351. Kosovo's Status: Difficult Months Ahead

Abstract:
There is growing concern that the short postponement UN Special Envoy Martti Ahtisaari announced in November 2006 for presentation of his Kosovo final status proposals to take account of Serbia's 21 January elections may not be the last delay in a process that now could extend into the second half of 2007. Nervous Kosovo Albanian leaders worry they may not be able to contain public pressures beyond March. With Russia's position hardening and Serbia as obstinate as ever, EU unity is vital – but far from assured – to keep the status process on track, first in the small Contact Group that has managed Kosovo affairs since 1999, then in the Security Council where ultimate decisions should be made.

Abstract:
The war in Afghanistan represented an eastward shift in the United States' international focus. Previously concentrated on the Middle East, the United States has reconfigured its foreign policy directives to include interests east of the Middle East. The shift was long overdue. Central Asia is a rising regional security concern, and Chinese and Russian actions therein have cultivated robust political ties. Resulting cooperatives and agreements promote Chinese and Russian regional objectives. The Shanghai Cooperation Organization (SCO) originally consisted of five Central Asian and Asian countries (the Shanghai Five), ostensibly to unify signatories on economic, social and political platforms. However, the SCO is often a proxy to advance Chinese and Russian interests.

This report is prepared annually to provide Congress with official, unclassified, quantitative data on conventional arms transfers to developing nations by the United States and foreign countries for the preceding eight calendar years for use in its various policy oversight functions. All agreement and delivery data in this report for the United States are government-to-government (FMS) transactions. Some general data are provided on worldwide conventional arms transfers by all suppliers, but the principal focus is the level of arms transfers by major weapons suppliers to nations in the developing world.

354. Remembering George Kennan: Lessons for Today?

Abstract:
Kennan's thinking and policy prescriptions evolved quickly from the time he wrote the “Long Telegram” in February 1946 until the time he delivered the Walgreen Lectures at the University of Chicago in 1950. His initial emphasis was on the assessment of the Soviet threat. With new documents from the Soviet archives, we can see that the “Long Telegram” and the “Mr. X” article contained both brilliant insights and glaring omissions. After he was appointed by Secretary of State George C. Marshall to head the newly formed Policy Planning Staff, Kennan's thinking evolved from a focus on threat assessment to an emphasis on interests. Believing that the Soviet threat was political and ideological, and not military, Kennan stressed the importance of reconstructing Western Europe and rebuilding western Germany and Japan. The key task was to prevent the Kremlin from gaining a preponderance of power in Eurasia. Kennan always believed that containment was a prelude to rollback and that the Soviet Union could be maneuvered back to its prewar borders. Eventually, the behavior of the Kremlin would mellow and its attitudes toward international relations would change. The United States needed to negotiate from strength, but the object of strength was, in fact, to negotiate—and compromise. It was important for the United States to avoid overweening commitments. American insecurity stemmed from a mistaken emphasis on legalism and moralism. The United States could not transform the world and should not seek to do so. Goals needed to be modest, linked to interests, and pursued systematically. Kennan would have nothing but disdain for a policy based on notions of a “democratic peace.” But the empirical evidence of social scientists cannot be ignored. Should the pursuit of democracy no longer be seen as a value, but conceived of as an interest?

At their meeting in Istanbul, Allied Heads of State and Government launched the Partnership Action Plan on Defence Institution Building (PAP-DIB). EAPC Heads of State and Government also endorsed this initiative. PAP-DIB reflects Allies' and Partners' common views on modern and democratically responsible defence institutions. It provides an EAPC definition of defence reform and a framework for common reflection and exchange of experience on related problems. It is to help interested Partners to reform and re structure their defence institutions to meet their needs and international commitments.

You may also have noticed the expanding breadth of our international projects and activities, such as our ground-breaking China Security Bulletin featuring contributions from a retired Chinese general, and a forthcoming report on Russia's defense spending by a Russian scholar who heads our Moscow office. To better reflect our global scope and project diversity, we have created the World Security Institute — which can be thought of as our “holding company.” We felt that this title better describes all of our activities that now encompass a wider definition of “security.”

The following summary addresses key aspects that emerged from the discussion at the Ninth Liechtenstein Colloquium on European and International Affairs held in Triesenberg, Principality of Liechtenstein on March 17-20, 2005. The colloquium focused on Iran and included an in-depth discussion of the nuclear issue. Since the LCM is conducted under strict off-the-record rules, no attribution is provided. Attending participants included high-level Iranian offi cials involved in the ongoing negotiations with the EU, as well as representatives and experts from the United States, the EU, Russia, and India.

Abstract:
Since the inception of the G8 Global Partnership (GP) program in Kananaskis on June 27 2002, the program has passed through different stages. Initially, it was just a loud political declaration, adopted by the leaders of the G8 following the attacks of 9/11. A Russian participant of the Kananaskis Summit later recalled with some surprise how smoothly and, to some extent, unexpectedly for the Russians involved the "$20 billion" pledge was shaped in that Canadian village. Interviewed on a major European GP-related conference a year after the Kananaskis summit, he was frank to exclaim: "Arriving in Kananaskis, we [Russians] could hardly even expect that this whole giant wave now called Global Partnership would be born from our discussions of non-proliferation and counter-terrorism".

The Global Partnership Against the Spread of Weapons and Materials of Mass Destruction is nearly three years old. While the initiative—launched on June 27, 2002, at the G8 annual summit in Kananaskis, Canadai—brought new donors to the table and added a new sense of urgency to nonproliferation projects in Russia, to date the programs have yielded mixed results. There is much that remains to be done if the next seven years are going to fulfill the promise of Kananaskis.

Russian media have been reporting over the past week that large-scale security operations are continuing in Kabardino-Balkaria and elsewhere in the North Caucasus following the October 13 rebel attacks in Nalchik. Gazeta reported on October 26 that Ramazan Tembotov, a local legislator from the village of Khasnya in Nalchik's suburbs and a member of the pro-Kremlin United Russia party, was arrested without explanation on October 23 and taken to the headquarters of RUBOP, the anti-organized crime directorate, in Nalchik. "People in masks came flying in, they [treated me] like a criminal, with obscene language. It is a disgrace for me—after all, the treatment of a deputy is special, like [the treatment of] an attorney; everyone knows me in the village," Tembotov told the newspaper. "I, unlike others, was not beaten: they lead me around the rooms, the cellars, and showed what they were doing to other detainees: they were torturing people like the Gestapo. No lawyers, no interrogations—simply beating to death, until they confessed or pointed to others." Tembotov said that the police personnel displayed particular animosity toward anything connected to Islam. He was released on October 24, the day after his detention, and told Gazeta that he thought the only thing that saved him was a telephone call he had managed to make to an acquaintance who works for the Federal Security Service.
