On March 28, the Arab League will convene the annual summit of its twenty-two member states in Riyadh, Saudi Arabia. Despite a record of disunity and inconclusiveness, this annual meeting of Arab leaders remains the subject of intense interest in the region. Rising Sunni-Shiite tensions, talk of a peace opening with Israel, and developments in Iraq, the Palestinian Authority (PA), and Lebanon have generated more attention for this year's summit than usual.

682. Assessing the New Palestinian Unity Government: A Step Forward or Back?

Abstract:
On March 17, the Palestinian Legislative Council (PLC) approved the formation of a Hamas-Fatah national unity government by an 83–3 margin. This culminated a process that began in early February with the Mecca accord facilitated by Saudi Arabia's King Abdullah. Many governments have withheld comment since that accord. One reason for their relative silence is reluctance to criticize a project associated with King Abdullah, who is emerging as a leading force in the Arab world and a linchpin of U.S. efforts to isolate Iran. Another is bated hope that the new government guidelines will be a marked improvement over those of the current Hamas government. Since Hamas's victory in January 2006 parliamentary elections, the focus has been on three principles proposed by the Quartet (the United States, Russia, the European Union, and the UN): (1) recognition of Israel, (2) disavowal of violence, and (3) adherence to past written commitments.

Abstract:
Next week, Secretary of State Condoleezza Rice will return to the Middle East, where she plans to meet Israeli prime minister Ehud Olmert and Palestinian president Mahmoud Abbas for what has become a monthly trilateral session. The question is whether Rice still believes both parties can actually agree on a so-called "political horizon" -- namely, the definition of actions to end the Israeli-Palestinian conflict. The odds have slimmed to nearly nil since the idea was first discussed by Rice and Israeli foreign minister Tzipi Livni at a December 2006 meeting. That was prior to the Mecca accord, where the concept of a Palestinian national unity government was conceived. Meanwhile, both Fatah and Hamas have announced that they are ready to form such a government.

685. Hamas's Victory: From Gaza to Mecca

As recently as December, Palestinian Authority (PA) president Mahmoud Abbas refused to back a proposal for a unity government offered by Palestinian Legislative Council (PLC) member and head of the Independent Palestine list Mustafa Barghouti. That deal was based on the concept of a technocratic compromise under which Hamas officials would not have held the prime ministership or led any ministries. Yet under the terms of the February 8 Mecca accord, the current prime minister, Hamas's Ismail Haniyeh, will stay on as head of the next government, and the only portfolios Hamas members specifically will not hold are the finance, foreign affairs, and interior ministries, which will be headed by independents acceptable to both sides. The key question then is why Fatah settled for a unity agreement in February that provided it far less gains than previous unity proposals rejected by Abbas.

686. Prosecuting Terrorism Supporters: Lessons from a Recent Verdict

On February 1, after fourteen days of deliberation, a Chicago jury acquitted Muhammad Salah and Abdulhalim Ashqar of charges that they were involved in a racketeering conspiracy by financing and supporting Hamas terrorist activities in the late 1980s and early 1990s. The two were accused of laundering funds, facilitating communications, and providing recruits for Hamas, but were convicted only on minor charges of obstruction of justice and, in Ashqar's case, criminal contempt. Like the 2005 prosecution of Sami al-Arian and several other Palestinian Islamic Jihad supporters in Tampa, Florida (where the jury acquitted the defendants of most charges and deadlocked on others), the case highlights the difficulty of prosecuting individuals for providing support to terrorist groups under the cover of humanitarian or political activity.

