481. Al Qaeda's Religious Justification of Nuclear Terrorism

Abstract:
When legendary jihadist Abdullah Azzam was assassinated under mysterious circumstances in November 1989, suspects in his murder included Osama bin Laden and Egyptian Islamic Jihad (EIJ) leader Ayman al-Zawahiri. After the Soviets were expelled from Afghanistan, Azzam sought to shift jihad to his homeland, Palestine. Zawahiri sought to focus the jihad on Egypt and the other secular Muslim states, in hopes of restoring the caliphate, the rule of Islamic clerics, which had ended after the dissolution of the Ottoman Empire in 1924. After Islamic rule had been re-established in the Islamic world, Zawahiri wrote, “then history would make a new turn, God willing, in the opposite direction against the empire of the United States and the world's Jewish government.”

More than 16 years after the euphoria of the Oslo accords, the Israelis and the Palestinians have still not reached a final-status peace agreement. Indeed, the last decade has been dominated by setbacks -- the second intifada, which started in September 2000; Hamas' victory in the January 2006 Palestinian legislative elections; and then its military takeover of the Gaza Strip in June 2007 -- all of which have aggravated the conflict.

A two-state solution to the Israeli-Palestinian conflict is of compelling interest to the United States. It offers the only realistic prospect for lasting peace and attainable justice for Israelis and Palestinians. It offers clear and substantial benefits to Americans, Palestinians and Israelis, as well as to most of the other states in the region.

To those familiar with the rhythms of Israeli-Palestinian negotiation, this has been a year of surprises. Palestinians, suffering most from the status quo, so most in need of a resolution, balk at resuming talks even as Israel expresses eagerness. In Obama, they have a president more willing to engage and to confront Israel, yet they have denied him the chance to advance talks. Seventeen years after Oslo, the best he can do is get the parties to talk indirectly – and even then, not without overcoming huge Palestinian reluctance. What is going on? The Palestinian approach may seem tactically suspect or politically self-defeating but is not without logic. It is rooted in almost two decades of unsuccessful U.S.-sponsored bilateral negotiations and manifested in embryonic effort s to change the balance of power with Israel. It is premature to speak of a new Palestinian strategy but not to respond and rectify past flaws. After an often perplexing, ineffective start, the U.S. seems poised for a more fundamental policy review involving the presentation of American ideas to resolve the conflict. Done right and at the right time, it would be welcome.

Successful Israeli–Palestinian negotiations, whether the indirect talks begun in May 2010 or direct talks, will require a Palestinian leadership that enjoys adequate support in the West Bank and Gaza. Building the institutions of a Palestinian state is also crucial and long overdue. Prime Minister Salam Fayyad's two-year plan for institution building, announced in August 2009, is laudable but has significant limitations. That plan, and Palestinian decision making, suffer from a common problem: the suspension of normal political life since the 2007 rift with Hamas and Gaza coup. Without a presidential election, legitimacy is draining away from President Mahmoud Abbas; without a functioning Palestinian Legislative Council (PLC) and its ability to make laws, institution building is severely limited.

On May 31, 2010, a flotilla of six ships manned by alleged "peace activists" motored toward Gaza, which, since 2007, has been controlled by the Iranian-sponsored terrorist group Hamas. But because Hamas openly seeks to destroy Israel and has already fired "more than 4,000 rockets and mortar shells [into the state] from Gaza," Israel has imposed a blockade on the region. The "peace activists" ostensibly sought to breach the blockade and reach Gaza to deliver "humanitarian aid." Their real goal, however, was revealed by their own words and actions.

The first one is the peace talks between Palestinian Authority and Israeli government under the auspices of the United States and the second is the Jewish settlements in the West Bank and East Jerusalem. While the Israeli and Palestinian sides came together in the context of the aproximity talks during the first part of the year, and the USA forced the sides to start direct talks.

Abstract:
Salim Tamari, professor of sociology at Birzeit University and the director of the Institute of Jerusalem Studies, has produced an erudite, entertaining, and engrossing study of Palestinian society and culture. More than once in the text, he admiringly describes educator Khalil Sakakini's “crisp” writing in Arabic (p. 2). In this volume of essays, many of which have been previously published, Tamari often writes pretty “crisply” himself, honing in on themes that define Palestinian history, social fabric, and experience. He is concerned, above all, with modernity, and the elements that have contributed to the making of an “unfulfilled” (p. 3) Palestinian modernity. Situating Palestinian urban life, society, intelligentsia, and culture within an eastern Mediterranean context, he examines how Palestine fit into this milieu, yet, ultimately was “set[] apart,” due to its being “forcibly separated from that context” (p. 4) in 1917. Although most of the essays are historical or have a strong historical bent, they also include material on contemporary Palestinian society, integrating it within its historical background and tracing historical influences that have shaped contemporary phenomena. The book showcases a valuable and rich treasure trove of Palestinian historical and literary material, including personal memoirs and diaries produced by an interestingly diverse sample of Palestinian intellectuals from the late Ottoman period. Tamari, in collaboration with other scholars such as Issam Nassar, has performed a real service in recovering, publishing, and utilizing this material.

Abstract:
Richard Becker's Palestine, Israel and the U.S. Empire is a succinct yet ambitious study of the conquest of Palestine eventuating in the formation of the State of Israel, and of the history of Palestinian resistance to this development. The narrative covers the whole twentieth century and extends to the present, and its point of view is strongly pro-Palestinian and politically alert. Its chief merit is an uncompromising look at the potent role played by U.S. imperialism in the history and behavior of the State of Israel. This is refreshingly different from customary views of the Jewish state that regard Zionism and its triumph in Palestine through the lens of Jewish history and abstract from the great power relations that necessarily condition the fortunes of a settler-colonial society like Israel. I have already endorsed Becker's book for this reason. But I had to set aside some qualms in doing so; and while I would not change my overall assessment, I welcome this opportunity to correct the balance.
