11. For Richer or Poorer: The capture of growth and politics in emerging economies

Abstract:
The emerging economies Brazil, China, India, Indonesia, Mexico, Russia, South Africa and Turkey - in short, the BRICSAMIT - have come to be considered the economic powerhouses of recent decades. Not only have these countries managed to reduce poverty; most have embarked on a steep economic growth path and play an increasingly influential role on the global scene. But today, all eight BRICSAMIT countries occupy the top ranks as some of the most unequal countries in the world. The price these countries - and millions of their citizens - pay for this is high. Excessive inequality hampers development prospects: negatively impacting growth potential, threatening poverty reduction, leading to mass migration flows and 'brain drain', and reducing opportunities for young people. This report, which was commissioned by civil society networks across the BRICSAMIT countries, aims to increase the urgency to tackle the structural causes of inequality by shedding light on the nature and scope of the issue in the BRICSAMIT, and the economic, political and social consequences these countries are now facing as a result.

12. Rising powers in Africa: what does this mean for the African peace and security agenda?

Abstract:
Much has been written about the role of the rising or emerging powers and their accelerating economic engagement in Africa. Much less is known about how they contribute to or impact on the African peace and security agenda. This report takes a comparative look at the roles of China, India, Brazil and South African in relation to the African Union and its African Peace and Security Architecture. Each of these four countries has a distinct commercial and corporate approach to Africa, despite a shared political commitment to South-South cooperation. However, as they extend their economic engagement they are becoming more sensitive to insecurity and volatility. The Asian and Latin American countries, which traditionally have strongly emphasised non-intervention, are gradually becoming more involved in the African security agenda. They are increasingly concerned about their image and reputation and the security of their citizens and business interests, and are becoming more prepared to act multilaterally and to work with others in facilitating security and stability. As an African power, South Africa plays a more direct role and has emerged as a major architect of the continent's evolving peace and security architecture. This report summarises elements from a broader research project on rising powers and the African peace and security agenda undertaken by CMI in cooperation with NOREF.

In July 2014, a new multilateral and Southern-led development bank is expected to be launched by the leaders of Brazil, Russia, India, China and South Africa – better known as the BRICS. The BRICS Development Bank will provide a fresh source of finance for developing and emerging economies to meet their development needs. Little has been made public regarding the proposed Bank's core mandate or activities but while governments negotiate the technicalities of the Bank, it is critical that they also provide a solid vision of the principles, priorities and objectives on which the Bank's activities and operations will be premised. This policy brief recommends that these include commitments to: ending extreme poverty and inequality, with a special focus on gender equity and women's rights; aligning with environmental and social safeguards and establishing mechanisms for information sharing, accountability and redress; leadership on the sustainable development agenda; the creation of mechanisms for public consultation and debate; and the adoption a truly democratic governance structure.

Abstract:
South Africa has the highest burden of HIV/AIDS in the world, with 5.6 million people living with the virus and over 400,000 newly infected annually. Since 2004, the U.S. government has committed more than $4 billion to combating HIV/AIDS in South Africa—the largest U.S. investment in HIV/AIDS worldwide. Continued progress in controlling HIV/AIDS in South Africa, the epicenter of the pandemic, is pivotal to sustained progress against the disease worldwide.

15. Post-Durban Climate Policy Architecture Based on Linkage of Cap-and-Trade Systems

The outcome of the December 2011 United Nations climate negotiations in Durban, South Africa, provides an important new opportunity to move toward an international climate policy architecture that is capable of delivering broad international participation and significant global CO2 emissions reductions at reasonable cost. We evaluate one important component of potential climate policy architecture for the post-Durban era: links among independent tradable permit systems for greenhouse gases. Because linkage reduces the cost of achieving given targets, there is tremendous pressure to link existing and planned cap-and-trade systems, and in fact, a number of links already or will soon exist. We draw on recent political and economic experience with linkage to evaluate potential roles that linkage may play in post-Durban international climate policy, both in a near-term, de facto architecture of indirect links between regional, national, and sub-national cap-and-trade systems, and in longer-term, more comprehensive bottom-up architecture of direct links. Although linkage will certainly help to reduce long-term abatement costs, it may also serve as an effective mechanism for building institutional and political structure to support a future climate agreement.

The climate change negotiations in Cancun saved the multilateral negotiation process under the UNFCCC, but what were the African political dynamics at the negotiations? In this Africa policy brief the international climate change negotiations are analysed as a “political marketplace” where international, regional and national agendas meet and have an impact that goes far beyond the theme of the negotiations. It addresses three questions to understand the African political processes at the climate negotiations. First, why did the African Union endorse the Copenhagen Accord after COP 15? Second, why was Kenya so active in the high-level segment of the negotiations in Cancun? Third, what could South Africa do to bring the negotiations forward in Durban?

A political commitment was reached in Copenhagen between five countries: US, China, India Brazil and South Africa. The rest of the conference simply “took note of it”, most with resignation, many with anger. This policy brief will have a closer look at the climate change negotiations from an African perspective. It will try to answer three questions to see whether the outcome of the negotiations was as unacceptable as South Africa said it was. First, what was the African Common Position and what were some of their demands? Second, how did the negotiating strategy to defend the African Common Position on climate change evolve? Third, why did South Africa call the agreement it negotiated with the US, China and India unacceptable but did it not decline to be part of that deal?

19. Decision Time in Zimbabwe

Change is in the air in Zimbabwe. Its citizens no longer talk about whether it will come, but rather when. All acknowledge, however, that the road will be dangerous, possibly violent. South Africa is the single country with ability to help its neighbour through the roughest patches if it is willing to engage with sufficient determination to persuade the government of President Robert Mugabe and his ruling ZANU-PF party to sit down with their challenger, the Movement for Democratic Change (MDC), and then facilitate and mediate negotiations for a transitional government and new elections. A range of other international players need to play supporting roles, including the EU, the Southern Africa Development Commission (SADC), the African Union (AU), and the Commonwealth, but most directly and prominently the U.S. The visit of President Bush to South Africa on 8 July is a unique opportunity to chart action that could lead to a negotiated solution and an end to the crisis.

20. A Framework For Responsible Aid To Burundi

Within the last two months, thanks to the active engagement of the facilitation team, Burundi's peace process has exceeded expectations. Momentum has never been so strong since the civil war began ten years ago. On 3 December 2002, the transitional government led by President Buyoya signed a landmark ceasefire agreement with the Conseil national pour la défense de la démocratie – Forces de défense de la démocratie (CNDD-FDD) of Jean- Pierre Nkurunziza. This complemented the ceasefire reached two months earlier with two minor rebel groups (the CNDD-FDD faction led by Jean-Bosco Ndayikengurukiye and the PALIPEHUTU-FNL faction led by Alain Mugabarabona). On 27 January 2003, the government and the three rebel groups signed an additional memorandum of understanding establishing a Joint Ceasefire Commission and setting a date for the return of Mugarabona and Ndayikengurukiye to Burundi. An African Union force with South African, Ethiopian and Mozambican troops is to be deployed in the next few weeks.
