721. Tourism and Peacebuilding in Jammu and Kashmir

Abstract:
India and Pakistan have initiated a number of confidence-building measures in Kashmir, including the creation of a bus service and the limited expansion of trade across the Line of Control (LoC). The present cross-LoC confidence-building measures address primarily the divided families living on both sides of the LoC and thus are limited in scope and do not serve the entire region and all communities of Kashmir. It is imperative for India and Pakistan to expand cross-LoC confidence-building measures and add new initiatives that would address the imbalances in the existing interactions. Cross-LoC tourism will be an important initiative in further expanding the present confidence building and will allow members of the broader civil society of Kashmir to visit and interact with each other. Cross-LoC tourism will expand the scope of interactions between the two sides, beyond the divided families, and include everyone in Kashmir. Cross-LoC tourism will also create constituencies of peace beyond the select group of divided families and businessmen who already benefit from the cross-LoC bus services and truck traffic. As a first step, India and Pakistan should develop a “package tourism” program that would include select destinations on both sides of the LoC. More important, both India and Pakistan should seriously consider further relaxing travel restrictions for people to travel across the LoC.

Abstract:
American counterterrorism officials recently warned that al-Qa`ida in the Arabian Peninsula (AQAP) is trying to produce the lethal poison ricin to be packed around small bombs for use in attacks against the U.S. homeland. This latest development is further evidence of AQAP's growing threat to the United States. The group has demonstrated remarkable resiliency and adaptability in its history, surviving several leadership changes and major crackdowns in both Saudi Arabia and Yemen. Its success in the face of adversity is a model for other al-Qa`ida units now threatened. In particular, with al-Qa`ida's core in Pakistan under severe pressure due to Usama bin Ladin's death in May 2011, AQAP provides insights into the jihad's capacity to rally back from defeat.

723. Ten years on: Obama's war on terrorism in rhetoric and practice

It has been almost ten years since the terrorist attacks on the World Trade Center and the Pentagon led President George W. Bush to proclaim a 'war on terror'. This article focuses on the difficulties faced by his successor, Barack Obama, as he has attempted to move away from much of the Bush rhetoric and practice of counterterrorism. Obama came to office determined to 'reboot' US counter-terrorism policy so that it would not only be more effective but also more in keeping with what he perceived as the core moral values and principles at the heart of American political culture. For many observers, Obama has not lived up to expectations as he has not made wholesale changes to counter-terrorism policy. This article argues, however, that he always intended to not only maintain but, in fact, deepen Bush's war against terrorism, not because he was trapped by Bush's institutionalized construction of a global war on terror, but because he agrees fundamentally with the core assumptions and imperatives of that war on terror narrative. Nonetheless, Obama promised to continue combating terrorism in ways that were distinctive from his predecessor, not least because a higher moral standard would be applied to the conduct of counter-terrorism. By addressing his policies toward Afghanistan and Pakistan, Guantanamo Bay and torture, and the use of unmanned drone attacks, it is argued that Obama's 'war' against terrorism is not only in keeping with the assumptions and priorities of the last ten years but also that, despite some successes, it is just as problematic as that of his predecessor.

724. Campaign disconnect: operational progress and strategic obstacles in Afghanistan, 2009–2011

Abstract:
Success in war depends on alignment between operations and strategy. Commonly, such alignment takes time as civilian and military leaders assess the effectiveness of operations and adjust them to ensure that strategic objectives are achieved. This article assesses prospects for the US-led campaign in Afghanistan. Drawing on extensive field research, the authors find that significant progress has been made at the operational level in four key areas: the approach to counterinsurgency operations, development of Afghan security forces, growth of Afghan sub-national governance and military momentum on the ground. However, the situation is bleak at the strategic level. The article identifies three strategic obstacles to campaign success: corruption in Afghan national government, war-weariness in NATO countries and insurgent safe havens in Pakistan. These strategic problems require political developments that are beyond the capabilities of the International Security Assistance Force (ISAF). In other words, further progress at the operational level will not bring 'victory'. It concludes, therefore, that there is an operational- strategic disconnect at the heart of the ISAF campaign.

