Abstract:
India’s energy future needs to be low-carbon, climate-resilient and protected against price fluctuation. It can meet these needs by investing in Canadian oil companies, given the country’s political stability and rule of law. India can also attract greater foreign direct investment at home through the issuance of green bonds, a climate finance debt instrument that addresses environmental and climate-related challenges. This paper explores the regulatory perspective of the green bond market.

The delivery of five Rafale fighter jets this week demonstrates the continued upgrading of India’s military capabilities. A key part of this process has been the building of a domestic defence-industrial base by promoting participation of the private sector. Bringing certainty to defence procurement, monitoring emerging technologies and joining hands with like-minded countries, will play a critical role in taking this forward.

Abstract:
This edited volume is the third in a series of three. The series forms part of a SIPRI project that explores regional perspectives and trends related to the impact that recent advances in artificial intelligence could have on nuclear weapons and doctrines, as well as on strategic stability and nuclear risk. This volume assembles the perspectives of eight experts on South Asia on why and how machine learning and autonomy may become the focus of an arms race among nuclear-armed states. It further explores how the adoption of these technologies may have an impact on their calculation of strategic stability and nuclear risk at the regional and transregional levels.

Abstract:
This report aims to offer the reader a concrete understanding of how the adop­tion of artificial intelligence (AI) by nuclear-armed states could have an impact on strategic stability and nuclear risk and how related challenges could be addressed at the policy level. The analysis builds on extensive data collection on the AI-related technical and strategic developments of nuclear-armed states. It also builds on the authors’ conclusions from a series of regional workshops that SIPRI organized in Sweden (on Euro-Atlantic dynamics), China (on East Asian dynamics) and Sri Lanka (on South Asian dynamics), as well as a transregional workshop in New York. At these workshops, AI experts, scholars and practitioners who work on arms control, nuclear strategy and regional security had the opportunity to discuss why and how the adoption of AI capabilities by nuclear-armed states could have an impact on strategic stability and nuclear risk within or among regions.

Abstract:
The outbreak of the novel coronavirus has introduced a series of new stresses and factors in the US-China relationship. While the world has struggled to contain the pandemic and its tragic repercussions, the People’s Republic of China has used the outbreak to launch a global campaign of misinformation, further its economic coercion through the Belt and Road Initiative, and continue military expansion efforts in the South China Sea. China’s attempt to exploit the pandemic for political, strategic, and economic gain is problematic in the current environment, yet it is consistent with, and a continuation of, China’s long-term strategy. This report offers a global survey and assessment of attempts by the Chinese Communist Party (CCP) to expand its influence, including by exploiting the pandemic. As the United States and its allies focus on combatting the virus and salvaging their economies, there is an opportunity to better understand China’s strategy and develop a unified response.

Abstract:
Soon after Iran’s Islamic revolution in 1979, its leader, Ayatollah Ruhollah Khomeini declared that Iran would challenge “the world’s arrogant powers” across the globe. 1 “We shall export our revolution to the whole world,” he announced, adding that “Until the cry ‘There is no God but God’ resounds over the whole world, there will be struggle.’” 2 The idea of exporting Iran’s ideology was also incorporated in the Islamic Republic’s constitution. Article 154 of the current Iranian constitution affirms that Iran “supports the just struggles of the mustad’afun [oppressed] against the mustakbirun [tyrants] in every corner of the globe.” As is often the case with revolutionary regimes, the early fervor of the Iranian revolution seems to have subsided and the broader goal of replicating the Islamic revolution has been modified to expanding Tehran’s influence and ensuring external support for the survival of its clerical regime. But Iran still pursues a robust policy of cultivating and deploying proxies in other, mainly Muslim countries. The role of Iran’s proxies and allies in the Middle East is well known, partly because it is more overt. Hezbollah’s targeting of Israel and its efforts to dominate Lebanon, Iran’s role in propping up the Bashar Assad regime in Syria, or its political and militant meddling in Iraq and Yemen often make headlines. But the Ayatollahs have also expanded their influence across South, Central, and East Asia without attracting the same level of attention as their activities in the Middle East.

Since February of 2020, the eight countries of South Asia have been contending with the devastating effects of the coronavirus pandemic. The region has seen the third-highest death rate in the world from the virus, which originated in Wuhan, China, and brought long-term health impacts the medical community is only beginning to recognize. The economic consequences of COVID-19 on South Asia are proving to be even greater than the healthcare challenges in the region. Different South Asian countries have dealt with the pandemic in various ways, but the economic costs overall seem to be higher than the healthcare consequences. A lot has happened in the world’s most populous region since the “Crisis from Kolkata to Kabul: COVID-19’s Impact on South Asia” report was published in May 2020. This document serves as an update on the progression of the pandemic in South Asia.
