231. Economic Size Trumps All Else? Lessons from BRICSAM

Abstract:
Continuing CIGI's BRICSAM research, this paper questions whether size (economic or population) of emerging economies alone is enough to warrant accommodation in the rules and structures of the international system. The global realignment of states following the resulting power vacuum brought on by the end of the Cold War is finally materializing, as a new triangular formation has taken shape: the 'first world' club of the OECD; the 'second world' of emerging economies; and, a heterogeneous 'third world' of the rest. The interplay between and mobility among these groups of states deserves in-depth analysis. The core of this paper observes the economic and social trends of countries in the second tier, and their upwards aspirations towards the top-tier of the global architecture. Traced through a variety of indices, the growth of the BRICSAM group of countries (Brazil, Russia, India, China, South Africa, ASEAN-4 and Mexico) is demonstrated to be a powerful force in international economics and political economy. For the inclusion of these states, a change in the key aspects of global economic governance, the international architecture and geopolitics seems inevitable, and with it, new challenges arise for decision-makers and scholars alike.

232. On the Manner of Practising the New Diplomacy

Abstract:
The traditional model of diplomacy, founded on the principles of national sovereignty and of statecraft, is becoming less relevant as a field of new, influential actors enter the international system. Diplomats must now engage a vastly larger number of players in host countries, as the age-old “club model” of diplomacy gives way to a less hierarchical “network model.” This paper calls for a new approach–one in which diplomats project their nation's values and interests to the growing field of international players, focusing on a critical set of issue areas of special relevance to the mission. Although the environment in which diplomacy is practised has changed drastically, the adaptive behaviour of many diplomats and foreign ministries has not always kept pace with this new reality. This is part of the reason they are not fully able to take advantage of the many opportunities offered by increased international flows and interactions. Drawing on the author's diplomatic experience in South Africa and India, it is argued that diplomats are no longer sheltered from the political realm; that they are more accessible by and have wider access to non-state actors; and that they must respond to the vast array of demands these new factors pose.

233. Zimbabwe: An Opposition Strategy

Abstract:
The risk of an explosion that could cost thousands of lives in the country and shatter the stability of Southern Africa is growing in Zimbabwe. Political reform is blocked, and virtually every economic indicator continues to trend downward. Inflation, poverty and malnutrition are growing more acute. Party and civil society opponents of President Mugabe's government are yet to tap effectively into the living-standards-based dissatisfaction but it could finally become the spark that sets Zimbabwe toward change. The course is risky but Zimbabwe's splintered opposition needs to come together to formulate a campaign of non-violent resistance that channels this anger and frustration into pressure on Mugabe to keep his word to retire by 2008 and on his ruling ZANU-PF party to negotiate seriously on a transition. The international community, long frustrated at its inability to influence the crisis, should assist, especially by tightening targeted sanctions (U.S./EU) and offering mediation services (South Africa).

234. Estimating the Balance Sheet of the Personal Sector in an Emerging Market Country: South Africa 1975-2003

Abstract:
Official balance sheet estimates for the household sector are not currently available in South Africa, yet, with the country's well developed financial sector and deep capital markets, asset market channels are likely to be important determinants of aggregate consumer spending and saving, consumer demand for credit and their broad money holdings. The current paper aims to produce comprehensive estimates of household balance sheets for South Africa. The paper draws, where feasible, on best practice from the Office of National Statistics of the UK and assesses the quality of the data sources and suggests areas where additional surveys or improvements in data collection procedures would be helpful to further improve the quality of the balance sheet estimates. Furthermore, quarterly balance sheet measures to 2003 are provided, and linked to quarterly measures. The main balance sheet categories are liquid assets, household debt and various categories of illiquid financial and tangible assets, including pension wealth, directly held shares and bonds, and housing. Revised debt estimates and new estimates of tangible assets for households and unincorporated businesses are provided. The paper describes the trends of the estimates of the household sector's balance sheets and of total net wealth. The paucity of data for developing and emerging market countries is illustrated by means of a survey, and lessons are drawn from the South African research for the compilation of household sector balance sheets.

