21. Space Technology and its Military Application: Options for Pakistan

Abstract:
Space technology has aided military operations and has established its place in national defense. There is a dire need for Pakistan to exploit this military tool for the balance of power in the region. Space technology is changing the face of military warfare and the contest for dominance in space has increased its pace. The same has been a neglected part of the national policy of Pakistan and has not received its prioritization yet despite having an early start on this front. This article focuses mainly on the current performance comparison of Pakistani-leased satellites with Indian indigenous developed satellites. If Pakistan does not plan to keep pace with India’s fast-growing space technology, it may result in disastrous results in the future, keeping in mind the history of wars between the two countries. The authors suggest that an inclusive, steady, and strong national space policy on the part of Pakistan should be articulated and executed.

Abstract:
The rule of law is one of the most important, if not the most important, constitutional principles. It has been a philosophical concept since the time of the Greek philosophers or even before. For the English jurists, the rule of law encompasses two central principles, which are the supremacy of law and equality before law. However, the British showed no concern for upholding it during the era of colonization. In Pakistan, the principles of supremacy of law and equality before law were incorporated into the Constitution. The Pakistani Superior Courts have widened the scope of these two principles in their decisions. However, in reality, such principles as enunciated by the Judiciary are not actually implemented in true letter and spirit.

Abstract:
Children with disabilities are often more prone to abuse in Pakistan. This article is based on a qualitative study using formal interviews as a data collection tool. The participants were asked about their perspective on the current practices of protecting children in schools, especially those with disabilities, and how to improve the system for safeguarding the Children to Learn Initiative. The research found that a right-based, systematic approach needs to be taken to improve school systems for the protection of children with disabilities against abuse and neglect, where attention is paid to prevention, response strengthening, and overall management and referral systems.

Abstract:
Women empowerment is a significant concept in gender equality. Political empowerment is particularly critical because they need to be active in the decisionmaking process (Rasul, 2014). However, women’s experience shows various difficulties while trying to reach high positions, especially in politics. The situation raises an important question about how women who have experienced holding authority use it for the benefit of other women. So, the research aim is to investigate how two women leaders in different countries with different development levels contribute to women’s empowerment. Therefore, Benazir Bhutto and Margaret Thatcher are the two cases of this research. Benazir Bhutto was Pakistan’s first Muslim female prime minister, an underdeveloped country from 1988 to 1990 and from 1993 to 1996 (Jangbar, 2021). On the other hand, Margaret Thatcher was the first woman prime minister of the United Kingdom, a developed country from 1979-1990 (Özdikmen and Kartın, 2021). A woman leader in a developed country is expected to contribute more to women’s empowerment than a woman leader in an underdeveloped country. Yet, while Benazir Bhutto is shown to have made significant strides in empowering women in Pakistan, Margaret Thatcher’s use of power did not align with supporting women. She was known to criticise women’s rights, which had already been gained. This unexpected contrast challenges the notion that the development level of countries influences the work of women leaders as expected. The findings suggest that women leaders in underdeveloped countries may hold more significance in the context of women’s empowerment.

Abstract:
Pakistan is vulnerable to disasters, but recently, climate change has exacerbated its impact, which has led to adverse effects on the country's socio-economic stability. This research paper explores the gaps in Pakistan's disaster management frameworks and policies and proposes gender-sensitive disaster-resilient policy recommendations. It highlights the disproportionate impacts of disasters on the lives of women, exacerbated by socio-cultural norms. The study draws lessons from Bangladesh and Japan, which have successfully integrated gender-inclusive disaster mitigation strategies. Recommendations include equitable distribution of relief aid, ensuring women's participation in decision-making, increasing coordinated efforts among agencies, and enhancing community-based disaster management. The effective implementation of these measures will contribute to sustainable communities and better living conditions for women.

Abstract:
As the incidence of terrorist violence marked an upsurge of 17 percent in Pakistan in 2023, Pakistan's response and focus were no match to the mounting challenge of terrorism and militancy. The country's negotiation bid with the Tehreek-e-Taliban Pakistan (TTP) and dwindling political focus on countering terrorism due to persisting political and economic crises emboldened the banned TTP and others to regroup and escalate terrorist violence in Pakistan. The key actors of terrorist violence were also more pronounced in the year 2023; over 82 percent of the terrorism-related deaths resulted from attacks perpetrated by three major groups including the TTP [and its subsidiaries such as Tehrik-e-Jihad Pakistan], Islamic State Khorasan (IS-K), and the Balochistan Liberation Army (BLA). These three groups carried out over 78 percent of the total terrorist attacks recorded in the country in the year under review. These findings were revealed in Pak Institute for Peace Studies' Pakistan Security Report for 2023, which was released on 4 January 2024. The report includes the comprehensive data on violent incidents including terrorist attacks, comparative analysis of various security variables, the changing targets and tactics of militants and nature of state responses, as well as policy recommendations.

Abstract:
This paper analyzes the 1988 India-Pakistan Non-Attack Agreement prohibiting attacks on nuclear installations and facilities, examining its origins, implementation, and implications through declassified documents, primary sources, news reports, and interviews. While some view this agreement as a model for protecting nuclear facilities during conflicts and others question its effectiveness, this research reveals that the agreement successfully maintains a crucial balance between reassurance and deterrence. The study demonstrates that both nations have consistently complied with the agreement during peace and conflict, as it aligns with their strategic interests without compromising deterrence stability. The agreement has yielded significant benefits, including reduced fears of nuclear attacks, improved bilateral relations, international diplomatic gains, and cost-effective security measures for nuclear installations. The paper proposes two supplementary measures to enhance the agreement's effectiveness: establishing a Bilateral Consultative Commission for addressing implementation issues and creating a bilateral instrument specifically prohibiting cyber-attacks on nuclear facilities. This analysis contributes to the broader understanding of arms control theory by validating the complementary yet opposing relationship between arms control arrangements and nuclear deterrence operations, while offering valuable lessons for securing nuclear sites globally.

Haider Kaleem, a development researcher and journalist in Pakistan, attributes the current democratic crisis to the longstanding practice of military intervention in the country`s political affairs. As the Election Commission of Pakistan (ECP) delayed a key provincial election due to financial and security-related issues, a potential constitutional crisis looms over the country. In light of the deepening political turmoil in Pakistan, Ahmed Bilal Mehboob explores how this crisis has developed and offers a grim outlook of holding a free and fair election this year. Mehboob argues that the former Prime Minister Imran Khan’s audacious move to seek fresh elections to both the National and Provincial Assemblies have exacerbated party polarization, and Supreme Court decisions for the court cases are unlikely to be fully enforced due to such divide. Mehboob warns that prolonged political crisis may induce military intervention to restore order so that the elections could be pushed ahead.
