1. Lenin, Trotsky, and Parvus in the Battle for Russian Unity

Abstract:
In this paper I examine two popular Russian television series: the historical drama The Demon of the Revolution, or Parvus’s Memorandum (Demon revoliutsii, ili Memorandum Parvusa, dir. Vladimir Khotinenko, 2017) and the biopic Trotsky (Trotskii, dirs. Alexander Kott and Konstantin Statskii, 2017). These mini-series were released on Russia’s main television channels on the occasion of the centenary of the October Revolution. Given their salience amidst otherwise subdued commemoration of the Revolution’s centenary in Russia, it is important to analyze these films in the current ideological and political context. What do they tell us about present-day Russia? What is their cultural significance? In what way does the negative depiction of the Revolution and its leaders in The Demon and Trotsky relate to the Russian authorities’ ideology concerning national unity and the nation’s steady development? This discussion is especially pertinent for understanding how the creation and circulation of such narratives shape the public opinion in today’s Russia. This, in turn, helps to understand current trends in the relation between power and culture.

Abstract:
It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

Abstract:
The ongoing polarization of European society in the political-ideological context is apparent. This polarization causes considerable tension in society. Sophisticated soft power based on political values and policies that Russia has been using against the West especially since 2012 is a power struggle for people’s minds and souls. Russia does not only try to undercut faith in Europe and its institutions among its citizens, but it also aims to offer a “better” alternative. There is an increasing effort to create an alternative value universe against the “nihilist” and “decadent” West – not only in Russia but also in the whole World. There is quite a visible ambition from the Russian side to become the “illiberal” world leader. This contribution has been drawn up in the context of this urgent issue. The article examines whether Russian soft power fulfils the criteria of attractiveness or just coercion, and what Russia is pursuing by promoting this form of power.

Abstract:
What makes the militia milieu so unique and important for understanding today’s Russia is that it finds itself at the intersection of state institutions, patronage mechanisms, criminal structures, and grassroots illiberal activism. Abroad, the Kremlin plays through it one of its major “hybrid warfare” cards, outsourcing activities traditionally conducted by intelligence entities and allowing for plausible deniability. The militia realm thus seems destined to play a growing role in Russia’s law-enforcement, military and intelligence culture both at home and abroad. Marlene Laruelle is Research Professor and Associate Director of the Institute for European, Russian and Eurasian Studies (IERES) at the George Washington University (Washington DC) and Co-Director of PONARS-Eurasia. She has been Associate Research Fellow at Ifri’s Russia/NIS Center since January 2019.

6. The Power of Ideas That Won the Cold War is Still Needed

To win the Cold War, President Ronald Reagan did something for which he is never credited: he dramatically increased the budget of the United States Information Agency, the public diplomacy arm of our struggle against communism. Senegal, in September of 1999, was about to hold a presidential election. Because of USIA's long history of promoting journalism in Senegal, the embassy decided to work in partnership with the local Print, Radio and Television Journalists Federation to hold a series of workshops on the role of journalists in covering elections. USIA was uniquely organized to promote democratic development through the long term support of human rights organizations, journalism, programs that helped build the rule of law, educational programs that encouraged the acceptance of diversity in society and, perhaps most importantly, through partnering with and supporting local opinion leaders to help them promote democratic values that stand in opposition to ideologies hostile to the West.

Abstract:
Russia’s new generation of foreign policy professionals bring with them a shift in attitudes that challenges the centrality of “the West” in Russian foreign policy. Today’s young professionals are often bitterly affected by “disillusionment” with the West, but the youngest of them – people in their 20s – are free of such emotion, harbouring an outlook that is sharply realist and pragmatic. Russia’s young foreign policy professionals are neither Putin loyalists nor Western-style liberals: they are wary of ready-made ideologies, and prefer to attend to their own consciences. Young diplomats’ ability to shape policy will depend on the balance of power between ‘civilian’ and ‘power’ ministries in Russia (such as, respectively, the foreign and defence ministries), with the former in retreat lately. These shifts mean the West should not hold out hope for the optimism of the 1990s to return once Putin departs.

The Orthodox Church in Ukraine this year became ‘autocephalous’ – meaning it is no longer answerable to the Moscow Patriarchate Church. Autocephaly is of huge symbolic importance: for Ukraine, as a sign of political independence; for Russia, as a sign of political loss. The Kremlin and Russian Orthodox Church enjoy a close relationship, but both are biding their time and deciding what to do next. The uncertain course of events means that issues arising from autocephaly may not be settled for many years. The domestic consolidation and international recognition of the new church will not be easy or quick, but this is an irreversible change – Moscow is unable to overturn it.
