1. North Korea's Strategic Goals and Policy towards the United States and South Korea

Pyongyang under the Kim dynasty has pursued three broad and consistent strategic goals: (1) The pursuit of nuclear weapons program in order to gain international acceptance of the North as a bona fide nuclear weapons state; (2) securing a peace treaty in an effort to remove U.S. forces from the Korean Peninsula; and, (3) reunification with South Korea on its own terms—the ultimate if increasingly unrealistic objective. To achieve these goals, the North has followed a policy of brinksmanship with the U.S. and South Korea: provoke when Washington or Seoul seem preoccupied, up the ante in the face of international condemnation, and pivot back to a peace offensive, which usually ends with some form of dialogue and negotiation, culminating, finally, in concessions for the North. This article reviews in detail how such policies have been pursued by Kim Il-sung, Kim Jong-il, and Kim Jong-un. It shows that, while there have been changes in North Korean policy, they have been primarily tactical not strategic—the North has changed how it pursues its goals (sometimes using military forces, at other times covert actions, or even negotiations), but it has remained consistent in its objectives. Not even the regime's literal bankruptcy has convinced the regime to change course, and for good reason: such brinkmanship tactics have paid off for the North by making possible the regime's survival for more than sixty years. Kim Jong-un, accordingly, has continued this strategy. This article ends by suggesting how the U.S. and South Korea should deal with the North's militaristic foreign policy. In brief, the two allies need to break the cycle of provocation by making clear they will no longer reward North Korea's destabilizing behavior while pursuing a longer-term goal of their own.

2. China and the United States: Core Interests, Common Interests, and Partnership

Abstract:
In an era of increased economic interdependence and shared security issues, it is vital that China and the United States become genuine partners, based not on shared ideology or traditional geopolitical interests, but on the needs of global governance. This, however, requires both countries to respect the other's legitimate core interests; if they do not, the resulting distrust and misinterpretation of intentions make cooperation less likely. To date, China has emphasized protection of its core interests, while the United States has emphasized developing areas of common interest while maintaining its expansive approach to foreign policy. This difference in emphasis has set up both areas of friction and possibilities for greater interaction. China's interests in Taiwan, Tibet, and Xinjiang lies at the heart of its national security concerns and their management is considered fundamental to the country's survival and development. As China has declared, continuing U.S. involvement with these issues is viewed as a challenge to China's core interests. If the United States eases its policies toward China's core interests, this could, in turn, encourage China to respect U.S. core interests and foster cooperation as China's material power and international influence are both growing. Developing common interests, meanwhile, can create more momentum for the two countries to manage and resolve their differences. Potential areas for successful cooperation include building a permanent peace mechanism on the Korean Peninsula; helping to secure strong, sustainable, and balanced global economic growth; and bringing about a global arrangement on creating an international environmental regime.

Abstract:
North Korea poses two distinct but interrelated challenges. The first is external: the challenge posed by its nuclear weapons program and the threat of proliferation off the Korean Peninsula. The second is essentially but not wholly internal: the challenge posed by the pending transfer of power in Pyongyang and potential for instability as the process plays out. This complex reality underscores the need for balance and strategic patience if the twin dangers of proliferation and instability on the peninsula are to be successfully managed.
