Abstract:
In none of the conflicts in the post-Soviet area have so many foreign fighters participated than in the conflict in eastern Ukraine since 2014. It is estimated that more than 17,000 fighters from 55 countries have fought there on either side. Those fighting on the Russian side pose a special challenge to Ukraine’s security and to neighbouring countries because these fighters can engage in terrorism or other radical actions and are part of Russia’s hybrid warfare.

Abstract:
“Georgians have always had a grievance complex, because Turks or Persians have always suppressed them. The lack of independence, the inability to have one’s own state — all this instilled in Georgians a sense of deprivation. Now they are hot-tempered, light up for any reason. Now flashed.” This is what Russia’s Liberal Democratic Party leader tweeted after riot police in Tbilisi fired rubber bullets against thousands of nonviolent protesters outside of the Georgian Parliament on June 20, 2019. On that day, Georgian officials welcomed into the Georgian Parliament a Russian delegation, headed by member of the State Duma Sergey Gavrilov, within the framework of the Interparliamentary Assembly on Orthodoxy. Outside of the Parliament, civilians staged a snap protest against the ongoing Russian occupation of 20 percent of Georgian territory. Days before his scandalous appearance in the chair of the Speaker of the Georgian Parliament, Mr. Gavrilov gave an interview to the Georgian television network Rustavi 2 and stated, “We have recognized the independence of Ossetia and Abkhazia [two breakaway Georgian regions where Russian military forces are stationed] and we have to build our relations on new reality.” Soon after, Georgians saw him chairing an international assembly in the Georgian Parliament in Russian, an occurrence which was deeply humiliating for members of the Georgian public, many of whom lost friends and family members in the 2008 Russo-Georgian war.

Abstract:
In recent years, Russian president Vladimir Putin has increasingly placed a high premium on re-building Russia’s global influence in Africa. During the heyday of the Soviet Union, Russian influence on the continent was significant, especially on an ideological level. The Cold War with the United States made Africa a land of contention, with the two superpowers waging proxy wars by aligning and supporting different African movements, fuelling conflict on the continent by providing political support, money and weapons. However, when the Soviet Union disintegrated, and superpower rivalry ended, Africa lost its strategic role. There is little doubt that, today, much of Moscow’s involvement in Africa relates to Putin’s desire to revive his country’s great-power status. In this context, Africa has become strategic in at least two ways: for the economic benefits stemming from its mineral wealth, and for providing Russia with a market to export weapons and military assistance, often merging these two interests in an arms-for-resources approach.

Abstract:
Despite the existence of global and regional formats for discussing ways to resolve the Libyan conflict, national reconciliation has not been achieved for eight years. This is largely due to the lack of necessary conditions and the existence of conflict at the local, regional and global levels. Russian influence on Libyan events is often exaggerated. Moreover, the media likes to raise this topic, because it allows the various parties to the conflict to divert attention away from the real problems and lack of agreement between the main players fighting for leadership in the Libyan issue. At the same time, the Russian approach assumes rather a tactical nature of interaction with various players on the Libyan settlement.

Abstract:
The world has been focusing almost exclusively on the events in Syria and Russia’s role in them, ignoring a perennial core regional issue – the unresolved Israeli-Palestinian conflict. In 2019, Palestinians in the Gaza Strip kept protesting and calling upon Israel to end the blockade of their territory and to lift restrictions on the movement of people and goods. The current US policy under the Donald Trump administration, as many prominent American and Russian experts - including Daniel Kurtzer and Vitaly Naumkin - point out, undermines the peace process between Israelis and Palestinians. The hopes of the Palestinian people for their own state keep waning. Mostly, it is a result of the White House’s unilateral moves: the cut of US bilateral assistance programs to Palestinians, as well as contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), the recognition of Jerusalem as the capital of Israel, and the overturn of the US position on Israeli settlements in the West Bank, which are no longer considered illegal. “The deal of the century” promised by Donald Trump since 2016, has not been revealed in its entirety yet, however, its chances of success are extremely low.

The visibility, scale and scope of Russian military exercises have been a focus of the Western media and specialist literature since 2014. Of most recent interest, Russia conducted Vostok 2018, the latest it- eration of its annual strategic1 exercises, from early July to 17 September 2018. Vostok (meaning East) is part of a system of strategic exercises that the Russian Armed Forces have been developing since 2009. It is one of the four named annual strategic exercises conducted on a rotating basis among four of Russia’s five military districts. It should be noted that these visible events represent a small fraction of Russia’s nationwide whole-of-Government effort to develop the ability to conduct large-scale operations against a major military power, and to influence po- tential adversaries.

AI is expected to have a transformational impact on the future of geopolitics, defense, and security. The emerging geopolitical and security context influencing the future of AI technology development has been driven by the erosion of traditional geopolitical frameworks, increased conflict between liberalism and authoritarianism, the pervasiveness of social media use and 4IR-driven digitization of industries, as well as the ability of more actors to affect strategic and operational environments. However, the future of AI will depend on the decisions of great power competitors—the US, China and Russia—global trends development, and the management of uncertainties associated with emerging technologies. In this fluctuating environment, where the US is engaged in a high-stakes competition with is near-peer adversaries, and AI is enabling paradigm-shifting changes in public and private sector operations, how should the US respond? In this new Atlantic Council Strategy Paper, A Candle in the Dark: US National Security Strategy for Artificial Intelligence, Tate Nurkin and Stephen Rodriguez provide an integrated strategy to respond to this key issue. According to Former US Secretary of Defense Dr. Ashton B. Abstract:
Idlib has been the delayed battle in the Syrian conflict throughout its various stages, but this seems to be coming to an end, as many indicators reveal. For example, Russia, for the time being, is keen to resolve Idlib’s issue which would reinforce the specter of military intervention. Moscow indicates that there are no options left for the parties to the Sochi agreement, pointing also to the difficulty of implementing its terms. The 10 points-agreement has not achieved its purpose for five months, given the terrorist organizations’ control over the area, in particular al-Nusra Front. This happens amid lack of actions from the Turkish side, which has threatened, more than once, to deter those who jeopardize the agreement, which compelled it to agree, ostensibly, with the other parties on launching a military offensive in Idlib. Despite the challenges and consequences of this option, it is the scenario that looms large over the Syrian scene at present.

30. Rebels without a Cause: Russia’s Proxies in Eastern Ukraine

Russia and the separatists it backs in Ukraine’s east are no longer quite on the same page, especially since the Kremlin abandoned ideas of annexing the breakaway republics or recognising their independence. The rift gives the new Ukrainian president an opportunity for outreach to the east’s embattled population, including by relaxing the trade embargo. What’s new? Russia’s gradual retreat from any plans to annex parts of eastern Ukraine has opened schisms between Moscow and its separatist proxies in the region. Why does it matter? For Kyiv, these divides could create opportunities to restart dialogue with the people of the east. Such contacts, in turn, could help lay the groundwork for Ukraine’s unification. What should be done? The rift between Moscow and its proxies should inform new Ukrainian President Volodymyr Zelenskyy’s policies. Kyiv should look to rebuild relations with the inhabitants of separatist-held areas, by easing the economic blockade on the east and increasing outreach to the population there.
