1. Crisis presidency: How Portuguese leadership can guide the EU into the post-covid era

Abstract:
Portugal’s plans for the EU presidency centre on European priorities for the pre-coronavirus world. These include the completion of the monetary union, the UK-EU relationship after Brexit, the EU’s relationships with Africa and India, climate change, digital transformation, and social inequality. The Portuguese EU presidency should handle these issues in line with European voters’ perceptions of the new reality created by the coronavirus. Many Europeans have lost confidence in the transatlantic relationship, fear for Europe’s place in a world dominated by US-China competition, and want the EU to provide global leadership and shape the international order. Portugal can help the EU develop a foreign policy strategy that takes account of these changes.

2. Covid-19 bends the rules on internal border controls: Yet another crisis undermining the Schengen acquis?

Abstract:
Free movement within the Schengen Area has been challenged in recent years by national measures: from internal border checks after the ‘migration crisis’ to the closure of borders in the Covid-19 crisis. This is the first time in the history of Schengen that member states have categorically refused entry to other EU citizens who are not registered residents or cross-border workers. Seventeen Schengen countries have submitted a notification on reintroducing internal border control due to Covid-19: Austria, Belgium, Czechia, Denmark, Estonia, Finland, France, Germany, Hungary, Iceland, Lithuania, Norway, Poland, Portugal, Slovakia, Spain and Switzerland. The use of Schengen provisions was creative: 12 states justified their internal border controls as a case requiring immediate action (Art. 28), France and Denmark expanded their already existing internal border controls (Art. 25), Finland appealed to the ‘foreseeable event’ clause (Art. 25), and Slovakia and Poland introduced ‘healthcare-police measures’ (Art. 23) before launching border controls (Art. 28). The crisis illustrates the need to reform Schengen in order to maintain the legitimacy of commonly agreed rules.

Abstract:
The COVID-19 pandemic has renewed concerns over bioterror threats, with Microsoft founder Bill Gates recently warning that a bioterror attack involving a pathogen with a high death rate “is kind of the nightmare scenario” facing the planet. In this month’s feature article, J. Kenneth Wickiser, Kevin J. O’Donovan, Lieutenant Colonel Michael Washington, Major Stephen Hummel, and Colonel F. John Burpo assess the potential future threat posed by the malevolent use of synthetic biology. They write that synthetic biology “is a rapidly developing and diffusing technology. The wide availability of the protocols, procedures, and techniques necessary to produce and modify living organisms combined with an exponential increase in the availability of genetic data is leading to a revolution in science affecting the threat landscape that can be rivaled only by the development of the atomic bomb.” The authors, who all serve at, or are affiliated with, the Department of Chemistry and Life Science at the United States Military Academy, note that synthetic biology has “placed the ability to recreate some of the deadliest infectious diseases known well within the grasp of the state-sponsored terrorist and the talented non-state actor” and that “the techniques used to propagate bacteria and viruses and to cut and paste genetic sequences from one organism to another are approaching the level of skill required to use a cookbook or a home computer.” They argue that “an effective response to the threats posed by those using synthetic biology for nefarious purpose will require vigilance on the part of military planners, the development of effective medical countermeasures by the research community, and the development of diagnostic and characterization technologies capable of discriminating between natural and engineered pathogens.” In our interview, Gilles de Kerchove, the European Union’s longtime Counter-Terrorism Coordinator, speaks to Raffaello Pantucci. Nuno Pinto presents a detailed case study of an alleged Portuguese Islamic State network with strong connections to the United Kingdom that sheds significant light on the foreign fighter recruitment pipeline between Europe and Syria in the last decade. Tomasz Rolbiecki, Pieter Van Ostaeyen, and Charlie Winter examine the threat posed by the Islamic State across Africa based on a study of its attack claims. They write: “As the second half of 2020 unfolds, it is critical that military and counterterrorism policymakers recognize what is at stake in Africa. The Islamic State is not just fighting a low-grade insurgency on the continent; in at least two countries, it has been able to seize and hold territory and subsequently engage in pseudo-state activities.”

