Abstract:
Somali Foreign Minister Abshir Omar Jama made a surprise visit to Moscow on May 26, 2023, to meet with several Russian officials, including his counterpart Sergey Lavrov. His visit raised several questions regarding motives and implications, particularly in light of the Russian top diplomat’s statements about Russia’s readiness to supply Mogadishu with the necessary military equipment for its ongoing war against the terrorist group Al-Shabaab.

Russia’s war on Ukraine has locked Moscow and the West in a contest for global support. Both would like the rest of the world to side with them against the other. But they are both likely to ultimately realise that the rest of the world is not swayed by narratives, but by pragmatic engagement. This type of transactional relationship comes easier to Moscow than it does to the West, as evidenced by Russia’s past outreach efforts. Since the beginning of the war though, Russia has become a one-issue country with all its foreign relationships now subordinate to the war effort. Russia’s resources to engage with different regional agendas and partners’ needs have shrunk and it is compensating by doubling down on propaganda. The war has forced Moscow to audit its foreign policy priorities and caused policy changes on several files. The West has an opportunity to profit from Russia’s weakened position in this context. But it needs to learn to adapt its normative positions to a more pragmatic approach that focuses on its partners’ – as well as its own – needs.

3. The Russians are coming! The Russians are coming? Russia’s growing presence in Africa and its implication for European policy

Abstract:
The growth of Russia’s presence across Africa over the last decade has generated significant international concern, further exacerbated after Moscow’s invasion of Ukraine. Russia’s engagement can affect the interests and policies of the European Union (EU) and its member states (MS) in Africa. How should European policymakers understand these developments and respond to them? To answer this question, this report looks at Russia’s engagement in Africa, reaching three main conclusions. First, Moscow’s engagement with Africa has so far remained limited as compared to that of other global players, particularly in the economic domain. The current level of (media) attention devoted to Russia’s role in Africa is thus not supported by sufficient evidence of its actual engagement in the continent. At the same time, however, the growth of Russia’s presence is a real trend. Second, Russian actors are guided by a rather loose strategy when it comes to Africa. The Russian state has some interests that act as a broad framework. However, the actual engagement is carried out not only by state actors, but also by state-backed conglomerates and politically connected private businesses. These latter actors have their own specific interests, which are not always fully aligned with those of the Russian state. While state actors are often driven by geopolitical considerations, Russian companies are more interested in economic opportunities. Third, Russia’s engagement in African countries is significantly shaped by the different national contexts and by the interests of African governments. For instance, in a strong state like Ethiopia, Russia’s engagement takes place exclusively at the governmental level. By contrast, in Sudan and Mali (contexts with weaker state structures), other Russian actors like PMCs and private businesses are involved. Yet, in all three cases, Moscow’s presence tends to grow when relations between African governments and their international partners (especially in the West) deteriorate, often in the wake of authoritarian turns. This shows the opportunistic nature of Russia’s engagement, as well as the complex trade-offs faced by EU/MS governments when engaging with African governments. These findings have significant consequences for the policy response of the EU and its member states. This report suggests that: (i) Rather than trying to respond reactively to Russia’s presence, EU/MS should focus on strengthening their own relations with relevant African partners. Addressing some of the political and economic imbalances in the Europe-Africa partnership may be an effective way to strengthen such relations, and by doing so to reduce the chances of an increase in Russia’s influence. (ii) In countries where this preventive strategy is difficult to implement (e.g. when facing authoritarian governments), decisions on whether/how to engage should go beyond debates about Russia’s (potential) presence, and be based instead on a comprehensive understanding of EU/MS interests and norms. Partnerships with non-governmental actors (e.g. the private sector, traditional authorities) may allow EU/MS governments to remain engaged despite souring ties with the government. (iii) In countries where Russia’s presence is already established, evidence-based and context-specific assessments of this presence should inform the EU/MS policy response. This can allow EU/MS governments to avoid overreacting to Russia’s influence, while also not underestimating its dangers. (iv) To pursue their interests in an increasingly multipolar world, EU/MS governments should try to strengthen their leverage vis-à-vis Russia (as well as other actors). To do so, EU/MS policymakers should leverage more strategically the engagement of European businesses across Africa.

4. “Engaged Opportunism”: Russia’s Role in the Horn of Africa

Abstract:
After spending nearly three decades as a marginal player in the Horn of Africa, the Russian Federation has made significant progress towards recapturing its great power status in the region. Russia has engaged with all countries in the Horn of Africa and refused to take sides in the region’s most polarizing conflicts, so Moscow can be best described as an “engaged opportunist” on the Horn of Africa. Russia is principally focused on establishing itself as the region’s leading arms vendor, but prospectively, has one eye on constructing a Red Sea base. Russia’s resurgence in the Horn of Africa has generally dovetailed with the People’s Republic of China’s regional aspirations, but has placed it increasingly at odds with France and the United States. Looking ahead, Russia’s ability to link its Horn of Africa strategy to its aspirations in the Middle East will shape the future trajectory of its involvement in the region. Transatlantic cooperation has, ever since the election of President Donald Trump, been a topic of contention and concern in Europe, and created a lot of questions regarding whether the fundamentals of the transatlantic relationship were being questioned. Concerns about US engagement in NATO, a potential dissonant threat perception towards and relationship with China and Russia, and the tensions around trade agreements, and in general a perceived defiance of international liberal order are all issues that have ranked high on the agenda of European leaders since early 2017, and that continue to represent - among other issues - topics that require a deeper discussion at the political and the expert level.

Central America has received little attention in the Russia Federation’s ‘return’ to Latin America. The region’s small population and underdeveloped markets make it relatively uninteresting for a far-off country like Russia. Yet, in recent years, Russia has intensified and diversified its engagement with Central America, expanding beyond Moscow’s traditional partner, the Republic of Nicaragua. Central American leaders want more trade and investment with Russia as Moscow seeks to bolster its presence in the Caribbean. However, tense relations between Managua and its neighbors could make Moscow’s defense cooperation with Nicaragua counterproductive. Seeking to become a significant player in the region, Moscow is set to expand its presence in Central America through bilateral and multilateral channels, a move that will likely affect the region’s conflicts.

The MENA Region: A Great Power Competition volume deals with competition among regional and external players for the redistribution of power and international status in the Middle East and North Africa, with a focus on Russia’s renewed role and the implications for US interests. Over the last few years, a crisis of legitimacy has beset the liberal international order. In this context, the configuration of regional orders has come into question, as in the extreme case of the current collapse in the Middle East. The idea of a ‘Russian resurgence' in the Middle East set against a perceived American withdrawal has captured the attention of policymakers and scholars alike, warranting further examination. This volume, a joint publication by ISPI and the Atlantic Council, gathers analysis on Washington's and Moscow's policy choices in the MENA region and develops case studies of the two powers’ engagement in the countries beset by major crises.
