Abstract:
On April 10, Venezuelans stayed up past midnight to watch an event on TV that just a few weeks prior would have seemed incredible, almost miraculous: after three months of intense protests, headed by students in alliance with the most combative sectors of the opposition calling for President Nicolás Maduro's departure, the government and the opposition, thanks to mediation from the Unión de Naciones Suramericanas (Union of South American Nations—UNASUR), sat down to negotiate.

Abstract:
The United States currently maintains formal diplomatic relations with all but five United Nations member-states. In addition to these five countries, there are states—including Venezuela—with which U.S. relations continue to be strained. In most such relationships, cooperation across societies is challenging, hampered by seemingly insurmountable political differences between governments. When official cooperation at the higher levels of government proves infeasible, it is often in the interest of both countries to pursue alternative, more informal approaches, sometimes referred to as "Track II diplomacy" Such forms of diplomacy allow for exchanges of people and ideas to build confidence between the two sides. Ideally, the modest gains in trust from Track II diplomacy will translate into a broader opening for political rapprochement.

273. Mapping the Impact Investing Sector in Brazil

Abstract:
During the past 10 years of impact investing in Brazil, we have observed a significant development in the impact investing space. Five years ago, only a few players identified themselves as impact investors, very few organizations in the social sector were investor-ready, and there were almost no co-investment opportunities. A steep increase in the number of investors and amount of capital, greater coordination among players, and a more professional workforce active in the industry today have facilitated the development of impact investing. This market study of the impact investing sector in Brazil reveals significant market growth. Nineteen of Brazil's largest impact investors, including fund managers, banks, foundations, family offices and others surveyed expect to commit 40% to 50% more capital to impact investments in 2014 compared to 2013.

This report is based on the themes and messages discussed during the Business Opportunities in Housing for the Base of the Pyramid event held in São Paulo, Brazil on 2 September 2013. The event brought together between key actors developing housing solutions for low-income communities in Brazil. More than 70 members from the United Nations Development Programme in Brazil, city government, civil society, real estate developers, private-sector companies and investors attended this invite-only event, a collaborative effort between Business Call to Action (BCtA) and Aspen Network of Development Entrepreneurs (ANDE) Brazil Chapter which enabled participating stakeholders to discuss challenges and solutions.

275. The Determinants of Arms Spending in South America

Abstract:
In recent years, South America has witnessed a large increase in arms purchases. Nonetheless, there are important intraregional differences in terms of the allocation of resources for weapons acquisitions. How can we account for these disparities? Mainstream literature suggests that levels of arms importation depend on either the size of the defense budget or the perception of threat. In contrast, this article contends that the level of spending on arms is mainly determined by: (a) the expansive or nonexpansive nature of the strategic assessment of defense, (b) the available resources allocated by the defense budget, and (c) the level of political attention to defense issues. Thus, the aim of this article is to account for and assess the determinants of the different levels of arms importation in South America from 2000 to 2011.

This communication aims to address Brazilian perspectives on the convergence between Brazilian Intelligence System (SISBIN, in Portuguese), a Brazilian State institutional arrangement in the national defense sector established in 1999, and the South Atlantic Peace and Cooperation Zone (ZOPACAS, in Portuguese), a multilateral negotiation mechanism approved by the United Nations (UN), in 1986, following the initiative of Brazilian diplomacy. This paper, therefore, aims at analyzing the convergence of a country's internal and external security and defense policies in a given regional context.

Abstract:
The South Atlantic is responsible for linking South America to Africa, but it is, first, also a strategic space for political, technical and commercial exchanges between both continents. Historically considered a commercial region involving Europe, Latin America and Africa, the Atlantic Ocean resumes its geo-economic and geopolitical importance due to its great natural resources, as well as to the turnaround of geopolitics towards South. Though it has huge importance since the colonial era, it is since the 1970s' Oil Crisis that this ocean had its prominence re-dimensioned, boosting the debate on limited maritime borders, but mainly on the exploration of its natural resources. Moreover, the incapacity of the two current interoceanic waterways – Suez and Panama – in responding demands and receiving more important ships increased the pressures on the area. Besides the oil reserves and the ecosystems located in the Atlantic, there is a diversity of other resources that might benefit the economic development of the countries lying on both margins.

278. The Rise of Latin America : Reordering Regional Security in Latin America

Abstract:
In the wake of the Cold War, regional democratization and economic liberalization were supposed to usher in an opportunity to build a common hemispheric security agenda, designed to unite the United States and Latin America in collaboration against the "new" security threats posed by organized crime and violent nonstate actors. Two decades later, the threats remain much the same, yet the hemispheric security agenda has fragmented, replaced in part by projects designed to build specifically South American regional institutions. As some scholars predicted, heterogeneous threat perceptions across the region, differences over democratization, and tensions over the effects of free trade and market liberalization have confounded the effort to build a hemispheric security agenda. Yet the efforts by former President Hugo Chávez of Venezuela to radically transform the regional security order by building a Bolivarian alliance of states as an explicit counterweight to U.S. power have also fallen short. Instead, Brazil's ascent as a global economic power and the growing prosperity of the region as a whole has created an opportunity for Brazil to organize new mid-range political institutions, embodied in the Union of South American States (UNASUR), that exclude the United States yet pursue a consensual security agenda. This emerging regional order is designed by Brazil to secure its leadership in South America and allow it to choose when and where to involve the United States in managing regional crises. Yet, Brazil is finding that the very obstacles that confounded hemispheric security collaboration after the Cold War still endure in South America, limiting the effectiveness of the emerging regional security order.