Abstract:
EuroPACE is an innovative tool designed to make home renovation simple, affordable and reliable for all Europeans by combining affordable financing with people-centric technical assistance. EuroPACE offers 100% up-front financing that can be repaid over a long term of up to 25 years. The innovation lies in the collection and repayment mechanism – financing is attached to the property and is repaid regularly with charges linked to a property. Homeowners are offered logistical and technical support throughout the process and access to trained and qualified con-tractors. Thus, EuroPACE overcomes the main barriers to home renovation – lack of financing, technical knowledge and complexity of the works. The concept of EuroPACE is inspired by the success of a financing model called Property Assessed Clean Energy (PACE), launched in California in 2008. In the United States (US), the PACE market reached over USD 6 billion in funded projects, including the retrofit of over 220,000 homes, which resulted in more than 50,000 new local jobs and the creation of hundreds new companies.EuroPACE combines the best practices from the US PACE market with project partners’ substantial experience in improving energy efficiency in European buildings. EuroPACE is a three-year project that intends to assess market readiness, deploy a pilot programme in Spain and scale across Europe to four leader cities. A two-phase research (firstly – legal & fiscal readiness, and secondly – market demand) has been carried to assess the overall readiness for adaptation of this model across the European Union (EU). This document is the second phase of the EuroPACE readiness assessment developed to identify European countries most suited for EuroPACE implementation. It complements the legal and fiscal assessment by focusing on the “demand dimension” by analysing local needs for energy efficiency (EE) and renewable energy sources (RES) in residential building renovation of seven selected countries. Based on the results of legal and fiscal analysis of the EU28 MS, in October 2018 the Steering Committee Group of the EuroPACE Horizon2020 (H2020) project chose seven countries: Austria, Belgium, the Netherlands, Italy, Poland, Portugal, and Romania, for the second phase of evaluation. These countries were selected based on the scoring outlined in D2.1 and two additional considerations developed by the Steering Committee Group. First, a diverse geo-graphical distribution of the countries was an important element for the selection of these seven countries. Secondly, the knowledge and expertise of the Steering Committee Group about the national potential market opportunity was taken into consideration during the selection process. While in Austria a similar mechanism has already been tested but was unsuccessful, the country still has been chosen for further analysis. In Belgium, despite being a federal state, there is a strong local and regional interest in new financial mechanisms designed to upscale residential retrofits across the country. In the Netherlands, asset-based financial instruments are currently being discussed at the national level, which opens a window of opportunity for EuroPACE to be tested in the country. As for Italy, although the property-taxation system is far from stable, potential synergies with successful programmes like Ecobonus or Sismabonus should be explored. In Poland, nearly 70% of the 6-million residential buildings need significant energy efficiency overhaul; these buildings contribute to some of the worst air quality across the EU leading to approximately 47 thousand premature deaths annually. Portugal, given its Mediterranean climate, proves a great potential not only for EE, but also prosumer RES development, given that current incentives are far from sufficient. Romania has been chosen mainly because of its highest home-ownership rate across the EU and the most institutionalised property-related taxation, possibly setting a stable base for EuroPACE being collected alongside existing charges.

Abstract:
The Portuguese people believe that their country’s fate is inextricably tied to that of the European Union. A survey carried out ahead of the Portuguese national election suggests that the Portuguese bounced back quickly from a surge in Euroscepticism linked to the strict conditions of Portugal’s 2011 bailout package. Portugal values the economic benefits of EU membership primarily, but its people believe in the EU as more than just an economic project. The Portuguese are instinctive multilateralists, and hope that the bloc can help them tackle the challenges of globalisation: from climate change to cooperation on the impact of freedom of movement on Europe.

Abstract:
The Portuguese colonization, throughout the 18th and 19th centuries, was the first bond established between Brazil and the African continent, and it was especially deepened by the slave trade. With the Brazilian independence in 1822, as well as with the end of the slave trade across the Atlantic, between 1845 and 1850, there was a gradual movement away from said continent, once the imperial foreign policy axis was now directed towards the River Plate, to the South, as well as to England, Western Europe and the North of the global system. In the 20th century, along with the two World Wars, the creation of the United Nations, and the Cold War, Brazil’s international projection was drawn according to the opportunities presented in this new world system. The aim of the present paper is thus to analyze the ambiguity between Brazilian political discourse and foreign practice with regard to the Portuguese colonies. The research problem consists in identifying which aspects have exerted an influence on the definition of Brazil’s African policy. As a research question, it is assumed that Brazil, since the Independent Foreign Policy (IFP), with its discourse of non-alignment with the powers of the world system, the identification with the Third Worldist theses, and based on the politics of the “3Ds” (development, decolonization and disarmament), supported the anti-colonial principle and was an advocate for the self-determination of peoples. However, an ambiguity was evident by the official political alignment with Portugal, due to the 1953 Treaty of Friendship and Consultation.

Abstract:
Contrary to a historiographical study, this article is an essayistic reflection on some notions and understandings that run through African studies about the Portuguese expansion in West and Central West Africa. Therefore, we will not dwell on the conditions of production, ideological affiliations or trends that competed for the elaboration of historical narratives, but on the “itinerant sharing” of ideas, the circularity of conceptual uses and reuses and the “general solutions” provided for some canonical problems. In this sense, we are influenced by a reflection proposal presented by Leila M. G. Leite Hernandez (2014). Our objects of analysis are the most influential works that address the stories of Angola, Cape Verde and Guinea-Bissau for the 15th, 16th and 17th centuries. What are the shares and circularities that mesh the notions of border and Luso-Africanity? How are these ideas associated with meetings and contact studies? Is the notion of boundary necessary for the contemporary epistemic paradigm? Are there risks in neglecting it? These are some of the problems that will be analysed through the text.

