Abstract:
New Caledonia and French Polynesia, like to other Oceanian nations, are gaining heightened significance within the Indo-Pacific framework. Consequently, both non-sovereign territories have improved leverage to assert their priorities in relation to the central French state. Simultaneously, they are increasingly engaging with foreign partners under the guidance of France. This paper offers recommendations for how these territories can expand their influence in this era of Great Power competition.

Abstract:
More frequent climate disasters, rising sea levels, the economic fallout of Covid-19 lockdowns, border closures, supply chain constraints, and the global impact of the war in Ukraine have aggravated the challenge of maintaining sustainable and resilient food systems for Pacific Island Countries (PICs). Food systems in PICs are of great importance due to their impact on the health and well-being of Pacific peoples, local livelihoods, and national economies. Between 50 and 70% of Pacific people depend on agriculture and fishing activities for their livelihoods. The Pacific is home to extensive crop biodiversity, and Pacific countries are developing unique value chains for markets and international supply. However, they also face unique challenges in realizing equitable benefits in the global food system. Additionally, the Pacific needs to tackle issues like malnutrition and non-communicable diseases. Urgent global and local action is needed to manage climate change and other risks and ensure resilient food systems. Europeans are also confronted with the global food crisis and are actively working with their Pacific partners to find and fund solutions to address current and future risks by investing in local sustainable food systems. This Briefing explains the complex issues at stake regarding food systems in PICs and explores ways to address these challenges, both at the local level and in cooperation with Europeans. This Briefing is based on discussions that took place during the webinar "Food Security in Times of Crisis: Connecting the Pacific and Europe," organized by the French Institute for International Relations (Ifri)'s Pacific Islands Program in partnership with the Pacific Community (SPC) on December 8, 2022. Contributions from panelists will, therefore, be highlighted.

3. The Quad's Next Chapter

Advancing the group's pillars of prosperity and development will be at the very heart of competition with China in the coming decade. The Quad—the country grouping including the United States, Japan, Australia, and India—now stands at a crossroads as it enters its third phase. The Quad 3.0 comes as the grouping has established the dialogue as a meeting place for leaders of the four countries but must now decide what shape competition with China will take and how to best address that competition. Thus far the Quad has struggled to find function for its form. Statements issued by Quad leaders stress the importance of “development, stability, and prosperity” in an effort to roll back China’s influence across the Indo-Pacific. However, its most high-profile activities focus on stability via high-profile military exercises. Closer internal coordination along the security axis serves to highlight the lack of visible progress on the external delivery of development and prosperity to countries outside the Quad. Efforts to deliver development and prosperity are hemmed in by the Quad itself. Neither the United States or India are party to either of the major regional trade agreements—the CPTPP and RCEP. The Indo-Pacific Economic Framework (IPEF), held up by the Biden administration as America’s economic engagement with Asia, remains a mirage. Meanwhile, as the United States de-risks its economic relationship with China, it is effectively warning that doing business with Beijing may come at a cost to relations with Washington—an unpopular message across much of the Indo-Pacific. Additionally, any hint of security cooperation with China by smaller countries in the region creates a flurry of diplomatic reaction from the United States. To move forward, the Quad needs to better balance its portfolio and how it messages that portfolio. The overt promotion of the security agenda is actively undermining perceptions of the Quad’s ability to engage on development and prosperity. A first corrective step is to balance the group’s internal goal of improved security coordination and cohesion with the Quad’s external goal of delivering development and prosperity to countries in the region. Committing to an agenda that brings the people of the region, not its seas, to the fore of the Quad mission should be a top priority. This means rejecting the dogma that every China initiative in the region needs a Quad alternative. Instead, advancing Quad goals requires identifying China’s activities that can be co-opted for Quad purposes. This will mean working around, and sometimes with, China’s initiatives to better serve not only the Quad’s goals in prosperity and development but also the people of the region.

4. Mapping the Indian Ocean Region

Abstract:
The Indian Ocean region has been an important trade arena for centuries. Today, it remains critical to the security and stability of shipping lanes and trade routes, accounting for over one-third of the world’s bulk cargo traffic and two-thirds of the world’s oil shipments and ensuring global access to food, precious metals, and energy resources.1 Stretching from Africa’s eastern coast to Australia’s western coast, the region is home to thirty-three nations and 2.9 billion people. Given the region’s importance, many countries around the world work with regional partners to maintain open access to the Indian Ocean’s critical waterways and natural resources. For decades, the Indian Ocean region has been erroneously studied through the continental divisions of Africa, the Middle East, and South Asia. But to understand the true importance and strategic advantages of the region, it must be viewed as one continuous theater. The Carnegie Endowment for International Peace’s Indian Ocean Strategic Map does just that.2 Developed by Carnegie’s Indian Ocean Initiative, the map provides a coherent, continuous, and data-driven understanding of the players, security challenges, and other factors that shape the region (see figure 1). The first of its kind, it shows how the Indian Ocean’s economic, political, military, and geographic features interact to create a single geopolitical arena. This paper complements the map, further analyzing the areas of interest and contextualizing them within the current geopolitical environment. The first section summarizes the key players, both traditional and emerging, in the region. The second section examines the evolving security situation, including sovereignty disputes, climate impacts, illegal fishing, search and rescue zones, and choke points. The third section reviews the region’s economics, trade patterns, and oil flows. The fourth section assesses how regional organizations and multilateral partnerships enforce maritime laws and craft protocols.

