1. Suppressing the truth and spreading lies: How the CCP is influencing Solomon Islands’ information environment

Abstract:
The Chinese Communist Party (CCP) is attempting to influence public discourse in Solomon Islands through coordinated information operations that seek to spread false narratives and suppress information on a range of topics. Following the November 2021 Honiara riots and the March 2022 leaking of the China – Solomon Islands security agreement, the CCP has used its propaganda and disinformation capabilities to push false narratives in an effort to shape the Solomon Islands public’s perception of security issues and foreign partners. In alignment with the CCP’s regional security objectives, those messages have a strong focus on undermining Solomon Islands’ existing partnerships with Australia and the US. Although some of the CCP’s messaging occurs through routine diplomatic engagement, there’s a coordinated effort to influence the population across a broad spectrum of information channels. That spectrum includes Chinese party-state media, CCP official-led statements and publications in local and social media, and the amplification of particular individual and pro-CCP content via targeted Facebook groups. There’s now growing evidence to suggest that CCP officials are also seeking to suppress information that doesn’t align with the party-state’s narratives across the Pacific islands through the coercion of local journalists and media institutions.

Abstract:
There’s a long and proud history of peacekeeping in the Pacific. Countries in the region have hosted missions, and contributed to them, to support their neighbours, resolve conflicts and maintain a more secure and peaceful region. They have also sent personnel abroad to contribute to global efforts to maintain international peace and security. Yet, this is an area that’s less explored and understood. The Pacific is frequently viewed as a beneficiary of peacekeeping rather than as a substantive contributor. In this report, we attempt to address that gap, drawing on interviews and discussions with government officials and returned peacekeepers in seven case-study countries (Fiji, Papua New Guinea, Samoa, Solomon Islands, Tonga, Timor-Leste and Vanuatu). We offer recommendations for Pacific countries, as well as the Australian Government, about opportunities for further partnerships to support the engagement of countries in the region in UN peacekeeping.

Abstract:
Domestic developments in the Pacific Island states matter more than ever to Australia. The challenges to internal resilience in the Pacific Islands are both structural — in the form of issues arising from population growth, urbanisation, land, immigration, health, and gender relations — and particular to the political situation in each Island nation. The inability of Pacific states to match service provision in cities with their growing populations is a major challenge to resilience. Of all political issues in Papua New Guinea, loss of customary land is the most likely to provoke protest and conflict.

4. How Soon Can Donors Exit From Post-Conflict States?

Abstract:
When can a donor (successfully) exit from an on-the -ground presence in a post-conflict state? The answer, according to the analysis presented here, is in decades: figures well beyond what was originally envisioned when peacekeeping troops were first deployed. In the specific cases of Liberia, Mozambique, Solomon Islands, and Timor-Leste considered here, the best case scenario for successful exit ranges from 15 to 27 years. Successful exit, for the purposes of this paper, entails the creation of the necessary fiscal space to fund the recurrent budget from internally generated revenues. This is a necessary, albeit, not sufficient condition for donor exit. Of essence, however, is the time rather than the dollar value of support provided. An extended donor presence, it is argued, provides the space for the creation, sustenance, and maturation of institutions that are finally able to undergird the state from rolling back into state failure on donor exit.

5. Food Security in the South Pacific Island Countries with Special Reference to the Fiji Islands

Abstract:
This paper analyses the status of food security in selected South Pacific Island countries, namely Cook Islands, Fiji Islands, Papua New Guinea, Samoa, Solomon Islands, Tonga, and Vanuatu at the national and household levels during the period 1991-2002. Due to narrow resource base and production conditions, Pacific Islands concentrate on a few primary commodities for production and exports. During recent years import dependency for food items has increased mainly due to a decline in per capita food production and a rapid rate of rural-urban migration. Currently, export earnings can finance food imports but earnings could fall short of the requirements needed after the expiry of some commodity preferential price agreements with importing countries. National food security is dependent on the continuation of subsistence farming and tapping ocean resources in conjunction with the on-going commercial farming of those crops in which Pacific Islands have a comparative advantage. Increased productivity is crucial for improving agricultural performance through government investment in rural infrastructure, agricultural research and extension, irrigation and appropriate price incentives. This would also help alleviate poverty for improvement in economic accessibility of food by households. There is also a need to design appropriate disaster risk management programmes to minimize any adverse effects on the food supply.

6. "Failed State" and the War on Terror: Intervention in Solomon Islands

A heightened sense of vulnerability to terror has touched every part of the world, including the Pacific Islands, and has linked small nations to large in new ways. Since the September 11 tragedy, concern has risen that so-called “failed states,” losing the struggle to maintain law and order at home, could become springboards for terrorism. Australia has shed its reluctance to intervene militarily in the Pacific trouble-sports—such as Solomon Islands, whose descent into chaos and violence was sparked in 1998 by civil unrest in Guadalcanal. With regional support, Australia led a mission in 2003 to restore law and order. A short-term success, the mission leaves questions about its long-term ability to achieve either well-being for Solomon Islands or security for the region. Its emphasis on shoring up a perennially weak central government, and its inattention to other pillars of Solomons society, threaten to undermine its success and create a crippling sense of dependency. For the mission to succeed, it must empower Solomon Islanders to take charge of their own destiny.
