1. Local feminist perspectives as transformative levers: women’s health and climate action in India

Abstract:
This study explores the transformative potential of local feminist perspectives in addressing systemic gender inequalities in India, focusing on women’s health and climate action. Anchored in global frameworks, such as the Beijing Declaration (1995) and the Sustainable Development Goals (SDGs), and rooted in India’s historical milestones, such as the Towards Equality Report in 1974 (Government of India, 1974), this research examines how caste, class, gender, sexuality and disability intersect to perpetuate inequities. Despite progress in education, health, and political representation, deep-seated patriarchal norms and structural barriers continue to undermine women’s agency, as reflected in India’s low ranking on the Global Gender Gap Report 2024 (World Economic Forum, 2024). Using intersectional and eco-feminist frameworks, the study employs a qualitative, multi-method approach, including 31 key informant interviews and a stakeholder dialogue involving 40 participants from non-governmental organisations (NGOs), community organisations and feminist collectives. By integrating lived experiences with policy analysis, this study highlights how local feminist movements in India have challenged entrenched social norms, amplified marginalised voices and innovated to provide context-specific solutions. The findings reveal persistent health inequities among women, compounded by caste and disability, and critique health policies for their technocratic focus. Interventions by community organisations as well as governments, such as community health workers and self-help groups, have emerged as vital platforms for addressing reproductive and menstrual health needs while fostering social change. In climate action, women face disproportionate vulnerabilities due to caregiving roles and resource dependencies. However, localised initiatives, including women-led renewable energy programmes and sustainable agriculture practices, showcase their potential as agents of environmental resilience. The study advocates for recognising intersectional vulnerabilities, converging across sectors, improving participatory governance, strengthening capacity building of community organisations, and including divergent experiences of women in policy and intersectional funding models. By situating feminist knowledge within actionable frameworks, it presents a replicable model for integrating gender justice into health and climate strategies, offering lessons for global contexts. The report underscores the necessity of sustained collaboration among community actors, women’s advocacy groups, policymakers and donors to foster systemic equity and resilience.

Abstract:
The purpose of this study is to examine the complex interplay between Pakistan’s patriarchal system and women's limited participation in politics. It offers a critical analysis of the cultural barriers, gender biases, and structural constraints that hinder women's active engagement in Pakistani politics. The study argues that the deeply entrenched patriarchal structure in Pakistan reinforces power imbalances, which in turn restrict women's freedom, mobility, and autonomy. Women are assigned subordinate roles within the social hierarchy, discouraging their involvement in political processes. Although reserved seats have been established to improve women's representation in national and regional legislatures, women continue to face multiple challenges in political engagement, including limited access to resources, social resistance and male-dominated institutions. Addressing the issue of women's underrepresentation in Pakistani politics necessitates comprehensive efforts that involve challenging patriarchal norms, eliminating institutional barriers, ensuring equal access to resources and opportunities, and enacting laws and policies that protect and advance women's rights.

Abstract:
Since the Taliban takeover in 2021, Afghanistan has faced a grim confluence of crises—a failing economy, widespread poverty and famine, rampant human rights abuses, and a total erasure of the rights of women and girls. Devastating earthquakes and the deportation of Afghans from Pakistan have further compounded the challenges facing the country. The Taliban appear to be indifferent to international sanctions or any of the usual levers of diplomacy and have not heeded global calls to ease restrictions on women and girls. As the situation intensifies, it has become harder to imagine how things will improve, especially for those most impacted. Recognizing the gravity of the situation, the international community has taken steps to address the situation. In December 2023, the United Nations Security Council adopted a new resolution (UNSCR 2721) on Afghanistan that aims to bring coherence to wide-ranging political, humanitarian, and development activities. Importantly, the Resolution calls for the appointment of a United Nations special envoy for Afghanistan to uphold recommendations from an independent assessment, “particularly regarding gender and human rights.” Not surprisingly, the Taliban have not accepted the report findings or recommendations. Additionally, Afghan women continue to be marginalized from decision-making roles and opportunities to meaningfully influence political processes focused on the future of the country. To further complicate matters, Afghans struggle to form a unified vision for the future of the country. While many courageous Afghan women continue to speak out against Taliban oppression, consensus on the way forward remains out of reach. Decades of war and instability have created deep divisions in Afghan society, making it difficult for the Afghan women’s movement to mobilize a coordinated, strategic response and articulate a cohesive platform for advocacy. To support better coordination and advocacy, this study engaged Afghan women to identify priority actions for peace and stability in the country. The goal of the project was to support Afghan women in articulating a strong and unified voice in preparation for the day when peace negotiations are once again possible. While it is hard to imagine a future in which the Taliban will consider progressive reforms or is no longer in power, we believe it is important to start planning for that day now to ensure diverse perspectives are considered and progress toward meaningful reform can be made over time. Afghan women must be central to any national dialogue and future peace processes.

