122. The Individual Sources of Economic Nationalism: Evidence from Survey Data

- Political leaders in troubled democracies around the world have resorted to an anti-foreign rhetoric to justify the adoption of policies restricting foreign imports, and the free flow of capital and people, allegedly in defense of the national interest. And this rhetoric has resonated positively with large sectors of the electorate in those countries. A similar trend, exploiting a nationalistic sentiment for economic purposes, is observed in campaigns in the United States to buy American. Most studies to date have analyzed the causes and consequences of economic nationalism at the state level. However, there is good reason to believe that sources of economic nationalism should be traced at the individual level: some individuals might be willing to embrace economic nationalism purely on self-interest, yet others will be forced to trade off material and ideational preferences in order to support the national industry. The existence of this tradeoff at the individual level has important implications for coalition formation on trade, investment and migration policy-making. While recent studies suggest that cultural and ideational interests are likely to influence individual attitudes towards trade, one of the central policy dimensions in economic nationalism, the empirical content of the tradeoff between material and non-material preferences remains untested to date. Using data from the International Social Survey Program (ISSP 2003) we explore whether the effect of nationalism on attitudes towards protectionism varies with the individual's position in the economy. We find preliminary evidence that nationalism systematically affects attitudes towards trade in the United States, but less so in the Philippines. We also find that the effect of nationalism is conditional on individuals' skill, or position in the economy.

- This article addresses the difficult Afghan situation, which is characterized by ethnic rivalries, the emergence of religious radicalisms and the presence of interests from other international actors. All this hinders the achievement of what should be the immediate goal: that Afghanistan becomes a State (which truly functions as such). In fact, lately the situation has deteriorated. This analysis poses a framework for action that assumes that complex conflicts require complex solutions. It is not valid to allude to individual military, economic, political or ideological tracks. The solution goes through integrating these and other aspects in a unique, polyhedral type of scenario. En este artículo se aborda la difícil situación afgana, caracterizada por las rivalidades étnicas, por la aparición de radicalismos religiosos y por la presencia de intereses de otros actores internacionales. Todo ello dificulta el logro del que debería ser el primer objetivo: que Afganistán llegue a ser un Estado (que verdaderamente funcione como tal). De hecho, últimamente la situación se ha deteriorado. Este análisis plantea un marco para la acción que asume que los conflictos complejos requieren de soluciones complejas. No vale aludir a vías militares, económicas, políticas o ideológicas. La solución pasa por integrar esos y otros aspectos en un escenario único, de tipo poliédrico.

124. The Philippines: The Collapse of Peace in Mindanao

- On 14 October 2008 the Supreme Court of the Philippines declared a draft agreement between the Moro Islamic Liberation Front (MILF) and the Philippines government unconstitutional, effectively ending any hope of peacefully resolving the 30-year conflict in Mindanao while President Gloria Macapagal-Arroyo remains in office. The Memorandum of Agreement on Ancestral Domain (MOA-AD or MOA), the culmination of eleven years' negotiation, was originally scheduled to have been signed in Kuala Lumpur on 5 August. At the last minute, in response to petitions from local officials who said they had not been consulted about the contents, the court issued a temporary restraining order, preventing the signing. That injunction in turn led to renewed fighting that by mid-October had displaced some 390,000.

125. Toward Peace in the Southern Philippines: A Summary and Assessment of the USIP Philippine Facilitation Project, 2003-2007

- The Muslim inhabitants of Mindanao and Sulu in the southern Philippines, known as Moros, have resisted assimilation into the Christianized national culture for centuries. Since Spanish colonial times, Moros have been marginalized from Philippine society, politics, and economic development. Moro-dominated areas have suffered from the effects of war, poor governance, and lack of justice. High crime rates, internal clan-on-clan conflicts, and corruption and abuse by local leaders also beset Moro communities. For nearly four decades, Moros have rebelled against the Philippine government and sought self-determination. The rebellion was led first by the Moro National Liberation Front (MNLF) and then by the Moro Islamic Liberation Front (MILF). In 2003, the U.S. State Department, seeking to prevent international terrorist groups from exploiting the conflict in the Philippines, engaged the United States Institute of Peace (USIP) to facilitate a peace agreement between the government of the Republic of the Philippines (GRP) and the MILF. The State Department felt that the Institute's status as a quasi-governmental, “track one-and-a-half” player would allow it to engage the parties more broadly than an official government entity could. To accomplish its mandate, USIP launched the Philippine Facilitation Project (PFP). PFP faced many difficulties at the outset. The Malaysian government had served as host and facilitator of the GRP-MILF peace talks since 2001 and opposed an American presence at the negotiating table. Moros suspected USIP's presence, motives, and relationship with the U.S. government. USIP, lacking a permanent base in Mindanao, also faced challenges in establishing strong channels of communication with the GRP, MILF, and civil society. Multiple changes in the composition of the GRP negotiating team, and divergent perspectives and agendas within the Moro leadership and communities further complicated the peace facilitation effort. At times, senior GRP officials' lukewarm support for an equitable and effective peace agreement hamper the effort s of skilled and committed negotiators. Corruption and criminality among the Moros, exacerbated by centuries-old clan loyalties, created other hurdles. Despite the challenges, USIP managed to build productive relationships with both the GRP and the MILF, helped the parties come up with creative solutions to stub - born issues of ancestral domain, and started dialogue between disparate Moro ethnic groups. PFP's multifaceted approach included directly sharing lessons learned by principals from other conflict areas around the world; training civil society leaders in conflict management; promoting interfaith dialogue and cooperation via the Bishops- Ulama Forum; supporting the training of Mindanao history teachers on teaching a historical narrative that is more inclusive of the Moro experience; and launching dialogue among young Moro leaders. To improve media coverage of the conflict, PFP held two training workshops for media representatives. It also conducted six workshops on conflict management, negotiation, and communication for Philippine military officers. Through its activities, USIP introduced concepts and approaches that were useful to both government and MILF peace panels. It helped inform the Philippine population, and elites in Manila in particular, of issues underlying the conflict in Mindanao, while presenting potentially viable means of resolving them. The Institute's efforts have added marginally to more balanced media coverage. USIP funding supported the publication of policy papers, which were distributed to scholars, analysts, journalists, and policymakers. USIP also sponsored educational materials for use in Philippine schools. Philippine economic progress and U.S. counterterrorism objectives will remain pre - carious until the Mindanao conflict is resolved. The roots of conflict in Mindanao are primarily political, not economic or religious. Preference for military “solutions” will likely miss the delicate nuances of intergroup conflict and could even worsen the situation. To move the peace process forward, U.S. policymakers must give higher priority to the GRP-MILF negotiations and commit to working with both parties long enough to reach an agreement and implement it. The Philippine government, for its part, will need to muster the political will to address Moro grievances more effectively, especially on land claims, control over economic resources, and political self-governance. When an agreement is reached, implementation will require long-term monitoring by a committed international body. Today's complex diplomatic landscape increasingly requires new tools and techniques of conflict management, including quasi- and non- governmental actors, to accomplish U.S. foreign policy goals. Because of its ability to deal with nonstate actors and sensitive issues underlying civil conflict, USIP can be a useful instrument for advancing U.S. interests.

