Abstract:
Wherever one looks, Russia is carrying out aggressive military and informational attacks against the West in Europe, North and South America, the Arctic, and the Middle East. This “war against the West” actually began over a decade ago, but its most jarring and shocking event, the one that started to focus Western minds on Russia, was the invasion of Ukraine in 2014. Given this pattern, the National Security Council (NSC) in 2014 invited Stephen Blank to organize a conference on the Russian military. We were able to launch the conference in 2016 and bring together a distinguished international group of experts on the Russian military to produce the papers that were then subsequently updated for presentation here.

Russia’s return to the global stage as a major power relies on an array of diplomatic, information, security, and economic tools that help the Kremlin punch above its weight. One of the newest instruments in that toolbox is the Wagner Group—a shadowy band of mercenaries loyal to the Kremlin and controlled by Yevgeniy Prigozhin, a member of President Vladimir Putin’s coterie. Russian and Western media have been following the group’s expanding footprint from Ukraine and Syria to Sudan, the Central African Republic, and now possibly Libya and Venezuela. But despite the significant attention, Western understanding of Wagner’s role and capacity is still incomplete at best. This is partly due to Moscow’s relentless disinformation campaigns and efforts to deny responsibility for Wagner’s operations. Adding to the confusion is a false perception that Wagner is a private military company (PMC) no different than Western outfits like Academi (formerly Blackwater) and DynCorp International. A detailed analysis of the group—including its origins, ties to the Putin regime, political and economic drivers, and capabilities—is essential for Western policymakers to better gauge the threat Wagner poses and how to respond. The group may not offer the Kremlin entirely new ways to wage war or build influence, but its existence is emblematic of how a more assertive Russia often—and at times implausibly—tries to evade responsibility for actions beyond its borders. Wagner is also a window into the broader dynamics of the Putin regime, including how it harnesses the ambitions and self-interests of elites like Prigozhin to create deniable and flexible tools. The West should not overreact to the challenge from Wagner, but a multilateral, low-cost campaign to shed light on the group and constrain its options will reduce the risk.

The rise of Asia is the central challenge of Vladimir Putin’s foreign policy, calling into question long-standing assumptions about Russia’s place in the world. Moscow is now more committed to engagement with the Asia-Pacific than it has ever been. This reflects belated recognition of the region’s critical importance in global affairs. Russia’s ambition to become a major player in the Asia-Pacific faces considerable hurdles. Overcoming them will depend on larger changes in its foreign policy mindset — an uncertain prospect at best.

But one of the main obstacles facing it is the intertwining and conflicting interests of parties, which leaves Russia with limited options and narrow room for maneuvering. Abstract:
Russia seems to be gearing for fresh efforts to reach new political arrangements in Syria, after the balance of power has shifted in favor of the Syrian regime. During a speech at the Valdai International Discussion Club at Sochi resort on October 18, 2018, Russian President Vladimir Putin announced that his country achieved its goals in Syria. He noted that the Russian military intervention was aimed at fighting terrorism and preventing the fragmentation of Syrian territory, invoking the case of Somalia as a model that Russia prevented its recurrence in Syria, adding that the next stage will be devoted to settlement in the United Nations. However, this does not negate the fact that such efforts may encounter many challenges, over the key outstanding issues, foremost among is the position of the Syrian regime itself.

Abstract:
In the following pages we intend to trace the factors that explain the shifts in Russian policy from the early to mid-1990s, when Russian leaders were committed to joining the international system dominated by the European Union and the United States, to the present confrontation between Russia and the West.2 Why has the relationship deteriorated as it has? I will first discuss briefly the essentially unsatisfactory nature of relations between the Russian Federation and the West; from the Russian perspective, in the 1990s, and their role in determining the central goals that have driven Russia’s evolving sense of identity and policy since Vladimir Putin came to power at the turn of the century. I will note the aspects of Western policy that seemingly led to the decision in Moscow, around 2005, that cooperation with the West on terms of equality was impossible and that Russia should forge ahead to achieve its own objectives, even if that resulted in confrontation with the West. This decision resulted in the so-called “gas wars” with Ukraine in 2006 and 2009, the Russo-Georgian war of August 2008, and more recently the intervention in Ukraine since 2013, including the absorption of Crimea into the Russian Federation and the ongoing military support for the government of President Bashar Hafez al-Assad of Syria, an assessment of which will comprise the final substantive section of the article. All these Russian policies contributed to the growing confrontation in relations between Russia and the European Union, as did EU efforts to tie East European states more closely to the EU itself.

Putin’s foreign policy will remain grounded in long-standing assumptions about Russia, the West, and international order. There will be broad continuity in Russian foreign policy over the course of Vladimir Putin’s current presidential term. Any policy changes will be stylistic, not transformative. The Kremlin is committed to asserting Russia as a global power, although it will be tactically flexible in pursuing this ambition. Putin will present different faces to the West: sometimes accommodating, at other times assertive and even confrontational. But there will be no compromise on core principles.

Last Friday, during the G20 summit, the US President Donald Trump and Russian President Vladimir Putin met for the first time. The meeting was surrounded by expectations and marked by all types of speculation. The bilateral relationship has been controversial since the Obama administration, but the polemics have gained momentum in last year’s election when Trump came to power. Trump’s agenda becomes even more critical as he has been waging a war on the American media since the campaign. Trump popularized the term “fake news” by accusing the CNN network of making up facts, and made the “post-truth” concept the word of the year of 2016, according to Oxford University. In addition, he decided to communicate directly with the American society through Twitter not to depend on the curatorship of the country’s major media outlets.

El presente artículo hace un recorrido de las relaciones de la UE y Rusia en la última década y constata el deterioro en las relaciones bilaterales. La Rusia de Putin se ha convertido en un jugador geoestratégico muy activo, con un comportamiento inquietante, rompiendo equilibrios de la escena internacional que se arrastraban tras el final de la guerra fría. Rusia es una prioridad de la política exterior y la seguridad europea en la nueva Estrategia Global de Seguridad, pero ha llegado a ser también un formidable competidor. Este aspecto tendría que haber vertebrado más esta sección de la Estrategia que no resulta convincente. Simultáneamente, la cuestión que no queda clara es qué instrumentos tiene la UE para la defensa de sus vecinos cuando pueda ponerse en cuestión la soberanía o la defensa territorial, cuestión que va más allá del apoyo a la resiliencia de estos vecinos.

Abstract:
Attempts by Washington and Brussels to push Russia to the fringes of global politics because of the Ukrainian crisis seem to have failed. Thanks to its important role in mediating the Iranian nuclear agreement, and to its unexpected military intervention in Syria, Moscow proved once again to be a key player in international politics. However, Russia’s recovered assertiveness may represents a challenge to the uncertain leadership of the West. This report aims to gauging Russia’s current role in the light of recent developments on the international stage. The overall Russian foreign policy strategy is examined by taking into account its most important issues: Ukraine and the relationship with the West; the Middle East (intervention in Syria, and ongoing relations with Turkey, Iran and Saudi Arabia); the development of the Eurasian Economic Union; the Russian pivot towards Asia, and China in particular. The volume also analyzes if and to what extent Moscow can fulfill its ambitions in a context of falling oil prices and international sanctions.
