Abstract:
The key question of this analysis is whether EU and/or NATO allies, including Estonia, would be willing and able to continue to support international efforts in Sahel (including military operations and missions – MINUSMA, EUTM and Barkhane), in particular following the Covid-19 pandemic. It is addressed to civilian and military decision makers and experts, especially in the countries that contribute to international military operations and missions in the Sahel.

Abstract:
Earlier this month, the United Nations monitoring team that tracks the global jihadi threat warned the Security Council that “ISIL franchises in West Africa and the Sahel continued to enjoy operational success in early 2020, as have those of Al-Qaida, heightening international concern about stability in the region.” Concern over the threat has grown despite the fact that a year ago clashes erupted between the Islamic State and al-Qa`ida franchises in the region, turning what had been an often amicable and sometimes cooperative relationship into fighting between them in Mali and Burkina Faso. In our feature article, Héni Nsaibia and Caleb Weiss assess that a number of factors ended the “Sahelian anomaly” of amicable relations between the regional Islamic State and al-Qa`ida groupings, “including the hardening of ideological divisions, pressure from Islamic State Central for its regional satellite to take on a more confrontational approach toward its rival, and tensions created by the growing ambition of the Islamic State affiliate in the Sahel.” They note that “while some argue that fighting between jihadi groups is positive for the counterterrorism landscape, it is also possible that the two groups are in effect engaging in a process called ‘outbidding,’ wherein a group aims to show ‘greater resolve to fight the enemy than rival groups.’” Our interview is with Chris Costa, who during the first year of the Trump administration served as the Special Assistant to the President and Senior Director for Counterterrorism. Building on a study of terrorist recidivism in Belgium by Thomas Renard published in the April issue of CTC Sentinel, Robin Simcox and Hannah Stuart examine the problem set created by jihadi prisoners in Europe from two different angles. Firstly, they examine the nature of the threat by analyzing a dozen alleged jihadi terror plots and attacks that occurred inside and outside prisons in Western Europe since 2014 in which at least one of the attackers/plotters had been convicted in Europe of a previous terrorism offense. Secondly, they look at the scale of the threat by calculating the rates of various forms of recidivism from a comprehensive database relating to U.K. jihadi terror activity. Amarnath Amarasingam and Marc-André Argentino assess the emerging security threat posed by the QAnon conspiracy. They write: “A survey of cases of individuals who have allegedly or apparently been radicalized to criminal acts with a nexus to violence by QAnon, including one case that saw a guilty plea on a terrorism charge, makes clear that QAnon represents a public security threat with the potential in the future to become a more impactful domestic terror threat. This is true especially given that conspiracy theories have a track record of propelling terrorist violence elsewhere in the West as well as QAnon’s more recent influence on mainstream political discourse.”

Abstract:
The article is divided in: a methodological and theoretical framework to explain the prospective method used and some ideas about the discussion of terrorism and how to understand it. The second part of the paper focuses on the scenarios, taking into account the development of organizations such as: Al-Qaeda of the Islamic Maghreb (AQIM) and its related groups, Boko Haram (BH) in the area surrounding the Lake Chad, as well as Al-Shabaab (ALS) in southern Somalia and the border with Kenya. We finalized with a generalization of terrorism in Africa – conclusions – and the possible recommendation to solve this problem.

Abstract:
In this new DIIS report senior researcher at DIIS, Rasmus Alenius Boserup and Research Director at Sciences Po, Luis Martinez, analyse how European policy-makers have recently come to perceive the Sahel as a threat to Europe’s own security and stability. Marking the end of the Sahel-Maghreb Research Platform – a research project funded by the Danish Ministry of Foreign Affairs and hosted by DIIS in collaboration with Voluntas Advisory – the report draws on input and analysis provided by an international team of experts and scholars associated to the project. Focusing on the most significant recent developments with trans-national jihadism and cross-border migration, the report argues that, although European powers spearheaded by France have succeeded in reducing a number of the most immediate threats to the survival of states and societies in some of the most vulnerable parts of the Sahel, the international community has failed to generate the conditions that would foster long-term peace and development. Hence, the report suggests that the European powers should look for ways to inject life into the strategic objective of bringing the North African powers into play when attempting to solve the crisis in the Sahel.