Abstract:
Using firm-level data in manufacturing, this chapter examines the impact of foreign direct investment (FDI) spillover effects on domestic firm performance. Through knowledge spillovers, FDI inflows affect the performance of domestic firms. Overall, there is some evidence to show that horizontal and forward spillovers from FDI have a significant positive impact on the performance of domestic firms. However, in terms of backward spillovers, the impact of FDI on the performance of domestic firms is negative and significant. The diffusion of backward spillover effects to domestic firms has remained limited due to the weak competitiveness of domestic firms and their inability to absorb the technology or knowledge being transferred. To strengthen the absorptive capacity and productivity of domestic firms, the chapter suggests a more comprehensive approach that would combine industrial policy to improve and develop domestic parts and supplier firms with measures to create an environment conducive to the creation and expansion of FDI backward spillovers. These include upgrading industry participation towards higher segments of global value chains, innovation, human resource development, upskilling and reskilling the workforce, and liberalising ecozone regulations affecting the transactions between multinational corporations and companies outside the economic zones.

Abstract:
The coronavirus disease (COVID-19) pandemic has hit micro, small, and medium-sized enterprises (MSMEs) hard. The estimated economic impact of COVID-19 could exceed the fiscal stimulus package as a percentage of gross domestic product (GDP). Digital technologies have helped them to better navigate the situation. Yet Only 13% of MSMEs adopt the internet for marketing and delivering their products and services. This paper discusses Indonesia’s MSMEs during the COVID-19 pandemic and the digital transformation they pursue. We also discuss policy responses and government support to help MSMEs navigate the worst public crisis in our lifetime.

9. Building Bridges over the Blue Pacific: Beyond Marine Protected Areas – A Europe-Oceania Cooperation

The “new scramble for the Pacific” is characterized by a race for the control of maritime space and resources, oscillating between ocean grabbing and ocean commoning. Beyond Marine Protected Areas – A Europe-Oceania Cooperation Download 0.96 Mo This tendency can be seen in the endemic nature of Illegal Unreported and Unregulated (IUU) fishing (estimated in 2016 as 10% of the overall catch in the Pacific Islands Countries – PICs), but also in the multiplication of large Marine Protected Areas (MPAs): delimited areas in which certain human activities such as fishing are restricted to conserve resources (the Pacific hosts the majority of the world’s MPAs). The European Union (EU), as the biggest importer of fish (which imports half of its tuna from the Pacific) and a leader in biodiversity protection, has a key stake in ensuring a sustainable management of these resources. Moreover, Europe has territories in the Pacific (French New Caledonia, French Polynesia and Wallis & Futuna) with large Exclusive Economic Zones (EEZ) that are difficult to monitor and protect in the face of diverse challenges: foreign intrusions, IUU fishing, narcotrafficking and interstate tensions. Hence, ocean governance is one of the seven priority areas of the EU’s Indo-Pacific Strategy. MPAs have been the favorite scheme to manage the maritime space and protect biodiversity & marine resources. Large or small, they can offer minimal or total protection by limiting certain human practices. A loosely defined framework, MPAs allow for a greater control over a designated territory. As such, it is a truly geopolitical object, and is not immune to controversy. This said, MPAs are a key tool for biodiversity conservation, and a vital scheme to achieve the United Nations Convention on Biological Diversity’s call to protect at least 30% of the planet – land and sea – by 2030 (the 30x30 initiative). To be useful and successful, MPAs or other protection schemes need to be considered efficient and fair – hence legitimate. This requires adequate access to scientific data to ensure the process is knowledge-driven and to gauge the effectiveness of the protection measures. Local communities, their economic needs and their traditional knowledge of the ocean, should be taken into account at each stage. Moreover, surveillance should be ensured to deter illegal activities and enforce protection measures. This briefing argues that building two-way bridges between experts, decision-makers and populations in Europe and the Pacific Islands will be extremely beneficial to ensure the effectiveness and fairness of ocean governance schemes. The Pacific needs scientific data that Europe can offer. Europe can greatly benefit from understanding the Pacific Islanders’ needs and learn from local customary practices to protect resources in a more relevant and democratic manner. This participatory, multi-scaled approach would provide new paths towards more efficient resource protection schemes in Europe, too, taking into consideration tools that may not have conservation as an objective, but are effectively sustaining biodiversity. This briefing is based on discussions that took place during the webinar “Are Marine Protected Areas a relevant tool for the Pacific?” organized by Ifri’s Pacific Islands Program on June 21, 2022. Abstract:
Cooperation in the South Pacific region is unique due to the characteristics of its participants. Following the period of decolonization (1962-1980), countries in Oceania have radically changed. Achieving independence gave those nations international legal personality, yet complete independence from their former colonial powers. The following consequence was gaining an opportunity to draft, adopt and execute own laws in national and foreign policy. PICT (Pacific island countries and territories) have been expanding connections, political and trade ones, within the region since the 1960s when permanent migration of islanders and intra-regional transactions began. Migrations along with foreign aid are considered as the distinctive characteristics of the Pacific Ocean basin. Since the 1980s, the regional integration in Oceania, through establishing regional groupings and increasing the regional trade agreements number, took on pace and scope. The MIRAB synthetic measure (migration, remittances, aid, bureaucracy) has been used in analyzing the Oceania developing microeconomies. Last but not least, migration and foreign aid have been retaining the region from a deeper and more effective stage of regionalism.
