Abstract:
The Commission considerably broadened its activities in its second full year, monitoring religious-freedom violations worldwide and increasing the number of countries it would study in depth. In July, the Commission wrote to the Secretary of State to recommend that Laos, Democratic People's Republic of Korea, Saudi Arabia, and Turkmenistan be added to the list of “countries of particular concern” as provided for in the International Religious Freedom Act of 1998 (IRFA). It also recommended that Burma, China, Iran, Iraq, Sudan, the Milosevic regime in Serbia and the Taliban in Afghanistan remain on the list. In addition, it wrote that India, Pakistan, Uzbekistan, and Vietnam are serious violators of religious freedom deserving careful State Department monitoring; it also expressed concerns about sectarian violence in Indonesia and Nigeria.

Abstract:
Environmental and social factors are generating high levels of conflict and insecurity in Northern Pakistan. Several factors make this case an important subject for analysis and discussion: (a) the strategic location of the region; (b) the potential for far-reaching and even global consequences should conflict spill across the borders and into countries such as Afghanistan and India; and (c) the similarities between this case and many others in the world. The article concludes with policy suggestions for both domestic and foreign parties concerned about the situation.

Abstract:
Kashmir is one of the conflicts implicated in the current "war" of the U.S. and its allies against certain forms of radical Islam. A long-term solution to the conflict in Kashmir cannot be found without consideration of the wishes of the Kashmiri people. The three-option plebiscite, giving Kashmiris a choice among accession to India, accession to Pakistan, or full sovereignty, is an avenue that must be explored. The United Nations should serve as the organizer of such a plebiscite and should be the ultimate guarantor of its results. Convincing Pakistan and India of the ultimate wisdom of such a course can be part of current negotiations around the events in Afghanistan that now demand our attention.

Abstract:
India and Iran have proposed the construction of a natural gas pipeline connection. While the project would be a major engineering achievement, the principal challenge will be gaining Islamabad's consent for it to traverse Pakistani territory. Pakistan's parlous relations with Tehran and Delhi, the latter little improved by last weekend's summit, will make this difficult.

Abstract:
A nuclear breakout by Iraq or Iran could have a number of direct and indirect effects on the region: First, a nuclear breakout by either will cause the United States to be much more careful in its dealings with that state, particularly when it comes to considering military action. America's military freedom-of-action will be greatly constrained. Second, an Iraqi breakout would almost certainly cause Iran to further accelerate its own nuclear efforts and might spur Tehran to withdraw from the Nuclear Nonproliferation Treaty, which it increasingly sees as a liability. Third, the emergence of a nuclear Iraq and/or Iran could cause the members of the Gulf Cooperation Council (GCC) to seek an independent deterrent capability — including chemical weapons. (The large petrochemical industries of the Gulf could provide many of the precursor chemicals needed for such an effort.) Saudi Arabia might even seek to buy nuclear weapons from Pakistan.

Abstract:
This assessment outlines a basis for U.S. national security planning related to Central Eurasia over the next ten years. The region covered encompasses the five former Soviet states of Central Asia (Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan) and the three former Soviet states of the South Caucasus (Armenia, Azerbaijan and Georgia). Although the two halves of the region are very different and attract the attention of the major powers in distinct ways, planners should avoid rigidly compartmentalizing them given the economic and, to a certain extent, cultural, linkages that exist. It is most important to appreciate the role these linkages play in the geopolitical mindset of the other major powers, namely Iran and Russia, and to a lesser extent, China, India, Pakistan and Turkey. In fact, these linkages are expanding as trends and developments in the region become increasingly transnational, and as the regions overall profile in global affairs becomes more prominent.

Abstract:
India's northeastern corner and the neighboring countries embody some of the major demographic and environmental time bombs in the subcontinent. Instability in this region, which both India and China regard as strategically important, could provoke a disruptive Indian response or a serious deterioration in India-China relations, with a significant impact on the broader politics of the region. The last month brought two reminders of how volatile this area is: the murder of the King of Nepal and most of his family, and the violent protests in Manipur following India's extension of its ceasefire with the primary Naga insurgent group. This paper provides a thumbnail sketch of the players and the places involved in India's “northeast problems.”

Abstract:
On May 11, 1998, India conducted three underground nuclear tests, followed by two more 48 hours later. Two weeks later, Pakistan responded with six nuclear tests of its own. The purpose of this document is to analyze the reasons behind the Indian and Pakistani nuclear tests as well as their innumerable implications. To facilitate analysis, the study is divided into two parts. In the first, the reasons that propelled the governments of India and Pakistan to a posture of overt nuclearization are analyzed. In both cases, the nuclear tests were the result of diverse factors, ranging from security concerns to domestic political calculations to considerations of international prestige. In the second part of the document the impact of the Indian and Pakistani actions are analyzed on four well-defined levels: internal, bilateral, regional and global.

1020. The Nonproliferation Regime under Siege

Abstract:
The nuclear nonproliferation regime was challenged in 1998 by nuclear-weapon tests in India and Pakistan, by medium-range missile tests in those countries and in Iran and North Korea, by Iraq's defiance of UN Security Council resolutions requiring it to complete its disclosure of efforts to acquire weapons of mass destruction, and by the combination of “loose nukes” and economic collapse in Russia. Additional threats to the regime's vitality came in 1999 from the erosion of American relations with both China and Russia that resulted from NATO's 1999 bombing of Yugoslavia—with additional harm to relations with China resulting from U.S. accusations of Chinese nuclear espionage and Taiwan's announcement that it was a state separate from China despite its earlier acceptance of a U.S.-Chinese “one China” agreement. Major threats to the regime also came from the continued stalemate on arms-control treaties in the Russian Duma and the U.S. Senate, from a change in U.S. policy to favor building a national defense against missile attack, and from a Russian decision to develop a new generation of small tactical nuclear weapons for defense against conventional attack.