Abstract:
The role of linguistic and cultural ties plays a signi�icant part in today’s globalized world as a form of hindering differences and highlighting similarities between societies spread across the globe. In this sense, international organizations based on past asymmetric relations between the colonizer andthecolonizeddrawuponthelong-lasting imprints left by the former empires, namely in linguistic, cultural, historical or economic terms. These organizations are atypical in contemporary international relations, not least because they contradict the current trend for regionalism, as it is the case of the Commonwealth or the Organisation Internationale de la Francophonie (OIF) with members spread across the globe. The Comunidade dos Países de Língua Portuguesa, hereinafter Community of Portuguese Speaking Countries (CPLP) is an international organization founded in 1996 by Angola, Brazil, Cape Verde, Guinea-Bissau, Mozambique, Portugal and São Tomé and Príncipe. Nowadays, the organization is composed of nine states, the aforementioned, East Timor and Equatorial Guinea, who joined in 2002 and 2014 respectively. The foundation of the organization is rooted in historic and cultural characteristics existing in the above-mentioned countries, part of the Portuguese colonial empire at some point in their past and consequently sharing the Portuguese as the of�icial language.The constitutive declaration of the CPLP highlights the principles of equal sovereignty of its member states, respect for national identities and territorial integrity, non-intervention in internal affairs of other member states, promotion of rule of law, democracy, peace and human rights and the promotion of development and cooperation in diverse areas. As for the objectives of the organization, the CPLP is regarded as an organization to align political and diplomatic positions between members and consequently reinforce the position of said members in the international fora. Furthermore, cooperation in diverse areas such as education, justice, health, science, defense, public administration or culture is its cornerstone. Lastly, the promotion and diffusion of the Portuguese language in the world is also an important axis of actuation. Illustrative of this fact has been the attempt to upgrade Portuguese as one of the of�icial languages of the United Nations. In comparison with the Commonwealth and the OIF, the CPLP is ruled by a fairly similar set of principles and objectives. These organizations are based on the role of language and shared history as an agglutinating factor between its members and the protection of quasi-universal values such as the rule of law, democracy, and human rights. Thus, the aforementioned have overlapping competences which in turn adds a degree of competition between the organizations due to the fact that the three strive to magnify their normative power and are present in the same regional contexts, namely in Africa. Indeed, Mozambique is simultaneously a CPLP and a Commonwealth member state while Guinea-Bissau, Cape Verde and Equatorial Guinea are members of the CPLP and the OIF. Furthermore, both in the number of member states and budget for the operationalization of the organization, the CPLP is of a considerably smaller scale. The OIF and the Commonwealth have 54 and 53 member states respectively, while the CPLP has only 9. Additionally, between 2010 and 2013, the average budget of the OIF was 85 million euros, while the CPLP’s budget for 2019 will be around 2,7 million euros. The resources do not equate the dif�iculties found in the context that the CPLP is inserted in.

Abstract:
In our cover article, Ali Soufan profiles Major General Qassem Soleimani, the long-serving head of Iran’s Quds Force who the U.S. government has accused, among other things, of support for terrorism and involvement in a 2011 plot to assassinate the Saudi ambassador to the United States. Soufan outlines how Soleimani has masterminded Tehran’s efforts to project its power across the Middle East using a unique strategy of blending militant and state power, built in part on the model of Hezbollah in Lebanon. Soufan argues that with nationalist sentiment on the rise in Iran in the wake of the U.S. withdrawal from the nuclear agreement and the ongoing regional tussle with Saudi Arabia, Soleimani’s popularity would make him the natural front-runner if Iran chooses to adopt a military presidency. Our interview is with Patrick Skinner who during the decade after 9/11 worked in counterterrorism for the CIA in Afghanistan and Iraq. Last year, he began working as a police officer in his hometown of Savannah, Georgia, in an effort to make a difference closer to home. Skinner reflects on how lessons learned from his time as a CIA case officer and as a local police officer could apply to counterterrorism and counterinsurgency strategy and tactics overseas. Drawing on thousands of pages of judicial documents and investigative files, Nuno Pinto outlines the alleged key role played by two Portugal-based extremists in a transnational Islamic State network whose alleged attack plans were thwarted by arrests in Strasbourg and Marseille in November 2016. The case raises concerns that European countries in which security services are less geared up to confront terrorist activity are being used as logistical hubs by jihadi terrorists. In the wake of the Islamic State’s deadly attack on Western tourists in Tajikistan in July 2018, Damon Mehl examines the threat the group poses to the country. With the Islamic State having lost almost all of its territory in Syria and Iraq, Michael Munoz looks at how the group’s propaganda efforts may evolve in the future.

Abstract:
In recent years, important policy developments have impacted the electricity market in the European Union (EU), affecting the cost of energy and resulting in changes to countries’ electricity generation mix. This paper details the Spanish and Portuguese attempts to transition to a cleaner energy economy. At the end of the last century, Iberian countries started the process of liberalizing their electricity market and promoting the use of renewable energies in the electricity mix. Their objectives included establishing a “greener” energy supply, opening new employment opportunities, reducing dependence on imported fossil fuels, and pursuing a more sustainable economy and society. Assuming a leading role in the energy transition process has been a novel and challenging endeavor for both countries. The economic crisis only increased those challenges, leading to mixed results. In addition to covering the evolution of the Iberian electricity sector, this paper identifies key considerations for the future.
