Abstract:
In May 2014 I suddenly received a telephone call from the South African Embassy in Moscow, then an official invitation signed by Jacob Zuma followed: he wanted me to be present at his second inauguration. Unfortunately I failed to do it, I was still recovering from a surgical operation, but the very fact was significant, not because I had been involved, but because it symbolized friendly relations that existed between the South African president and those in Russia who took part in supporting the long struggle against the apartheid regime.

Abstract:
This article has as its main objective to present initiatives of the Government of the State of Rio Grande do Sul for the promotion of the defense industry of Rio Grande do Sul in recent years. Subnational entities have an important role to play in strengthening the national defense industry and, through the formulation and implementation of well-defined public policies, are able to act as facilitators and catalysts for national initiatives at the local level. This article seeks to bring examples that demonstrate the various public policies that can be implemented by subnational entities in developed countries (Australia, Canada and France) and developing countries (South Africa, India and Mexico), comparing them with what has been done in the Brazilian case.

Abstract:
In the years between 1995 and 2008 South Africa was engaged in trade negotiations with the European Union (EU), which were seen as platform for addressing the trade imbalances in favour of the EU. In 2002, a Free Trade Agreement (FTA) was signed between South Africa and the EU. Despite its membership to the Southern Africa Development Community (SADC), South Africa engaged on the negotiations on its own which led to trade and political tensions with other countries within the community. By going alone South Africa was clearly indicating an appetite to vigorously pursue its interests at the expense of regional partners. It is argued that the exclusion, at an early stage of the negotiations, of other regional countries within SADC was counterproductive and had the potential to harm the regional trade relations. In addition, the change of approach at later stage that brought in the regional approach to the negotiations improved the regional trade relations within SADC.

Abstract:
With a view towards the defense of their vital spaces (South Atlantic) and seeking greater international prominence, Brazil has intensified its relations with the African continent. Thus, the present study aims to analyze the bilateral relations between Brazil and both South Africa and Angola, highlighting these relationships effects on the maintenance of security in the South Atlantic. It is studied the growing interconnection between the foreign policy and the Brazilian defense policy, the military cooperation agreements and joint naval exercises.

Abstract:
This paper examines the role that South Africa during Mbeki’s presidency played in peace and security issues of Southern African Development Community (SADC). The paper infers that South Africa under Mbeki adopted a peace-building approach, comprising mediation, negotiation, peacekeeping, promotion of democracy and election monitoring, in addressing peace and security challenges in the SADC. It however argues that it was the person of Mbeki, shaped by his leadership and revolutionary experiences in the African National Congress (ANC) during apartheid era, alongside South Africa’s economic strength that underlined and shaped its approach and contributions to SADC peace and security.

Abstract:
Post-apartheid South Africa pursued a pro-multilateral stance in world – regarding multilateral institutions as crucial instruments for reinforcing its new-found image as a champion for southern African and African causes. Challenging the hegemony and dominance of western powers in particular, powerful countries in general, was at the heart of South Africa’s multilateral strategies. Central to all multilateral engagements was respect for international law and the centrality of the United Nations (UN), stressing the promotion of human rights, debt relief, peace and stability, an equitable global trading system and sustainable development. Also of priority was reform of the UN and institutions of global governance, including the World Bank and International Monetary Fund.

Abstract:
Apartheid South Africa's nuclear related activities in Southern Africa have a long history. Apart from, inter alia, the development and existence of at least six nuclear devices (which was denied for decades), South Africa operated a nuclear test site in the Kalahari Desert on the border of Botswana, utilised uranium from Southwest Africa (now independent Namibia), and employed a nuclear deterrent strategy in response to Soviet support for Angola and liberation movements in the region. This elicited responses from the so - called Frontline States (FLS) as well as the members of the Southern African Development Community (SADCC). Therefore, the purpose of this contribution is to determine the extent of South Africa's nuclear activities as well as its impact on the region from the mid - 1970s until 1991. This period covers the period since the Portuguese regime's collapse in 1974 and its domino effect in Southern Africa, the disintegration of the Soviet Union and the termination of the Cold War.

Abstract:
South Africa is a country of particular importance to understand contemporary international relations. Located in the southernmost part of the African continent, bordered by the Atlantic and Indian Oceans, South Africa occupies a strategic geopolitical and geo-economic position. With the end of the Apartheid regime in the early 1990s, the country entered a phase of international reinsertion, which has as a fundamental component the normalization of relations with other African countries, especially its neighbors in Southern Africa. The goal of this work is to analyze the foreign policy of the New South Africa (from Nelson Mandela to Jacob Zuma), with the main concern of elucidating the role that regional integration has for the South African ambition s in the world system.