Abstract:
This article explores the prospects for civilian governance over Pakistan's military in the policy-relevant future. After reviewing the Pakistan army's past interference in the country's judicial and political affairs, it turns to the ongoing political maneuvering of the current Chief of Army Staff, General Ashfaq Parvez Kayani, despite Pakistan's ostensible democratic dispensation. The article dilates on the impact of US engagement on the robustness of the Pakistan army's dominance and questions the newfound US commitment to promoting democratization and civilian control. The article argues that while conventional wisdom places the onus disproportionately upon the military's penchant for interventionism, the army has intervened only with the active assistance of civilian institutions, which are subsequently further eroded with every military takeover. It concludes with a consideration of whether or not genuine civilian control would result in a significant change in Pakistan's foreign and domestic policies, particularly Pakistan's well-known utilization of Islamist militants in India and Afghanistan.

726. Pakistan Floods Progress Report July 2010 / July 2011

Abstract:
A year has passed since the first news reports alerted the world to unnaturally heavy monsoon rains in Pakistan's north-western province of Kyber Pakhtunkhwa (KPK), a region already ravaged by conflict and only just recovering from the devastating earthquake of 2005. The floods that followed were of a size and scale that are difficult to conceive. Floodwaters inundated up to one-fifth of the country and affected 20 million people, destroying 1.6 million homes and leaving over 14 million people acutely vulnerable (www.pakresponse.org). Oxfam launched a fundraising appeal on 3 August 2010, asking supporters to give generously to save lives. Over $75m (PKR 6,400m, €57m, £48m) was raised by Oxfam for the relief effort in Pakistan through a range of donors: the public, donor governments, and other institutions and organisations. Together all Oxfam affiliates raised $21m (PKR 1,805m, €14m, £13m), much of this was from public sources. This was a good result given difficult economic times, and the money entrusted to Oxfam directly helped to improve the lives of over 2.4 million people. This report is intended as a tool to account to the individuals, governments, and other institutions who have given generously to Oxfam's humanitarian fund, and to partners, allies, staff and volunteers. A finance section at the end of the report provides an overview of how funds were raised and spent. And the final section focuses on 'The Future' and identifies Oxfam's plans for helping during the reconstruction phase of this emergency.

The floods that hit Pakistan in 2010 were the worst in the country's history. The humanitarian response achieved remarkable successes in minimising the immediate loss of life and providing relief to millions of people. However, it could have been better: more than 800,000 families remain without permanent shelter and more than a million people remain in need of food assistance. These unmet needs must be addressed as a matter of urgency.

“We are in an information war...and we are losing” declared U.S. Secretary of State Hillary Clinton, describing U.S. efforts to counter extremists and engage Arab publics during this year's unprecedented and historic change in the Middle East. She is right. In the decade since 9/11, thousands of American lives and more than a trillion dollars have been spent on wars in Iraq and Afghanistan, while millions of dollars have been spent on public diplomacy programs aimed at the Arab world. In 2009, President Barack Obama delivered a landmark speech in Cairo designed to seek “a new beginning between the United States and Muslims around the world.” Two years on, according to the latest polling data in Egypt, unfavorable views of the United States outnumber favorable ones by nearly four to one. With some exceptions, the United States likewise remains unpopular in most majority-Muslim countries from Morocco to Pakistan. Why? And what can be done about it?

Abstract:
What factors are likely to govern the course of Pakistan's future policy vis-à-vis Afghanistan? This question has increasing relevance for regional security, especially in the light of the imminent endgame in Afghanistan and of the ongoing dialogue with the Taliban. This report probes the implications of the volatile US–Pakistan relationship and of Indo–Pak rivalry in the Af–Pak war theatre, in particular for Pakistan's reliance on militant extremist groups to secure and further its strategic interests. Developments pertaining to the role and engagement of the United States in the region and Indian ties to Afghanistan and the US affect Pakistan's perceived power status in the Indian subcontinent. The extent to which Pakistani interests are met in the process and out - come of brokering a deal with the Taliban is an additional determinant of whether Pakistan will continue with, or veer from, the status quo.

Abstract:
Searching for the roots of terrorism after the attacks of 9/11, the world's attention turned to Pakistan and to Pakistan's religious schools, the “madrasas”. This put pressure on the Pakistani government to reform the madrasas and ignited a long standing debate on the role of religious education in Pakistan and its links to radicalisation and militancy. This policy brief argues that the madrasa debate is not premised on a fair description of reality. The madrasa sector is diverse. The majority of Pakistan's madrasas are moderate institutions, concerned with promoting Islamic beliefs and knowledge. This makes it important to distinguish between moderate and militant madrasas. Madrasas must be seen as part of an Islamic tradition of learning, not primarily as political groups, but rather as socio-cultural institutions that are revered by many in Pakistan today.
