221. Expanding Credit Access: Using Randomized Supply Decisions to Estimate the Impacts

Abstract:
Expanding credit access is a key ingredient of development strategies worldwide. Microfinance practitioners, policymakers, and donors have ambitious goals for expanding access, and seek efficient methods for implementing and evaluating expansion. There is less consensus on the role of consumer credit in expansion initiatives. Some microfinance institutions are moving beyond entrepreneurial credit and offering consumer loans. But many practitioners and policymakers are skeptical about “unproductive” lending. These concerns are fueled by academic work highlighting behavioral biases that may induce consumers to overborrow. We estimate the impacts of a consumer credit supply expansion using a field experiment and follow-up data collection. A South African lender relaxed its risk assessment criteria by encouraging its loan officers to approve randomly selected marginal rejected applications. We estimate the resulting impacts using new survey data on borrower behavior and well-being, and administrative data on loan repayment. We find that the marginal loans increased credit access and produced measurable benefits in the form of increased employment, reduced hunger, and reduced poverty. The marginal loans also appear to have been profitable for the lender. The results must be interpreted with caution but suggest that consumer credit expansions can be welfare-improving.

Abstract:
This paper analyzes the setting of the Olympic Games and the FIFA World Cup employing a geopolitical approach. To identify in which way these international sports events are geopolitical instruments of the International System, I present a revision of different elements involved in the selection of China and South Africa as respective hosts of the Olympic Games of 2008 and the World Cup of 2010, such as the motives, goals and possible benefits of these two countries. In this way, I sustain the thesis that the Olympic Games and the World Cup are political instruments used by the States to pursue their geopolitical interests.

223. An Urban-Rural Focus on Food Markets in Africa

Abstract:
This paper takes an urban-rural focus on sub-Saharan Africa (hereafter: Africa) food markets, arguing that the structure of food demand is changing with urbanization and that policies and programs should focus on what will help both the very poor rural producers and the large number of very poor urban consumers in African cities. Aside from migration, improved access to markets is the most likely way for poor rural populations to improve their livelihoods. The growing numbers of very poor urban dwellers mean that policymakers need to consider how to keep food prices affordable without recreating the subsidies that stifled economic growth in the past. Experts on economic growth in Africa note that among all regions of the world, Africa trades the least within its region. Increasing access to domestic and regional markets is seen as key to poverty reduction, food security, and economic growth, as well as a necessary step to improve the continent's capacity to trade with the rest of the world (USAID 2005).

Abstract:
At the more macro and general level, this article is concerned with societal transition towards the rule of law and sustainable democracy in post-conflict societies. It departs from an understanding that sufficient institutional capacity, in particular that needed to root and implement the rule of law, is ultimately required if secure, peaceful, and democratically viable post-conflict-ridden society is to be built and maintained over time. It assumes, in other words, that a legitimate and functioning normative order and a culture predisposed to such an order are key to security, reconciliation, and sustainable democracy. More particularly, the article engages the time and the methods, as well as the concerns of transition from societal violence, authoritarianism, and tyranny, towards the rule of law and secure democracy. To use Jon Elster's words, it deals with “the time” of attempting “to close the books” after a cessation of conflict has been agreed to and democracy is introduced.

Abstract:
Optimum Currency Area (OCA) approaches turn to be inadequate in the analysis of the new regional monetary integration schemes that have sprung up among developing and emerging market economies. Instead, in accordance with the concept of 'original sin' (Eichengreen et al.) we argue that regional monetary South-South integration schemes that, unlike North-South arrangements, involve none of the international reserve currencies, have specific monetary constraints and implications which need to be duly considered. A first comparative analysis of three cases of monetary South-South cooperation in South Africa (CMA), East Asia (ASEAN) and Latin America (Mercosur) shows that these can indeed provide macroeconomic stability gains but that this strongly depends on the existence of economic hierarchies within these integration schemes.

Abstract:
South Africa has undergone a remarkable transformation since its democratic transition in 1994, but economic growth and employment generation have been disappointing. Most worryingly, unemployment is currently among the highest in the world. While the proximate cause of high unemployment is that prevailing wages levels are too high, the deeper cause lies elsewhere, and is intimately connected to the inability of the South African to generate much growth momentum in the past decade. High unemployment and low growth are both ultimately the result of the shrinkage of the non-mineral tradable sector since the early 1990s. The weakness in particular of export-oriented manufacturing has deprived South Africa from growth opportunities as well as from job creation at the relatively low end of the skill distribution. Econometric analysis identifies the decline in the relative profitability of manufacturing in the 1990s as the most important contributor to the lack of vitality in that sector.

Abstract:
This paper explores export performance in South Africa over the past 50 years, and concludes that a lagging process of structural transformation is part of the explanation for stagnant exports per capita. Slow structural transformation in South Africa is found to be a consequence of the peripheral nature of South Africa's productive capabilities. We apply new tools to evaluate South Africa's future prospects for structural transformation, as well as to explore the sector al priorities of the DTI's draft industrial strategy. We then discuss policy conclusions, advocating an 'open-architecture' industrial policy where the methods applied herein are but one tool to screen private sector requests for sector-specific coordination and public goods.

In passing and implementing the Access to Information Act 2002, Jamaica has established a new and more open form of governance and accomplished what many other countries are still attempting. The Act, which provides citizens an enforceable right to official documents held by public authorities, is key to enhancing democracy, ensuring citizens' participation, and building greater trust in Government decision making. Access to public documents can assist citizens in exercising their other fundamental socioeconomic rights, such as the right to housing, appropriate health care, and a clean and healthy environment, and it can serve to make government more efficient and effective.

Apartheid was based on particular perceptions and hierarchical classifications of the human body. It aimed at separating people with different physical appearances in order to preserve the purity of the “white race” and its domination in South Africa. To understand the changes that have taken place in South Africa since 1990, to go beyond the surface of observable events and reach the social representations of these transformations that have developed among South Africans, the body, or more precisely images of the body, provide a good point of departure. The present study presents an experimental small scale survey aiming at uncovering social representations of the “new” South Africa shared by young South Africans at the dawn of the 21st Century. It argues that studies of social representations require, at least in their initial stage, the use of non-directive collective interviews; it shows that images of the body as displayed in TV commercials can be used as efficient prompts to start discussions about the present state of South African society. The survey used four commercials taped on South African TV in 2003; these clips were used as prompts in three non-directive collective interviews with young South Africans, to which was added a test group consisting of French students. TV commercials were analysed using methods in spired by the semiology of cinema; the transcripts of the interviews were analysed using methods borrowed from the French school of political sociology. The results of this experimental survey show that, if the transition from apartheid to a democratic nonracial society is considered positive, it is perceived with ambivalences and sometimes contradictory feelings: the future of South Africa may at the same time be envisioned with great optimism and heavy anxieties; relations between South Africans can be described as harmonious and be lived amidst acute tensions. Ambivalences and tensions, which remain very often untold, are precisely the dimensions of the representations of the “new” South Africa among young South Africans that non-directive collective interviews help to apprehend more clearly.
