Standard Poor's recently cut its outlook on India's investment rating from stable to negative. The decision was met with shock from India's Ministry of Finance, but it echoed a sentiment currently running through policy discussions about India—that investors and policymakers in and outside of India are looking at the central government with disbelief and disappointment over the stalling of further economic reforms.

72. Renewable Resource Shocks and Conflict in India's Maoist Belt

Abstract:
Is there a causal relationship between shocks to renewable natural resources, such as agricultural and forest lands, and the intensity of conflict? In this paper, we conduct a rigorous econometric analysis of a civil conflict that the Indian Prime Minister has called the single biggest internal security challenge ever faced by his country, the so-called Maoist conflict. We focus on over-time within-district variation in the intensity of conflict in the states where this conflict is primarily located. Using a novel data set of killings, we find that adverse renewable resource shocks have a robust, significant association with the intensity of conflict. A one standard deviation decrease in our measure of renewable resources increases killings by 12.5 percent contemporaneously, 9.7 percent after a year, and 42.2 percent after two years. Our instrumental variables strategy allows us to interpret these findings in a causal manner.

73. Nepal's Fitful Peace Process

Nepal is entering a new phase in its fitful peace process, in which its so-called "logical conclusion" is in sight: the integration and rehabilitation of Maoist combatants and the introduction of a new constitution. The Maoists, the largest party, are back in government in a coalition led by the Communist Party of Nepal (United Marxist-Leninist), UML party. Negotiations, although fraught, are on with the second-largest party, the Nepali Congress (NC), to join. Agreement is being reached on constitutional issues and discussions continue on integration. None of the actors are ramping up for serious confrontation and few want to be seen as responsible for the collapse of the constitution-writing process underway in the Constituent Assembly (CA). But success depends on parties in opposition keeping tactical threats to dissolve the CA to a minimum, the government keeping them engaged, and the parties in government stabilising their own precariously divided houses. It will also require the Maoists to take major steps to dismantle their army.

74. Reforming Pakistan's Police and Law Enforcement Infrastructure: Is It Too Flawed to Fix?

Abstract:
An efficient, well-functioning police service is critical to counterinsurgency as well as counterterrorism efforts in Pakistan, now and in the future. At the same time, the police force must also address rising crime rates and a deteriorating law-and-order situation, among many other tasks. The capacity of the Pakistan Police Service to deliver on all these fronts is severely diminished by political manipulation, the lack of forensic services, inadequate training and equipment, corruption, and weaknesses in the judicial sphere. Disconnect and lack of coordination between numerous kinds of policing and intelligence organizations are major hurdles on the path leading to collective strategizing. Upgrading the existing police system as the central law enforcement institution in the country cannot occur in isolation, however. Instead, it must be part of an overarching restructuring of the total law enforcement infrastructure, including a reform of the criminal justice system and the stripping of politically motivated amendments from the Police Act of 2002. Both traditional and innovative reforms would be expected to bear fruit in this arena. With a high degree of public consensus on the need for far-reaching law enforcement reforms in Pakistan, there is political space to make tough, reform-oriented choices. Pro-reform circles within police are also gaining strength.

Abstract:
The “all-weather” Sino-Pakistan relations, characterized especially by Beijing's position on the Kashmir issue and its long-standing and close defense ties with Islamabad, continue to affect New Delhi's threat perceptions and Sino-Indian relations. Beijing's need to sustain friendly relations with Pakistan stems from its desire to mitigate ethnic separatist problems, improve energy security and execute its policy of hedging against a rising and future rival in India. Despite the changing international and regional security environments and Beijing's more balanced South Asia policy, this need is viewed in New Delhi as a major obstacle to enhancing mutual trust and improving bilateral relations between China and India. Conversely, without de-hyphenating Sino-Indian ties, the Pakistan factor will remain a point of contention in fully developing the increasingly important relationship between Asia's two rising powers.

Chronic food insecurity and hunger are part of daily life for millions of Nepalis. For families living in Nepal's remote mountain regions in particular, getting access to sufficient food is a daily struggle. Climate change is making the situation worse.

Abstract:
This paper seeks to identify and assess key climate insecurities in Indonesia and further explore how they could potentially influence the process of defence reform that has been ongoing in Indonesia since Suharto's downfall in 1998. Key climate insecurities in Indonesia are related to energy and food security, large-scale disasters, drought, changing climate patterns and rising sea levels. Furthermore, this paper argues that given these security implications, the Indonesian National Defence Forces (TNI) has yet to seriously assess and incorporate climate change into its force development plans. Finally, this paper outlines some of the key challenges and prospects for TNI's defence reform process, as it relates to climate change.

The risks posed by fragile states have moved to the centre-stage of Western security consciousness only in recent years, fundamentally as the result of globalisation and precipitously due to the 9/11 attacks on the United States. The threats posed by fragile states to the Western countries are palpable and proximate-for instance, in the form of terrorist plots, influx of refugees and organised crime-but the origins of the threats are relatively remote. Western policymakers and publics, therefore, enjoy a certain geographical and temporal insulation, not only allowing for detached analysis but also allowing a broader range of policy options.

79. Sri Lanka: Women's Insecurity in the North and East

Abstract:
Women in Sri Lanka's predominantly Tamil-speaking north and east are facing a desperate lack of security in the aftermath of the long civil war. Today many still live in fear of violence from various sources. Those who fall victim to it have little means of redress. Women's economic security is precarious, and their physical mobility is limited. The heavily militarised and centralised control of the north and east – with almost exclusively male, Sinhalese security forces – raises particular problems for women there in terms of their safety, sense of security and ability to access assistance. They have little control over their lives and no reliable institutions to turn to. The government has mostly dismissed women's security issues and exacerbated fears, especially in the north and east. The international community has failed to appreciate and respond effectively to the challenges faced by women and girls in the former war zone. A concerted and immediate effort to empower and protect them is needed.

80. FDI in retailing and inflation: The case of India

Abstract:
India's food price inflation is a major driving factor behind the country's overall accelerating inflation over the past few years. Agricultural food prices in particular have risen recently: over the past year vegetables have become costlier by 18%, pulses by 14%, milk by 10%, and eggs, meat and fish by 12%. The rise in fruit prices was, however, relatively smaller (5%), and the same happened for cereals (3%). This price escalation is largely due to an inefficient supply chain in agriculture. Some of the supply side constraints have been identified: poor agricultural productivity, lack of corporate involvement in agriculture, ceilings on landholding size, existence of middlemen, hoarding, and, more importantly, insufficient cold storage facilities and transportation infrastructure. Around 50% of fresh produce in India rots and goes to waste between the farm gate and the market because of inadequate cold storage facilities and a poor distribution network. These factors unfavorably affect agricultural supply, create a supplydemand gap and help raise food prices.