With the collapse of the Islamic State’s territorial caliphate, the global jihadi movement is in a state of flux. But rather than being about to enter a period of mergers or takeovers, the global jihadi movement for the foreseeable future is likely to be led by two distinct and rival groups. While the relative fortunes of the Islamic State and al-Qa`ida have oscillated in recent years, developments in the jihadi environment in Syria have hardened longstanding differences between them in doctrine and approach. Neither group is on the brink of fracturing nor likely to accept the legitimacy of the other in the coming years. And this will sustain the divide.

Abstract:
The article examines Islamic State’s expansion into North Africa and Sahel and the subsequent rivalry between Islamic State and Al-Qaeda in the Islamic Maghreb − the regional Al Qaeda group. Although IS managed to establish a province in Libya from 2014 through 2016, its presence in North Africa and Sahel (Libya, Sinai, Nigeria) is fragile. AQIM in contrast has a longstanding presence in the region, which appears to be much more consolidated. The rivalry between IS and AQ in this region has incited AQ splinter-groups to unite around AQIM, and in 2016 these groups stepped up their attacks on Western targets.

In an extensive interview, General John W. Nicholson, commander of Resolute Support and U.S. Forces-Afghanistan, stresses the importance of preventing the country from again becoming a platform for international terrorism, noting counterterrorism operations have almost halved the fighting strength of the Islamic State’s local affiliate. He also outlines the ongoing effort to empower Afghan efforts against the Taliban, saying: “They’re at a bit of a stalemate. The government holds about two-thirds of the population. The enemy holds a solid 8 to 10 percent. … We think [if] we get to about 80 percent or more, we start to reach a tipping point where the insurgency becomes more irrelevant.” Our cover story by Georg Heil focuses on the deadly truck attack this past December in Berlin by Anis Amri, a Tunisian extremist suspected of links to Islamic State operatives in Libya. Investigations have made clear the danger posed by the radical network he belonged to in northwestern Germany led by an Iraqi preacher named Abu Walaa. It is believed to have recruited dozens to travel to join the Islamic State, communicated extensively with Islamic State operatives in Syria and Iraq, and encouraged attacks on German soil. Heil argues the high level of interconnectedness between these radicals in Germany and the Islamic State has potentially grave implications for European security. Aymenn al-Tamimi looks at the implications of the recent realignment of rebel and jihadi groups in Syria, which created two potentially conflicting power centers revolving around an enlarged Ahrar al-Sham and Hay’at Tahrir al-Sham, a new al-Qa`ida-aligned umbrella grouping. Robin Simcox finds Islamic State plots by pre-teens and teens are increasing in the West, with plotters in contact with the group in a majority of such cases. Shashi Jayakumar examines the growing Islamic State threat to Southeast Asia, arguing the group may pose as big a threat in the future in the East as in the West. Andrew McGregor warns growing clashes between Fulani Muslim herders and settled Christian communities in Nigeria could be exploited by terrorist groups and potentially destabilize the entire Sahel-West Africa region.

La unión de espacios subgobernados, la corrupción, el crimen organizado y terrorismo es la amenaza a la que se enfrenta la UE y sus estados miembros en el Gran Magreb, el cual está recreando un nuevo y diferente Flanco Sur al que existía durante la Guerra Fría. El aumento de la actividad extremista en la región del Sahel-Sáhara a partir de 2005 ha ido en paralelo con el crecimiento de las redes de crimen organizado transnacional a través del área. Aunque hay un intenso debate sobre su relación, intensidad e impacto, es una dinámica innegable en el área. La UE no tiene realmente una política unificada Magreb-Sahel y en términos de crimen organizado y terrorismo, el Sahel no se puede separar del Magreb. Hay una comprensión limitada y parcial del problema tanto en términos de amenazas como en soluciones viables, ampliado irremediablemente por la acción de Boko Haram y desbordando la visión, proyección y estrategia de la UE. A pesar del "Sahel Regional Action Plan 2015-2020", las medidas tomadas son reducidas, muy recientes y probablemente insuficientes y tardías desde el punto de vista de la dinámica y sinergia entre terrorismo-crimen organizado en un contexto de corrupción. La UE sigue manteniendo un enfoque seguridad-desarrollo, básicamente en una concepción de seguridad humana, a pesar de que este enfoque es altamente discutible para enfrentarse a este tipo de amenazas.
