Abstract:
THIS ISSUE OF the Journal of Palestine Studies goes to press between May 15 and June 7 2012, the sixty-fourth anniversary of the Palestinian Nakba and the forty-fifth anniversary of the occupation of the West Bank, Gaza Strip, East Jerusalem, the Sinai Peninsula, and the Golan Heights. The lives of every Palestinian, and of many others, have been indelibly marked by these two seminal sets of events, which changed the course of the history of Palestine and the entire Middle East. These two markers of loss have defined many of the concerns of the Journal over its more than forty years of publication. During this time, it has been part of a broad effort to redefine the understanding of the meaning and valence of these two milestones.

Abstract:
The good news out of the Koreas is that President Barack Obama, as no other president before him, has recognized that South Korea is America's most reliable and active ally in Asia. The President mentioned South Korea in his January 25 State of the Union speech far more than any other country, praising its teachers, its technical prowess, its growing economic status, and urging quick ratification of the Korea-US Free Trade Agreement. If any further proof of Seoul's current status was needed, David Sanger in The New York Times of February 20, 2011, said flatly, “South Korea…is now Washington's favorite ally in Asia.”

13. China and the United States: Core Interests, Common Interests, and Partnership

Abstract:
In an era of increased economic interdependence and shared security issues, it is vital that China and the United States become genuine partners, based not on shared ideology or traditional geopolitical interests, but on the needs of global governance. This, however, requires both countries to respect the other's legitimate core interests; if they do not, the resulting distrust and misinterpretation of intentions make cooperation less likely. To date, China has emphasized protection of its core interests, while the United States has emphasized developing areas of common interest while maintaining its expansive approach to foreign policy. This difference in emphasis has set up both areas of friction and possibilities for greater interaction. China's interests in Taiwan, Tibet, and Xinjiang lies at the heart of its national security concerns and their management is considered fundamental to the country's survival and development. As China has declared, continuing U.S. involvement with these issues is viewed as a challenge to China's core interests. If the United States eases its policies toward China's core interests, this could, in turn, encourage China to respect U.S. core interests and foster cooperation as China's material power and international influence are both growing. Developing common interests, meanwhile, can create more momentum for the two countries to manage and resolve their differences. Potential areas for successful cooperation include building a permanent peace mechanism on the Korean Peninsula; helping to secure strong, sustainable, and balanced global economic growth; and bringing about a global arrangement on creating an international environmental regime.

Abstract:
The Korean War was not inevitable. Neither was its scope and impact. Decisions by the U.S. government, and particularly the administration of Harry S Truman, made both division and war likely on the Korean peninsula. Had the U.S. reacted differently during the conflict, combat would have ended much earlier or expanded more widely. As always, hindsight clarifies. Some adverse consequences were more predictable than others. Policymakers operating in real time with limited information will always face a difficult challenge. However, several decisions surrounding the Korean War were based on a deeply flawed understanding of the facts or an equally flawed prediction of the consequences of particular actions. This article considers the merits of ten of the most consequential decisions made by U.S. policymakers affecting the onset and course of the Korean War.

It examines the background of Usama bin Ladin's 1996 declaration of jihad, al-Qa'ida's activities in the Kingdom of Saudi Arabia from 1996 to 2002, and the causes and evolution of the campaign waged by the group “al-Qa'ida on the Arabian Peninsula” (AQAP) from 2003 to 2006.

Abstract:
A paramount geostrategic goal for China is to deny any other great power direct access to Korea. If outright control of the Peninsula is unachievable, then the second best situation for China is a divided Korea, which at least prevents other powers from having full control of Korea and limits Korea's own power. Unless a unified Korea can be independent and neutral, China has no real interest in a unified and independent Korea. Thus, for the past sixty years or so a divided Korea has suited Beijing's purposes.

Abstract:
Al-Qaeda in the Arabian Peninsula (AQAP), an offshoot of Osama Bin Laden's terrorist network and a group that has been operating in Yemen and Saudi Arabia, presents a growing regional and international security challenge. Analysis of AQAP confirms that it has been adept at aligning the grievances of Yemeni communities with its own narrative of what is wrong and who is responsible. But AQAP's limited membership shows this has not translated into widespread recruitment because of dissonance between the organization's recommended course of action—violent jihad—and traditional Yemeni methods of seeking redress. Failure to address such grievances, however, runs the risk of increasing receptivity to alternative frameworks that include the use of violence.

Abstract:
To state what in my country we call the bleedin' obvious, this was the worst quarter in inter-Korean relations of the near-decade (starting in 2001) that Comparative Connections has been covering this relationship. On the rare occasions when the peninsula makes global headlines, or even more rarely moves markets, it tends not to be good news. Thus it was on May 24-25, when for the first time in many years the world seriously wondered whether the two Koreas might go to war again – almost 60 years after they fatefully did so the first time. Fortunately both backed away from the brink. On closer inspection there was both more and less to this than at first met the eye. But it was a perilous moment; and though it now seems to have passed, it leaves North-South relations in a pit from which no easy exit is apparent. The cause, of course, is the sinking of the ROK corvette Cheonan on March 26. Yet this did not erupt as a crisis until late May. The course of those two months is fascinating in its own right, and has been under-examined in the welter of comment and controversy. It reveals, we suggest, an odd mix of tactical skill and strategic flailing by Seoul. As of early July, with ROK President Lee Myung-bak still smarting from an unexpected rebuff in local elections a month ago, one must conclude that North Korea's torpedo scored a bulls-eye. Despite delivering a remarkable economic recovery and chairing the G20, “bulldozer” Lee is now on the back foot: just as Kim Jong-il intended. It was nasty and negative, but it worked. In Pyongyang's eyes, this counts as a win – even though from any sensible perspective it is a loss for both Koreas, and their relations.

Abstract:
If the agreed objective of complete denuclearization of Korean peninsula is to be achieved, it can be expected that dismantling and ultimately decommissioning North Korean plutonium production facilities have to be proceeded. This paper will focus on decommissioning the 5 megawatt-electric (MWe) plutonium production reactor and the reprocessing plant. It explores and recommends the best decommissioning approaches to those nuclear facilities. It also provides a discussion of the decommissioning costs for these nuclear facilities.

Abstract:
North Korea poses two distinct but interrelated challenges. The first is external: the challenge posed by its nuclear weapons program and the threat of proliferation off the Korean Peninsula. The second is essentially but not wholly internal: the challenge posed by the pending transfer of power in Pyongyang and potential for instability as the process plays out. This complex reality underscores the need for balance and strategic patience if the twin dangers of proliferation and instability on the peninsula are to be successfully managed.