687. From Rejection to Acceptance: Israeli National Security Thinking and Palestinian Statehood

Abstract:
Despite the current stalemate between Israel and the Palestinians, the issue of Palestinian statehood is sure to reemerge. Israeli national security thinking on Palestinian statehood and the two-state solution has undergone a revolutionary change in the past two decades from total rejection to broad acceptance. After the 1967 war, Israeli thinking was characterized by the denial of the existence of a Palestinian national identity, and the perception that a Palestinian state would pose an existential threat to Israel. The first intifada, which broke out at the end of 1987, convinced the Israeli security community that the denial of Palestinian national identity was pointless and that only a political solution could resolve the Israeli-Palestinian conflict. Although security measures alone may have contained the conflict, they simultaneously perpetuated it. At the same time, Israel's regional threat perceptions began to change as the conventional balance of power tilted in Israel's favor, and the likelihood of large-scale ground war was gradually replaced by the threats of weapons of mass destruction and ballistic missiles on one hand, and terrorism and guerrilla warfare on the other. These new perceptions led Israel's political leadership to initiate the Oslo process, which enjoyed wide support among the security community. This process led to mutual recognition between the state of Israel and the Palestinian people, and implicitly to Israel's recognition of the Palestinian right to statehood. The collapse of the Oslo process in 2000 and the outbreak of the second intifada had a conflicting impact on Israeli national security thinking. On one hand it had a moderating effect on Israeli thinking about the terms of the resolution of the conflict and led to broad acceptance of Palestinian statehood, while on the other it deepened Israel's mistrust of the Palestinians and shook its belief in the feasibility of negotiating a permanent status agreement with the Palestinians. The most salient facet of present Israeli national security thinking is the growing importance of demography over geography because current population trends threaten Israel's Jewish and democratic character. As the acquisition of territory has become less important, national security is being defined in broader terms to include threats to the character of the state. The wide acceptance of Palestinian statehood has not precluded an intense debate on the nature of this state and its relationship with Israel. Those who assume that it will be a dysfunctional state hostile to Israel favor unilateral separation, while those who believe in the feasibility of a Palestinian state living in peace with Israel continue to argue for a negotiated settlement.

By electing a parliament dominated by Hamas, Palestinians have sharply challenged U.S. policy. The initial American reaction—undermining the new government—will leave the population in chaos, with various Palestinian groups vying for influence. Political constraints preclude anything but a Hamas government in the short term. But the Hamas victory should not be viewed as a defeat for the American vision of reform—which, indeed, may offer a path out of the current deadlock. The United States should develop a policy for the longer term to continue calming the Israeli- Palestinian conflict; maintain the Palestinian Authority; and work for political reform by focusing on the judiciary, media, and other institutions that are independent of the current regime.

689. A View from the Inside: Congressional Decisionmaking and Arab-Israeli Policy

In the post-Vietnam era, the nature of American politics and the congressional role in foreign policy have been greatly altered. The role of media, money, lobbyists, political parties, the White House, and Congress—as an institution and as individual members—have collectively established a system that allows special interests to shape the narratives of key foreign policy issues and, in turn, manipulate the manner in which Congress asserts itself. The reaction of the 107th Congress to the second Palestinian intifada, which began in September 2000, is a case in point: Congress selectively viewed the conflict through the lens offered by others. The reaction of Congress has little to do with deep-seated bias toward Israel or instinctive hostility toward Palestinians. Rather, for its own reasons—including self-serving political calculations—Congress sided with Israel. As a congressional staff member during this period, I was privy to inside information—letters to and from members of Congress, “Dear Colleague” internal memos, letters from the administration and foreign governments, letters from interest groups pertaining to Middle East policy—and witnessed or participated in numerous conversations and debates about the Middle East. My first-hand source material and experience gave me a unique perspective on the often misunderstood process of congressional decisionmaking.

In the post Cold War era, a number of crises and armed conflicts threatening the international security have accrued, and most of them are needed to be intervened by international community and international organizations. International peace support operations are realizing not only by UN-led, but also in other international and regional organizations (such as NATO, OSCE etc.) or coalitions of the willing. The number of activities or operations in which Turkey has participated has significantly risen in recent years. In the post Cold War era, Turkey's contribution to international peace support operations has remarkably expanded. In this meaning, Turkey has been actively contributing to several peace support operations with different formations from Kosovo to Afghanistan, from Palestine to East Timor, from Bosnia-Herzegovina to Georgia. The aim of the first section of this paper is to trace Turkey's record in peace support operations that she has participated so far. In the second section, Turkey's contribution and role in peace support operations will be analyzed.
