Abstract:: Contested states are entities whose claims to statehood are challenged by the international community, resulting in a lack of de jure recognition. In 2014 the Islamic State (IS) became the latest addition to the current clutch of contested states. Its contemporaries included Abkhazia, South Ossetia, the Turkish Republic of Northern Cyprus, the Sahrawi Arab Democratic Republic, Kosovo and Somaliland. The IS’s recognition deficit was worse than that of most other contested states, but like the rest it too displayed standard features of statehood. These similarities were, however, overshadowed by the profound differences between the IS state and its counterparts.

Abstract:: Somaliland’s hybrid system of tri-party democracy and traditional clan-based governance has enabled the consolidation of state-like authority, social and economic recovery and, above all, relative peace and security but now needs reform. Success has brought greater resources, including a special funding status with donors – especially the UK, Denmark and the European Union (EU) – as well as investment from and diplomatic ties with Turkey and the United Arab Emirates (UAE), though not international recognition. It is increasingly part of the regional system; ties are especially strong with Ethiopia and Djibouti. Given the continued fragility of the Somalia Federal Government (SFG), which still rejects its former northern region’s independence claims, and civil war across the Gulf of Aden in Yemen, Somaliland’s continued stability is vital. This in turn requires political reforms aimed at greater inclusion, respect for mediating institutions (especially the professional judiciary and parliament) and a regional and wider internationally backed framework for external cooperation and engagement.

Abstract:: In Somaliland, Puntland and South Central Somalia, the International Community is mixing its political interests with its humanitarian agenda. Insecurity severely hampers access in many parts, making it difficult to implement and monitor humanitarian responses. International humanitarian actors need to revisit their strategies and invest more in working with local agencies to deliver aid. Local humanitarian actors need to take courageous humanitarian leadership with full accountability and transparency. Many international donors often appear to give priority to broader security agendas and the need for transparency over humanitarian action to save lives. This report assesses the capacity of local humanitarian actors to deliver humanitarian aid in response to the repeated crises that the country faces. It is the starting point of an Oxfam project to build the strength of local humanitarian actors to deliver effective humanitarian responses.
