Abstract:
In 1974 a global "third wave" of democratization began when a military coup in Portugal ended the dictatorship of Antonio Salazar, who himself had come to power in a military coup in 1926. Over the course of the succeeding 15 years, about 30 countries changed from various forms of nondemocratic regimes to nominally democratic ones, most dramatically in South America and Central and Eastern Europe. During this period, notable transitions from nondemocratic rule also occurred in Africa and Asia.

62. Economic Integration Between the EU and the CEECS: A Sectoral Study

Abstract:
Economic integration between the EU and the CEECs has proceeded at high speed over the 90's, with the main channels of such integration being trade and FDI. Some authors believe that the 'commercial transition' is now complete and that a new, deeper phase of integration has started, with growing flows of FDI in the region. Following a gravity-type approach, in this paper I tackle two difficult issues surrounding the EU-CEECs integration: has FDI in the CEECs region substituted EU exports, therefore harming employment at home? Has FDI in the CEECs region been redirected away from similarly attractive countries, such as Spain and Portugal? By using a unique database on FDI broken down by country and by sector, which allows more detailed qualifications than possible in previous work, the answers to these two questions appear to be negative.

Abstract:
This comparative study attempts to analyze differences in populations' behavior during processes of transition from nondemocratic regimes to regimes democratic in intention. The central hypothesis is that the State—as reflected not only in its elites' preferences and strategies but also in its capacities—has to be considered if we are to understand mass behavior, whether transgressive or moderate, and even mass demobilization. The comparison includes two Southern European countries, Portugal and Spain during the mid-seventies, as points of reference and, as the main empirical cases, two Eastern European countries, Hungary and Romania, in which democratization began in 1989.

Abstract:
The May 1998 departure of Indonesian President Suharto, following a 32-year dictatorship, raised hopes of independence for East Timor, where some 200,000 people had died since Indonesia's 1975 invasion of the Portuguese colony. In January 1999, Suharto's successor, Bucharuddin Jusuf (B.J.) Habibie, in an effort to appease the East Timorese and international community, suggested that a vote would be held on autonomy with or in- dependence from Indonesia. Details of this referendum were set forward in the May 5 Agreement, signed by Indonesia, Portugal, and the United Nations.

Abstract:
In terms of meeting the fiscal Maastricht criteria, the Czech Republic, Hungary and Poland are better placed today than were some of the current euro area members from the “Club Med” (Greece, Italy, Portugal and Spain) at a comparable point in time leading up to their joining EMU. The CEE-3 should thus be able to qualify for full membership by early 2006, following a decision by the EU as early as 2005.

66. Health Not Wealth

Abstract:
Health, and not wealth, should be the decisive criterion when considering the prospects of the Central and Eastern European candidates for EU membership and the capacity of the EU to enlarge. Viewed from this perspective, the outlook is promising. The CEECs are still very poor, compared to most of the existing EU members, but they are also much more dynamic. Their growth rates are generally expected to remain around 4-5% for the foreseeable future, compared to about 2-3% for the EU. This still implies that full catch-up in terms of GDP per capita will take decades, rather than years, but full catch-up is not the relevant goal if one is concerned about enlargement. Experience in the EU has shown that problems are much more likely to arise from established rich member countries with stagnant economies (Belgium in the 1980s and part of the 1990s) than poor, but more dynamic states (e.g. Portugal and Ireland today). The fact that most of the so-called 'periphery' is now experiencing stronger growth than the 'core' confirms that EU integration benefits poorer countries even more.

Since the Portuguese military overthrew the Salazar/Caetano dictatorship in April of 1974, the number of democracies in the world has multiplied dramatically. Before the start of this global trend toward democracy, there were roughly 40 countries in the world that could be rated as more or less democratic. The number increased moderately through the late 1970s and early 1980s as a number of states experienced transitions from authoritarian (predominantly military) to democratic rule. But then, in the mid-1980s, the pace of global democratic expansion accelerated markedly, to the point where as of 1996 there were somewhere between 76 and 117 democracies, depending on how one counts. How one counts is crucial, however, to the task of this essay: thinking about whether democracy will continue to expand in the world, or even hold steady at its current level. In fact, it raises the most fundamental philosophical and political questions of what we mean by democracy.
