Abstract:
The confrontation between Muslim and Christian inhabitants of Western Mindanao, between the 'Moros' and the Philippine State, belongs to that category of 'forgotten conflicts' of which most international relations practitioners are often only vaguely aware. The conflict has historical roots that reach back centuries and has evolved with many twists and turns, culminating in an equally long and no less convoluted peace process. However, this conflict has important international ramifications and is one in which the international community is today actively involved, with facilitating and monitoring mechanisms involving states as well as non-state actors. In particular the European Union has been playing an increasingly important role, including in relation to diplomatic efforts aimed at finding a lasting solution to the conflict, based on its holistic approach to crises and interaction with European NGOs.

Abstract:
The streets of Catmaran, a small town in Northern Samar province in the Philippines, seem wide compared to those of the capital, Manila. There is almost no traffic. Instead of dense rows of aluminum-roofed shacks, rough concrete houses, and stalls with plastic signs for soda and cell phone companies, green farms and bahay kubo, traditional thatch houses on stilts, border the roads. At first glance, the beaches look idyllic.

Abstract:
This study examines the military support provided by U.S. Joint special operations task Force–Philippines (JSOTF-P) to Philippine military operations. Building upon the 2010 Joint Civilian Casualty Study—the first comprehensive examination of U.S. prevention and mitigation of civilian casualties based on U.S. operations in Afghanistan—this current effort aimed to assess civilian casualties in the different context of indirect U.S. operations. We found that the evolution of Philippine civilian and military strategy since the mid 2000s has reduced the occurrence and salience of civilian casualty issues during combat operations. Additionally, the study revealed many related best practices in JSOTF-P and operation Enduring Freedom–Philippines (OEF-P) more broadly, and provided insights into the possible future evolution of the mission and wider implications for foreign internal defense (FID) in the 21st century.

74. The Philippines: Breakthrough in Mindanao

Abstract:
The pact signed on 15 October 2012 between the Moro Islamic Liberation Front (MILF) and the Philippine government is a breakthrough in many ways but is far from a final peace. As with earlier texts signed over years of negotiations, this one – the “framework agreement” – defers several tough questions and it is unclear how, if ever, they will be resolved. At stake is the creation of a genuinely autonomous region in Muslim-majority Mindanao for the various ethnic groups collectively known as the Bangsamoro, with more powers, more territory and more control over resources. The framework agreement envisions a new government for the troubled Muslim south that would raise its own revenues and have its own police and judiciary. It maps out a multi-step process to create this new entity by the time President Benigno Aquino III's term ends in 2016. The obstacles ahead are huge. Politics in Mindanao or Manila could get in the way, and it may be impossible to devolve sufficient power to the Bangsamoro government without running afoul of the constitution. The MILF is unlikely to surrender its arms until the process is complete.

Abstract:
A recent framework agreement between the Philippine government and the Moro Islamic Liberation Front (MILF) leaves much yet to do in building peace in Mindanao, but does offer an opportunity for careful progress. Many of the problems that have plagued previous agreements in Mindanao's 40-year conflict still exist. The international community has an opportunity to support progress and avoid a repeat of previous agreements' disappointments. Careful foreign aid policies that empower locals and do not foster competition can be critical in building peace in Mindanao.

76. Choice and Coercion in East Asian Exchange Rate Regimes

Abstract:
This paper examines the exchange rate regimes of East Asian countries since the initial shift by China to a controlled appreciation in July 2005, testing econometrically the weights of key currencies in the implicit baskets that appear to be targeted by East Asian monetary authorities. It finds, first, that Malaysia, Thailand, Singapore and the Philippines have formed a loose but effective “renminbi bloc” with China, and that South Korea has participated tentatively since the global financial crisis. Second, the emergence of the renminbi bloc in terms of the exchange rate has been facilitated by the continued dominance of the US dollar as a trade, investment, and reserve currency. Third, exchange rate stabilization is explained by the economic strategies of these countries, which rely heavily on export development and financial repression, and the economic rise of China. Fourth, analysts should specify the exchange rate preferences of these emerging market countries carefully before drawing inferences about Chinese influence within the region.

Abstract:
Southeast Asia will be the next big growth engine in Asia. Indonesia, Malaysia, the Philippines, Thailand, and Vietnam, with a population of 525 million and a combined GDP of $2.8 trillion (when measured by purchasing power parity), are expected to grow almost 6 percent between now and 2030, according to the Asian Development Bank. For years, they have been eclipsed by China and India, but now their combined GDP is catching up with India and they could overtake Japan in less than two decades. For U.S. firms, these five members of the Association of South East Asian Nations—hereafter the ASEAN-5—are a trade, energy, and environment story.

Abstract:
This article argues that the experiences of the Armed Forces of the Philippines (AFP) during decades of counterinsurgency have had both positive and negative consequences for the AFP as an institution, as well as for state-building in the Philippines. Positive experiences can be attributed to the AFP contribution of its military values to its external environment, while many of the negative experiences are accounted for by its expanded interaction with its external environment. This kind of interaction, though essential, managed to undermine its professionalism and values, specifically from graft and corruption. Furthermore, the article argues that though there are seemingly insurmountable problems, the situation for the AFP and the state is not entirely hopeless. This optimism lies in good leadership from the top, especially political leadership.

Abstract:
The risk of conflict escalating from relatively minor events has increased in the South China Sea over the past two years with disputes now less open to negotiation or resolution. Originally, the disputes arose after World War II when the littoral states—China and three countries of the Association of Southeast Asian Nations (ASEAN), Indonesia, Malaysia, and the Philippines, as well as Vietnam which joined later—scrambled to occupy the islands there. Had the issue remained strictly a territorial one, it could have been resolved through Chinese efforts to reach out to ASEAN and forge stronger ties with the region.

80. Transforming the Philippines’ Defense Architecture: How to Create a Credible and Sustainable Maritime Deterrent

Abstract:
This paper argues that to adequately defend its maritime claims, the Philippines should consider an external defense architecture designed around mobile coastal defense batteries equipped with long-range anti-ship missiles and protected by an integrated air defense umbrella. Such an architecture would provide the Philippines with an effective means to not only counter surface combatants and improve the survivability of its own forces against naval aviation or ballistic missiles, but also do so with lower procurement, maintenance, and operational readiness costs than a traditional force would require. The Philippine government’s new capabilities-based defense budgeting process offers the country an opportunity to study and adopt this sort of defense architecture, which has become increasingly necessary as rising powers, such as China, have begun to test Philippine maritime sovereignty at places like Scarborough Shoal and the Spratly Islands.