- The cancellation of a draft peace agreement between the Moro Islamic Liberation Front and the Philippine government triggered renewed violence in the Philippine south and allegations that U.S. forces are involved in Philippine armed forces suppression activities. Both Manila and Washington deny the charges, though U.S. Special Operations Forces have been training the Philippine military in Mindanao since 2002. The U.S. has added new sanctions against Burma's junta and continues to criticize its political repression, while aid for the victims of Cyclone Nargis remains under the Burmese military's control. Ratification for ASEAN's new Charter by its member states has been achieved by eight of the 10 countries. The delays include concerns in the Indonesian and Philippine legislatures about Burma's detention of Aung San Suu Kyi as well as the junta's insistence that any ASEAN Human Rights Commission be toothless. The U.S. State Department has expressed concern over the Malaysian government's arrest of opposition leader Anwar Ibrahim on suspicious sodomy charges. Malaysian leaders responded angrily that the U.S. complaint constitutes interference in Kuala Lumpur's domestic politics and that Washington is not “the policeman of the world.”

127. Political Party and Party System Institutionalisation in Southeast Asia: A Comparison of Indonesia, the Philippines, and Thailand

- It is generally acknowledged that a higher degree of party and party systems institutionalisation is positively correlated with the consolidation of democracy. It is, thus, useful to compare different levels and types of institutionalisation. In this article the distinction made by Levitsky ("value infusion' vs.'behavioural infusion') with reference to party institutionalisation will be employed. Moreover, institutionalised party systems are characterized, according to Mainwaring and Torcal, by 'stability of interpary competition'. The empirical research of this paper finds that the early organisational consolidaton of social cleavages, such as in Indonesia, enhances institutionalisation. Furthermore, the relation between central and local elites appears to be essential strong bosses or cliques undermine institutionalisation in the Philippines and in Thailand respectively. Most Indonesian parties are better institutionalised than those in the Philippines and Thailand with reference to 'value infusion'. In addition, the party system in Indonesia is better institutionalised in terms of 'stability of interpary competition'.

128. Group Versus Individual Liability: A Field Experiment in the Philippines

- Group liability is often portrayed as the key innovation that led to the explosion of the microcredit movement, which started with the Grameen Bank in the 1970s and continues on today with hundreds of institutions around the world. Group liability claims to improve repayment rates and lower transaction costs when lending to the poor by providing incentives for peers to screen, monitor and enforce each other's loans. However, some argue that group liability creates excessive pressure and discourages good clients from borrowing, jeopardizing both growth and sustainability. Therefore, it remains unclear whether group liability improves the lender's overall profitability and the poor's access to financial markets. We worked with a bank in the Philippines to conduct a field experiment to examine these issues. We randomly assigned half of the 169 pre-existing group liability “centers” of approximately twenty women to individual-liability centers (treatment) and kept the other half as-is with group liability (control). We find that converting to individual liability from group liability but keeping other aspects of group lending such as weekly repayment meeting does not affect the repayment rate, but leads to higher outreach by attracting new clients.

129. Advancing Reforms in Philippine Election Administration and Management: Toward a Comprehensive Approach

- In response to an invitation issued by the president of the Republic of the Philippines, IFES and its CEPPS partners, composed of international development and political party specialists from the International Republican Institute and the National Democratic Institute, deployed a team of representatives in early March 2004 to the Philippines to assess the political situation leading up to the May 10 Presidential and Legislative Elections. As previous IFES projects have outlined, the electoral situation in the Philippines is particularly if not unusually complex, partly due to its long and turbulent history of democracy and its associated electoral process. The team found that the 2004 election cycle was particularly flawed. COMELEC's plans and programs for the May 10 elections were disrupted by the late release of funds by Congress and the Supreme Court's decisions to stop the automation of polling, counting, and transmission of results from taking place. Transition to a computerized central voter registry was similarly abandoned only days before the election and election officers reverted to using manual voters' lists and voter records. Voter education efforts were uncoordinated and poorly implemented. The training of polling officials was done through parallel training programs developed by the Department of Education, COMELEC, and civil society. COMELEC's training was judged to be the least effective of the three and the most poorly organized.
