Abstract:: This study examines the military support provided by U.S. Joint special operations task Force–Philippines (JSOTF-P) to Philippine military operations. Building upon the 2010 Joint Civilian Casualty Study—the first comprehensive examination of U.S. prevention and mitigation of civilian casualties based on U.S. operations in Afghanistan—this current effort aimed to assess civilian casualties in the different context of indirect U.S. operations. We found that the evolution of Philippine civilian and military strategy since the mid 2000s has reduced the occurrence and salience of civilian casualty issues during combat operations. Additionally, the study revealed many related best practices in JSOTF-P and operation Enduring Freedom–Philippines (OEF-P) more broadly, and provided insights into the possible future evolution of the mission and wider implications for foreign internal defense (FID) in the 21st century.

Abstract:: This article argues that the experiences of the Armed Forces of the Philippines (AFP) during decades of counterinsurgency have had both positive and negative consequences for the AFP as an institution, as well as for state-building in the Philippines. Positive experiences can be attributed to the AFP contribution of its military values to its external environment, while many of the negative experiences are accounted for by its expanded interaction with its external environment. This kind of interaction, though essential, managed to undermine its professionalism and values, specifically from graft and corruption. Furthermore, the article argues that though there are seemingly insurmountable problems, the situation for the AFP and the state is not entirely hopeless. This optimism lies in good leadership from the top, especially political leadership.

Abstract:: Irregular conflict is neither neat nor fair. Definitionally, it is hard to describe, including as it does conflicts ranging from Somalia to Bosnia to Sierra Leone to Colombia to Iraq to Afghanistan (to say nothing of Sudan, the Philippines, or Yemen). Hybrid, counterinsurgency (COIN), stability operations, counterterrorism, and civil war have all been utilized as descriptions, often in combination. But if defining irregular conflict is difficult, even more difficult is knowing how to respond, especially for an outside intervener like the United States. Doctrine has now been developed, but in practice the context of an irregular conflict is generally so complex and contradictory that it is difficult to put the full doctrine effectively into practice.

Abstract:: Over the past several years, U.S. Government agencies have been revising their thinking on counterinsurgency and stability operations. Despite recent doctrine and guidance about better ways to end conflict and promote lasting peace, however, something has been missing from the dialogue: a successful model of reintegration and economic growth in an Islamic insurgency that has taken combatants off the battle field permanently. One of the best places to look for such a case study of fighting and winning "smart" is in Mindanao in the southern Philippines.