Abstract:
Because peacekeeping is not distributed to conflicts at random, to understand its effects, we need to understand where it tends to be used. This chapter investigates the question of where peacekeepers get sent – what distinguishes conflicts that receive international peacekeeping from those that do not? Why were peacekeepers sent to El Salvador and Namibia but not to the Philippines or Palestine? Why no peacekeeping in Northern Ireland, monitors to South Africa, traditional peacekeepers to Papua New Guinea, a multidimensional mission to Cambodia, and an enforcement mission to Liberia? Why peacekeeping in Mozambique and, eventually in Sierra Leone, but not in Bangladesh? What explains this variation across civil war cases?

237. BRICSAM and the Non-WTO

Abstract:
We discuss recent regional trade and economic partnership agreements involving the large population, rapidly growing economies (BRICSAM: Brazil, Russia, China, India, South Africa, ASEAN, and Mexico). Perhaps 50 out of 300 agreements that exist worldwide involve BRICSAM countries; most are recently concluded and will be implemented over the next few years. Along with extensive bilateral investment treaties, mutual recognition agreements, and other country to country (or region) arrangements they are part of what we term the non-WTO. This paper aims to document and characterize the agreements and analyze their possible impacts. Agreements differ in specificity, coverage and content. In some treaties there are detailed and specific commitments, but these also co-exist with seemingly vague commitments and (at times) opaque dispute settlement and enforcement mechanisms. Whether these represent a partial replacement of the World Trade Organization (WTO) process for newly negotiated reciprocity based on global trade liberalization or largely represent diplomatic protocol alongside significant WTO disciplines is the subject of this paper.

238. Swaziland: The Clock Is Ticking

Abstract:
Swaziland has been an absolute monarchy for more than 30 years, with a royal leadership that ignores worsening social ills and a small elite that is often openly corrupt. A new constitution that further codifies broad royal powers and privileges is in the final stages of preparation. Political violence is still more talked about than actual but frustration is building. Multilateral African institutions, the EU and key countries like South Africa and the U.S. have been too willing to accept the royalists' line that any change must come very slowly. More pressure from the outside is needed to help pro-reform elements inside the country bring back a constitutional monarchy and genuine democracy that are the best guarantees Swazi instability will not eventually infect the region.

Amidst a growing concern about increasing inequality, the spatial dimensions of inequality have begun to attract considerable policy interest. In China, Russia, India, Mexico, and South Africa, as well as most other developing and transition economies, there is a sense that spatial and regional disparities in economic activity, incomes and social indicators, are on the increase. Spatial inequality is a dimension of overall inequality, but it has added significance when spatial and regional divisions align with political and ethnic tensions to undermine social and political stability. Also important in the policy debate is a perceived sense that increasing internal spatial inequality is related to greater openness of economies, and to globalization in general.

Abstract:
Within the single month of November 2004, Saskatchewan became the latest Canadian province to accept same-sex marriage, South Africa's Supreme Court of Appeal held the limitation of marriage to opposite-sex couples to be unconstitutional, the United Kingdom became the latest European country to introduce civil partnerships as an institution for same-sex couples analogous to marriage, and the government of New Zealand presented a Bill to the New Zealand Parliament to do the same thing in that country. In the 15 years since Denmark became the first country in the world to introduce such an institution most jurisdictions in Western Europe and in Canada, and a handful of states in the United States of America, have followed Denmark's innovation and some have opened up the institution of marriage itself to same-sex couples. The peculiarly North American debate whether civil partnership is a second-rate alternative to marriage as a means of achieving gay and lesbian equality has not been engaged with elsewhere in the world, and it will not be engaged with here. This article intends, rather, to explore the remarkable phenomenon that such a debate is today one of practical reality rather than hypothetical aspiration.