7. Mass Atrocity Crimes Against Women and Girls in Afghanistan

Abstract:
Afghanistan has consistently ranked among the ten highest-risk countries for a new onset of mass killing1 in the United States Holocaust Memorial Museum’s annual Statistical Risk Assessment. 2 Since 2021, when the Taliban seized power in Afghanistan, many communities face a heightened risk of targeted violence. In 2021, the Museum’s Simon Skjodt Center for the Prevention of Genocide issued warnings of potential mass atrocities against women and girls3 and the risk of genocide against the Hazara community.4 The Simon-Skjodt Center for the Prevention of Genocide and the United States Institute of Peace (USIP) have collaborated on a series of convenings on the risks to civilians in Afghanistan and potential international responses to halt and prevent the Taliban’s crimes and advance accountability for the victims. In January 2024, the Simon-Skjodt Center for the Prevention of Genocide and USIP co-hosted a private roundtable discussion on mass atrocity crimes committed against women and girls by the Taliban. The conversation was held in recognition that crimes perpetrated against women and girls, while too often neglected, are often mass atrocities and require a coordinated response from the international community. The convening included researchers, policymakers, activists, legal experts, and other civil society representatives, who discussed the following questions: • What information has been collected about crimes targeting women and girls in Afghanistan, and what patterns emerge from this documentation? • How and why has gender persecution become a focus of investigative efforts? • What are the consequences of the Taliban’s persecution of women and girls? • How can the Taliban be held accountable for their crimes against women and girls? • What topics need further exploration? • What are recommendations for actions that can be undertaken in the coming year to address the Taliban’s crimes against women and girls? The discussion took place under the Chatham House rule. This report summarizes key topics from the conversation without attribution.

Abstract:
Women empowerment is a significant concept in gender equality. Political empowerment is particularly critical because they need to be active in the decisionmaking process (Rasul, 2014). However, women’s experience shows various difficulties while trying to reach high positions, especially in politics. The situation raises an important question about how women who have experienced holding authority use it for the benefit of other women. So, the research aim is to investigate how two women leaders in different countries with different development levels contribute to women’s empowerment. Therefore, Benazir Bhutto and Margaret Thatcher are the two cases of this research. Benazir Bhutto was Pakistan’s first Muslim female prime minister, an underdeveloped country from 1988 to 1990 and from 1993 to 1996 (Jangbar, 2021). On the other hand, Margaret Thatcher was the first woman prime minister of the United Kingdom, a developed country from 1979-1990 (Özdikmen and Kartın, 2021). A woman leader in a developed country is expected to contribute more to women’s empowerment than a woman leader in an underdeveloped country. Yet, while Benazir Bhutto is shown to have made significant strides in empowering women in Pakistan, Margaret Thatcher’s use of power did not align with supporting women. She was known to criticise women’s rights, which had already been gained. This unexpected contrast challenges the notion that the development level of countries influences the work of women leaders as expected. The findings suggest that women leaders in underdeveloped countries may hold more significance in the context of women’s empowerment.

Abstract:
Pakistan is vulnerable to disasters, but recently, climate change has exacerbated its impact, which has led to adverse effects on the country's socio-economic stability. This research paper explores the gaps in Pakistan's disaster management frameworks and policies and proposes gender-sensitive disaster-resilient policy recommendations. It highlights the disproportionate impacts of disasters on the lives of women, exacerbated by socio-cultural norms. The study draws lessons from Bangladesh and Japan, which have successfully integrated gender-inclusive disaster mitigation strategies. Recommendations include equitable distribution of relief aid, ensuring women's participation in decision-making, increasing coordinated efforts among agencies, and enhancing community-based disaster management. The effective implementation of these measures will contribute to sustainable communities and better living conditions for women.

10. The Impacts of Earned Wage Access on Low-Income Women Workers

Abstract:
This study examines the effects of employer-provided Earned Wage Access (EWA) on financial resilience, workplace retention, and productivity among low-income women workers in a South Indian garment factory. Through a 12-month randomized controlled trial, researchers found that access to EWA reduced reliance on informal loans by 30%, improved liquidity, and enhanced worker retention by 4.2%. Women in the intervention group also experienced an 8% increase in daily productivity, particularly those facing high financial stress. While the intervention improved financial confidence, it did not significantly impact savings behavior or intra-household bargaining power. The findings highlight the potential of workplace-based digital financial solutions in promoting financial well-being and economic empowerment for women in developing countries.
