181. Saudi National Security and the Saudi-US Strategic Partnership: Part One: The Civil Economic Aspects of Security

Abstract:
Saudi Arabia posted its first budget deficit in 2009 in eight years as government revenues fell by over 54% to SAR505bn. Despite increased spending, the actual deficit of SAR45bn fell short of the budgeted SAR65bn, thanks to a rebound in crude oil prices. The average YTD OPEC basket oil price was significantly higher than the USD44 assumed in the 2009 budget. Driven by higher government spending, the Kingdom's economy expanded by a real 0.15% in 2009. In the face of a sharp oil sector contraction due to restricted quotas and lower prices, growth was largely driven by the non-oil sector which expanded by 3.0%. The government sector with 4.0% growth was a particularly important source of resilience while the private sector expanded by 2.5%. For 2010, the government projects revenues of SAR470bn, 14.6% higher than the SAR410bn budgeted in 2009. Spending is set to expand by 13.7% to SAR540bn from SAR475bn. The deficit is set to broadly match this year's figure at SAR70bn, or $18.7 billion) as the Arab world's largest economy focuses on development and job creation. The oil price remains the key risk for the Saudi economic outlook in 2010. OPEC now expects a 0.8% increase in total crude oil consumption to 84.93 mb/d in 2010.

Abstract:
As one of the small countries in the Persian Gulf region, the domestic political and economic developments in Bahrain in 2010, have been recorded in two main areas. These are general parliamentary elections and the lessening impacts of the global financial crisis on Bahraini society and economy. In the foreign policy subject and international arena, some regional and international threats have made Bahrain to seek close ties with neighbor states and allies. In 2010, Iran was counted as the source of major foreign threat and this pushed the country closer to regional and global allies, such as Saudi Arabia and the United States. Also, 2009 announcement of the Gulf States' new huge armament program for the coming years has been a hot topic of discussion and debate in the region and the country in 2010.

Abstract:
As the largest oil reserves in the world, Saudi Arabia's dependence on strategic natural resources influences not only its economy but also its domestic and foreign policies. Saudi Arabia is dependent on a single product (oil) and on a single power (the United States). The Kingdom attempts to diversify its economy and foreign policy. Upon the decrease of oil reserves and exports in the midterm, the increase of governmental spending and the rapid increase of domestic oil consumption, Saudi authorities began to search for natural gas and attempt to have nuclear energy. Due to the possibility of these attempts to change domestic, regional and global balances, the Saudi Kingdom face difficulties in recent times.

Abstract:
The Arctic is emerging as the world's next hot spot for oil and gas development. The U.S. Geological Survey has estimated that the Arctic seabed could contain 20 percent of the world's oil and gas resources and Russia's Ministry of Natural Resources says the Arctic territory claimed by Russia could be home to twice the volume of Saudi Arabia's oil reserves. While accessing those reserves once seemed impossible, the melting ice cap now makes it more feasible and opens new shipping lanes for international trade. Countries around the world—particularly Russia—have noticed.

Abstract:
The administration of President George W. Bush was deeply involved in the Middle East, but its efforts did not advance U.S. national security. In the realms of counterterrorism, democracy promotion, and nonconventional proliferation, the Bush administration failed to achieve its objectives. Although the United States did not suffer a second direct attack after September 11, 2001, the terrorism situation worsened as many other countries came under attack and a new generation of terrorists trained in Iraq. Large regional powers such as Egypt and Saudi Arabia did not become more democratic, with no new leaders subject to popular mandate. The model used in Iraq of democratization by military force is risky, costly, and not replicable. Bush's policy exacerbated the problem of nuclear proliferation, expending tremendous resources on a nonexistent program in Iraq while bolstering Iran's geopolitical position. The administration failed because it relied too heavily on military force and too little on diplomacy, disregarded empiricism, and did not address long-standing policy contradictions. The case of the Bush administration makes clear that material power does not automatically translate into international influence.

Turkey is a country that appears destined to provoke debate. Ankara's recent foreign policy activism is a case in point. For quite some time, the Turkish top leadership has been tirelessly criss-crossing the globe – from Algeria to Saudi Arabia and from Russia to Azerbaijan. Everywhere they go, the Turks tend to air new diplomatic initiatives, offer mediation, advance blueprints for new regional security regimes and, last but not least, seek to boost trade ties. There is one feature, though, that cannot fail to catch the eye: almost all of Turkey's foreign policy moves over the last couple of years have a pronounced Eurasian and/or Middle Eastern bent.

China reported $1.95 trillion in foreign exchange reserves at the end of 2008. This is by far the largest stockpile of foreign exchange in the world: China holds roughly two times more reserves than Japan, and four times more than either Russia or Saudi Arabia. Moreover, China's true foreign port- folio exceeds its disclosed foreign exchange reserves. At the end of December, the State Administration of Foreign Exchange (SAFE)—part of the People's Bank of China (PBoC) managed close to $2.1 trillion: $1.95 trillion in formal reserves and between $108 and $158 billion in “other foreign assets.” China's state banks and the China Investment Corporation (CIC), China's sovereign wealth fund, together manage another $250 billion or so. This puts China's total holdings of foreign assets at over $2.3 trillion. That is over 50 percent of China's gross domestic product (GDP), or roughly $2,000 per Chinese inhabitant.
