smaller and leaner, but agile, flexible, ready and technologically advanced.” Moreover, in accordance with the DSG the U.S. defense budget will be cut by $487 billion and the sizes of the Army and Marine Corps will shrink by 80,000 and 14,000 respectively over the next ten years. While a more detailed picture will be revealed next month with the administration’s FY2013 budget request to Congress, the DSG reflects the Obama administration’s arduous effort to rebalance and redirect its defense priorities and spending under severe fiscal austerity. Because of the unusual timing of its publication and the magnitude of the reduction in defense spending, the DSG has generated controversy and concern domestically in the United States as well as internationally. In the United States, particularly people in the conservative wing of the Republican Party have been prompted to criticize the guidelines for putting the nation’s security in danger, whereas some people on the liberal side have advocated seeking deeper and bolder cuts in defense spending. Internationally, China was understandably the first to respond negatively to the DSG. For example, rebutting the DSG’s portrayal of Beijing’s military policy as lacking transparency as “groundless and untrustworthy,” Liu Weimin, a spokesman of the Chinese Foreign Ministry, stressed that Beijing was committed to peaceful development and “defensive” policy. What then are the implications of the DSG for South Korean security? Will there be any changes in U.S. defense policy or posture in the region under the DSG that may affect security conditions in South Korea significantly and, if so, require new measures or scrutiny by the South Korean government or the military? In fact, there have been largely four issues raised by the news media in South Korea. I will examine these four issues, and then discuss more challenging concerns that will require closer attention by South Korean foreign and security policy-makers.

In the aftermath of North Korea's artillery shelling of Yeonpyeong Island on Nov. 23, 2010, Chinese officials showed great concern about the possibility of escalation, focusing special concern on the possibility that South Korean military exercises might lead to military escalation. The January summit between Presidents Hu and Obama served to reduce tensions to some degree, especially through a call for resumption of inter-Korean talks in the US-China Joint Statement released at the summit. Following the apparent stabilization of inter-Korean relations, China has stepped up calls for "creating conditions" for the resumption of Six-Party Talks, engaging in diplomatic exchanges with both Koreas, including meetings between Special Representative for Korean Peninsula Affairs Wu Dawei and ROK nuclear envoy Wi Sung-lac on Feb. 10-11 in Beijing and again on April 26 in Seoul, and through DPRK Vice Minister Kim Kye Gwan's meetings in Beijing with Wu Dawei, Foreign Minister Yang Jiechi, and Vice Foreign Minister Zhang Zhijun respectively in mid-April in China. Although South Korea in April agreed to China's proposed "three-step" process toward restarting Six Party Talks – (1) Inter-Korean, (2) US-DPRK, and (3) Six-Party Talks – this plan makes the resumption of multilateral talks depend most critically on reaching consensus on the preconditions for inter-Korean talks, which remain stalled since a preparatory meeting for inter-Korean defense ministers' talks broke down in February.

30. A New Kind of Korea

On August 15, 1974, South Korea's Independence Day, I lost my mother, then the country's first lady, to an assassin acting under orders from North Korea. That day was a tragedy not only for me but also for all Koreans. Despite the unbearable pain of that event, I have wished and worked for enduring peace on the Korean Peninsula ever since. But 37 years later, the conflict on the peninsula persists. The long-simmering tensions between North and South Korea resulted in an acute crisis in November 2010. For the first time since the Korean War, North Korea shelled South Korean territory, killing soldiers and civilians on the island of Yeonpyeong. Only two weeks earlier, South Korea had become the first country outside the G-8 to chair and host a G-20 summit, welcoming world leaders to its capital, Seoul. These events starkly illustrated the dual reality of the Korean Peninsula and of East Asia more broadly. On the one hand, the Korean Peninsula remains volatile. The proliferation of weapons of mass destruction by North Korea, the modernization of conventional forces across the region, and nascent great-power rivalries highlight the endemic security dilemmas that plague this part of Asia. On the other hand, South Korea's extraordinary development, sometimes called the Miracle on the Han River, has, alongside China's rise, become a major driver of the global economy over the past decade. These two contrasting trends exist side by side in Asia, the information revolution, globalization, and democratization clashing with the competitive instincts of the region's major powers. To ensure that the first set of forces triumphs, policymakers in Asia and in the international community must not only take advantage of existing initiatives but also adopt a bolder and more creative approach to achieving security. Without such an effort, military brinkmanship may only increase -- with repercussions well beyond Asia. For this reason, forging trust and sustainable peace on the Korean Peninsula represents one of the most urgent and crucial tasks on Asia's list of outstanding security challenges.
