21. The changing face of environmental governance in the Brazilian Amazon: indigenous and traditional peoples promoting norm diffusion

Abstract:
Transnational networks of non-state actors are using ILO Convention No. 169 as a powerful instrument of environmental governance. The treaty promotes the norm of Free, Prior and Informed Consultation (FPIC), empowering local communities to influence infrastructure projects that impact their livelihoods and natural resources. However, there is a disconnect between the Brazilian government’s discourse and the effective implementation of this norm. Using document analysis and process tracing, this article investigates this rhetoric-practice gap. It argues that these transnational networks are diffusing the FPIC norm through Consultation Protocols, slowly bridging the gap.

Abstract:
What can we learn about resilience by examining completed resilience, disaster risk reduction, and climate change adaptation projects? Oxfam conducted three such case studies in Bolivia, Colombia, and Fiji, looking at the conditions required for successful resilient development as well as issues around timing and duration. This synthesis report presents a summary of the three projects and distills the findings that were common to our analysis of them as well as a related climate change adaptation project in Vanuatu.

Abstract:
After the 2000 ‘Water-War’, access to water in Bolivia has become a major social demand and thus a prime and contentious political issue. The event has revealed an overwhelming opposition to neo-liberal approaches to water management and has allowed the articulation of a new discourse that sees water not as an economic resource but as a human right. In this context, the paper reviews the two contrasting positions within the debate about whether or not water should be treated as an economic resource. In doing so, it presents the arguments underpinning each position which then allows it to elaborate some relevant conclusions.

Abstract:
Ethnic cleavages have rarely given rise to political organizing and sustained political conflict in Latin America. Over the past two decades, however, Latin America has witnessed a wave of rural organizing and movement building that mobilizes Indians as Indians to advance and defend self-proclaimed indigenous rights. This paper addresses why indigenous identity has become a more salient basis of political organizing and source of political claims in Latin America over the past two decades. After analyzing alternative theoretical approaches, the paper proposes a historically grounded comparative analysis that situates indigenous identity and movement formation in relation to the process of state building and the changing terms of citizenship. Drawing on social movement theory, the author suggests the conditions under which identity and organization have merged to generate indigenous movements in the region.
