Abstract:
This working paper aims to support the ongoing efforts of the Palestinian executive authorities, security forces, independent institutions, civil society organisations (CSOs) and the media to strengthen the Palestinian complaints system. It identifies deficits in the complaints system of the Palestinian security sector and proposes recommendations to rectify them. It particularly stresses the need to improve coordination between the vast number of complaints units and calls for greater clarity on the role of civil society and the media. It hopes to raise awareness for these issues among Palestinian decision-makers and citizens and international actors. When fully functioning, the complaint handling system can be an effective source of information for the government to improve its performance and develop its services. The paper builds upon the discussions of the complaints working group, consisting of Palestinian government officials and representatives of the security forces, civil society and the media. DCAF presented the recommendations to senior Palestinian decision-makers in late September 2016, providing these with cases of international best practice.

Abstract:
Our Spring 2016 volume encapsulates the dangerous developments in MENA over the course of the past year. While the international community hoped for a resolution to the five-year Syrian Civil War, the conflict has further divided the region into a sectarian split, pitting Shia Iran and the Sunni gulf states on opposing sides. Additionally, Russia’s brief military intervention, finally winding down as of March 2016, has further destabilized the country and significantly increased the flow of refugees into the heartland of Europe. With the November 2015 Paris attacks, the threat of the so-called Islamic State (Daesh) to the west was finally realized, calling into question ongoing efforts to counter violent extremism, as well as to resolve the Syrian Civil War. Meanwhile, Turkey’s increasing two-front war against the Kurdistan Workers’ Party (PKK) and Daesh has resulted in a series of deadly terrorist attacks throughout the country, putting further pressure on Turkish leadership to both find a solution to the Kurdish question and stem the refugee flow transiting northward from Syria. It is through this lens that the Spring 2016 edition has been crafted. With conflict and instability abound, we present first an exclusive interview with Speaker of the Iraqi Parliament Salim al-Jabouri. On a more positive note, JMEPP also interviewed Tunisia’s Minister of Economic Infrastructure and Sustainable Development, Hedi Larbi, on Tunisia’s relative stability and success in its post-Jasmine Revolution transition. This year’s featured articles include Robert Mason’s assessment of the Saudi leadership and the perilous position it now finds itself in, both geopolitically and domestically; and Serhat S. Çubukçuoğlu’s eyes on Turkey’s natural gas ambitions as being linked to settling the Cypriot peace talks, as well as re-establishing partnerships with its regional neighbors in the eastern Mediterranean. Benjamen Franklen Gussen creates a new picture of a geographically reoriented Middle East, while Dylan MaGuire analyzes the no-fly zone option in Syria, with a look back to previous operations in Iraq and Libya. Focusing on gender, Dr. Dalia Ghanem-Yazbeck looks at integration and inclusion of women in Algeria’s military, yet presents a critique on its superficiality. With an eye on Turkey’s destabilized southern border region, Joseph Sadek provides commentary on the political and geostrategic jostling between Turkey and its Kurdish population, as well as the complex relationships between Turkey, the PKK, and Syrian People’s Protection Units (YPG) rebels. Turning to terrorism, Lauren Fisher presents an argument against the stovepipe methodology of countering violent extremism by exploring the complexities behind the topic. Finally, we conclude with a literature review by Adi Saleem Bharat on the Boycott, Divest, Sanction (BDS) movement as it pertains to academia.

203. A ‘High Iron Railing’: Plans to Implement Partition in the Palestine Mandate and British India

Abstract:
When the British Empire withdrew from South Asia in 1947, it carried out a hasty and poorly planned partition. When it withdrew from the Palestine Mandate in 1948, imperial officials chose not to divide Palestine. Prior to the Palestine decision, British officials spent decades examining the practical implications of partitioning the Mandate. During the same period, the British resisted discussing the possibility of partition in South Asia, only to hastily divide India and Pakistan in 1947.1 Despite their radically different approaches, these cases demonstrate three important points about the relationship between infrastructure, power, and partition (defined as territorial division carried out by a third party). First, infrastructure expresses state and colonial power.2 Second, in the case of Mandate Palestine, infrastructure illuminates how imperial priorities limited and ultimately doomed prospects for an Arab-Jewish partition. Detailed planning contributed to Britain’s rejection of partition in Palestine. Third, in South Asia, Britain’s lack of serious planning and failure to understand what partition would involve facilitated a territorial division marred by ethnic cleansing and mass migration—while also creating two proudly independent states.

