Abstract:
The Philippines has a long history of armed conflicts caused by various factors, including poverty, lack of social justice, continuing HR violations and impunity, discrimination, and non-recognition of the right to self-determination. In spite of this long-standing situation of conflict, only a few CSOs focus directly on supporting peace and peace processes. This can be attributed to the fact that Filipinos’ major concerns, especially in rural areas, are focused more on day-to-day survival and family- and community-related issues than larger national issues. They cannot immediately associate or see the link between their present issues and concerns and the peace process. In addition, there is also a lack of information and knowledge about the peace processes taking place in the country. The intention of this mapping is to identify possible key leaders and organisations in an attempt to ascertain how they perceive the ongoing peace negotiation between the GPH and NDFP, and to identify key issues in the conflict-affected areas that can influence the GPH-NDFP peace process. The research also seeks to ascertain what these leaders/organisations recommend should be done to sustain the peace negotiation and maintain their own interest in and willingness to commit to reviving, revitalising and sustaining a national peace movement that is supportive of the GPH-NDFP peace process.

Abstract:
The streets of Catmaran, a small town in Northern Samar province in the Philippines, seem wide compared to those of the capital, Manila. There is almost no traffic. Instead of dense rows of aluminum-roofed shacks, rough concrete houses, and stalls with plastic signs for soda and cell phone companies, green farms and bahay kubo, traditional thatch houses on stilts, border the roads. At first glance, the beaches look idyllic.

14. US-Southeast Asia Relations: Dismay at Thai-Cambodian Skirmishes

Abstract:
Both the US and ASEAN expressed dismay at border skirmishes between Thailand and Cambodia around the Preah Vihear temple and two other ancient temples about 160 km to the west. Artillery exchanges and small arms fire call into question the two countries' commitment to the ASEAN rule of the peaceful settlement of disputes among its members. Washington has promised to aid Philippine maritime capabilities to patrol both its South China and Sulu Seas' territorial waters as part of a larger US goal of keeping Asian sea lanes open. New ships and radar installations as well as navy and coast guard training are being provided by the US. In Indonesia, the US embassy inaugurated a new public diplomacy program, @america, an interactive information technology site designed to demonstrate the breadth of American life to Indonesia's tech-savvy young people. Wikileaks releases of US embassy cables published in the Australian press critical of President Yudhoyono caused some tension between Jakarta and Washington. As the current ASEAN chair, Indonesia seemed to follow Secretary of State Clinton's call for an ASEAN role in resolving the South China Sea islands dispute. US relations with Vietnam and Cambodia continue to be strained over human rights concerns. While ASEAN has called for the lifting of economic sanctions on Burma since its recent national election and the release of Aung San Suu Kyi from house arrest, Washington seems in no hurry to follow suit, labeling the election as fatally flawed and noting that political prisoners remain in jail. Finally, the US promised high-level participation in ASEAN-led regional organizations, including the ARF, the ADMM+, APEC, and the EAS.

15. The Communist Insurgency in the Philippines: Tactics and Talks

Abstract:
The Philippine government is unable to control and develop large parts of the country because of the longstanding communist insurgency. The conflict has lasted more than 40 years and killed tens of thousands of combatants and civilians. Planning their attacks and securing weapons and funds locally, the insurgents have strong roots in the different regions where they operate and have proved hard to defeat. The government's counter-insurgency strategy has diminished their numbers but has not been able to destroy the organisation. Neither side will win militarily. As peace negotiations resume under the Benigno Aquino administration, the parties to the talks should immediately commit to making existing human rights monitoring mechanisms work, while they try to reach the more difficult long-term goal of a durable political settlement.

Abstract:
States increasingly find themselves in a situation where they are unable to suppress an internal insurgency entirely without initiating a peace process with the rebel organisation. This is especially true for countries like Indonesia and Philippines who have been battling domestic conflicts for many decades. This paper compares attempts made to attain peace between the Government of Philippines (GRP) and the Moro National Liberation Front (MNLF) as well as between the Government of Indonesia (GOI) and Gerakan Aceh Merdeka (GAM). In doing so, it endeavors to identify elements that could improve peace processes. The findings of this paper will address the strengths and limitations of a mediator in a peace process, the role of reintegration of armed rebels into mainstream society, how peace zones can be made more effective as well as the function of human rights and symbols in a peace process.