Kellyanne Conway, President-elect Donald Trump’s campaign manager, has stated that relocating the US Embassy from Tel Aviv to Jerusalem is a “a big priority” for the incoming administration. She added: “It is something that our friend in Israel, a great friend in the Middle East, would appreciate and something that a lot of Jewish-Americans have expressed their preference for." Meanwhile, in a passage that has since been removed from the online article, the Times of Israel has reported that the Trump transition team “has begun exploring the logistics of moving the US Embassy from Tel Aviv, and checking into sites for its intended new location,” adding that the site being considered was formerly the location of the Allenby Barracks,the site of the British army's Jerusalem garrison during the Mandate.

his retrospective assessment argues that despite the arrival in office in 2009 of a president who articulated the case for Palestinian rights more strongly and eloquently than any of his predecessors, U.S. official policy in the Obama years skewed heavily in favor of Israel. While a negotiated two-state resolution of the conflict between Israel and the Palestinians continued to be the formal goal of the United States, Israel’s defiant refusal to stop settlement expansion, the administration’s determined actions to perpetuate Israeli impunity in international fora, as well as the U.S. taxpayer’s hefty subsidy of the Israeli military machine all ensured that no progress could be made on that score. The author predicts that with all hopes of a negotiated two-state solution now shattered, Obama’s successor will have to contend with an entirely new paradigm, thanks in no small part to the gathering momentum of the Boycott, Divestment and Sanctions (BDS) movement.

This essay examines the discourse on Palestine/Israel in the 2016 U.S. presidential campaign, charting the impact of the Palestine rights movement on the domestic U.S. policy debate. Policy analyst, author, and long-time activist Phyllis Bennis notes the sea change within the Democratic Party evident in the unprecedented debate on the issue outside traditionally liberal Zionist boundaries. The final Democratic platform was as pro-Israel and anti-Palestinian as any in history, but the process of getting there was revolutionary in no small part, Bennis argues, due to the grassroots campaign of veteran U.S. senator Bernie Sanders. Bennis also discusses the Republican platform on Israel/Palestine, outlining the positions of the final three Republican contenders. Although she is clear about the current weakness of the broad antiwar movement in the United States, Bennis celebrates its Palestinian rights component and its focus on education and BDS to challenge the general public’s “ignorance” on Israel/ Palestine.

207. Persevering through Colonial Transition: Nazareth’s Palestinian Residents after 1948

Abstract:
Nazareth, the only Palestinian city to survive the 1948 war intact, became the social, economic, and political hub of Palestinian life in the postwar period. As such, it provides the ideal setting to study early Palestinian responses to the creation of Israel. This paper reexamines the ambivalent relationship between Nazareth’s political leadership and the newly established State of Israel to argue that the Palestinian citizens of Israel were neither traitors and collaborators, on the one hand, nor passively quiescent, on the other. Rather, as a new national minority, Palestinians overcame myriad forms of control as they negotiated the structural obstacles placed before them by their new overlords. Local Communist politicians, in particular, took a leading role to advocate on behalf of Nazarenes beset by the day-to-day hardships of poverty, hunger, displacement, and unemployment. The Israeli authorities harped on the Communist threat in response, echoing the Cold War rhetoric of the time

This article explores the linguistic repertoires and conceptual categories that are discursive workhorses in the task of informing U.S. public opinion and shaping policy on Palestine. It situates language commodification in a modern settler- colonial context as it intersects with corporate public relations. The article probes two sites of knowledge production and circulation: the media and the academy. It argues that, ultimately, the media’s discursive strategies are handmaidens of violence, enabling and legitimizing colonial relations of displacement and domination. Shifting to academic discourse, particularly anthropology, the article engages with a few selected terms to explore emerging and alternative ways of conceptually framing Palestine.

Abstract:
Cultural norms and trends are often reflected in patterns of language use. This article explores cultural perceptions of Palestine and Palestinians in the English- speaking world, through two analyses of large linguistic datasets. The first analysis seeks to uncover current conceptions of participants in the Israel- Palestine conflict, by identifying words that are distinctively associated with those participants in modern English usage. The second analysis asks what historical-cultural changes led to these current conceptions. A general theme that emerges from these analyses is that a cultural shift appears to have occurred recently in the English-speaking world, marked by greater awareness of Palestinian perspectives on the conflict. Possible causes for such a cultural shift are also explored.

Abstract:
This article reflects on the body of knowledge that has been constructed around the Palestinian economy. It traces the paradigm shifts between the two most commonly used theoretical frameworks—neoliberalism and colonialism—and assesses their success in analyzing and explaining the determinants of Palestinian economic growth. The Zionist project itself as well as the significant disparities between the various Palestinian communities that exist (inside Israel, in the occupied territories, and in the diaspora) have figured unevenly or not at all in scholarly analyses. The paper argues that as a result, the scholarship on the Palestinian economy has been quite inconsistent. The discussion seeks to demonstrate that this inconsistency has compromised the ability of economists both to explain the failure of Palestinian development and to identify possible remedies.
